At 5 p.m. on June 21, 1946, Luo Binghui died of cerebral hemorrhage and died at the age of 49.

After Luo Binghui's death, the New Fourth Army held a solemn funeral for him in Linyi, and on the day of his burial, 100,000 soldiers and civilians in Linyi sent him off.

A year after Luo Binghui's death, in 1947, the Communist Party of China held a national land conference in Xibaipo Village, Shijiazhuang City, Hebei Province, and adopted the Outline of China's Land Law, kicking off China's land reform.

From November to December of the same year, a mighty mass movement centered on land reform was soon widely launched throughout the country.

This vigorous land reform completely broke the feudal land system, and hundreds of millions of peasants finally turned themselves into masters. At this point, the ideal that Luo Binghui desperately wanted to achieve was finally realized with the efforts of him and all the revolutionaries.

But alas, on that day, Luo Binghui could not see it after all!

Perhaps Luo Binghui caused too much of a blow to the enemy, and shortly after Luo Binghui's death, Jiang Jun actually dug up his grave and hung his remains from a tree and flogged his anger.

In September 1948, after Shandong was re-liberated, the East China Military Region buried the remains of General Luo Binghui in the Chonglinyi Martyrs' Cemetery. After the liberation of the whole country, the linyi martyr Linyi rebuilt the tomb of General Luo Binghui and built a memorial pavilion for General Luo Binghui, and the then president of the country, Mao Zedong, personally wrote an inscription for the memorial pavilion for General Luo Binghui.

Luo Binghui's old comrade-in-arms, Chen Yi, then mayor of Shanghai, wrote on the link presented to him:

"For the freedom of the oppressed classes, the war has been fought for a long time, and the people will not leave the people until they die; when the counter-revolutionary forces have been destroyed, the monument is specially built, and Le Ming will never forget the special honor."
