From September 16 to 17, Zhang Yuanyuan, member of the party group and vice chairman of the Provincial Women's Federation, led a team to Chenzhou to investigate. The research team successively went to Linwu County and Suxian District to conduct field research on the organizational reform of the grass-roots women's federation, the construction of beautiful villages, the promotion of grass-roots social governance work by family tutors and family styles, and the topic of "women's health and development under the background of the new birth policy", and held discussions with grass-roots women's federation cadres, female entrepreneurs and women's masses. She affirmed the village's successful practice of adhering to the principle of "using party building to lead women's construction, and women's construction to serve party building" to promote local industrial development, rural style civilization, and rural governance. She pointed out that during the "Fourteenth Five-Year Plan" period, women have great potential in promoting industrial prosperity, ecological livability, rural civilization, effective governance, and affluent life, and women's federations at all levels should lead the women masses to combine practice and actively build "women's brands" industries such as demonstration farms and homestays.
During the period, the research team successively held two forums on "Women's Federation Reform" and "Women's Health and Development under the Background of the New Birth Policy".

At the forum on "Women's Federation Reform" held in Linwu County, responsible comrades from the Chenzhou City Women's Federation, the Linwu County Women's Federation, the Jiahe County Women's Federation, and the Organization Department of the Linwu County CPC Committee, as well as the chairman of the township (village) women's federation and representatives of female entrepreneurs, said the results of the reform of the women's federation, talked about problems, made suggestions, and expressed their views.
Zhang Yuanyuan pointed out that the measures for the organizational reform of the Chenzhou Women's Federation have been effective and the results have been remarkable; the leaders at the municipal and county levels have attached great importance to the work of the Women's Federation, which is touching; and the importance attached to the training and selection of female cadres, and the cadres of the Women's Federation have grown vigorously, which is gratifying. She demanded that the women's federations at the municipal and county levels should be guided by the realization of the "three highs and four new" strategy of the provincial party committee and the goal of "one pole and six districts" of the municipal party committee, earnestly do a good job in the "three combinations" article that combines with the central work of the provincial party committee and the municipal party committee, with the revitalization of the countryside, and with the work of family tutoring and family style, give full play to the organizational advantages of the women's federation and the unique role of women in the family, and contribute to the high-quality development of Chenzhou.
Chenzhou Women's Federation reform results
Since 2015, in accordance with the requirements of the overall goal of strengthening the "three natures" and removing the "four modernizations" reform, the women's federation organizations at all levels in the city have highlighted the political nature, strengthened ideological guidance, resonated with the same frequency online and offline, and sang the main melody; highlighted the advanced nature, selected the best and stronger teams, paid attention to training and help, activated the performance efficiency, and realized the team better, the foundation was stronger, and the vitality was stronger; the mass nature was highlighted, and a new pattern of "Great Women's Federation" work was built by grasping the strong foundation of organizational coverage, grasping the standardized and excellent service of the position, and grasping the advantages of joint linkage. New developments have been made and new leaps and bounds have been made in all aspects of work.
After the change of 2367 villages (communities) in the city, the proportion of female principal positions in villages (communities) has not decreased but has risen, with 12.1% of female principals and 40.9% of female cadres. The structure of the executive committee of the village (community) women's federation was further optimized, of which 10.38% were under the age of 32, an increase of 4 percentage points over previous years; party members accounted for 15%, an increase of 3 percentage points over previous years; and college education accounted for 12%, an increase of 6 percentage points.
After the change of 159 townships in the city, female party and government leading cadres accounted for 18.23%. Among them, those under the age of 35 accounted for 37.9%; the first degree or above was a bachelor's degree, accounting for 51.7%.
After the change of county and urban areas, female leading cadres accounted for 18.44% of the four major groups in 11 counties and urban areas in Chenzhou, an increase of 2.3% compared with before the change; 100% of the party and government groups in 11 counties and urban areas were equipped with female leading cadres.
