In order to effectively respond to the task of earthquake disaster emergency rescue in low temperature and cold climate areas, the comprehensive emergency rescue ability of the team and the achievements of the construction of the professional team strength system were further tested, and the collaborative combat ability of the geological disaster rescue professional team in Changdu was improved. On the occasion of the 16th National Disaster Prevention and Mitigation Day, the Changdu Fire and Rescue Detachment organized and carried out an earthquake disaster emergency rescue exercise.
Respond quickly and standardize assembly
Adhere to random pulling, impromptu setting, and whole-process guidance. Disaster simulationAt 7:55 on May 10, 2024, a 5.9-magnitude earthquake occurred somewhere in Karuo District, Changdu, with an epicenter depth of 10 kilometers, and the surrounding areas were obviously felt. At the epicenter, houses collapsed, trapping people and disrupting local electricity, communications, roads, and some bridges. After the detachment received the "alarm", the full-service headquarters immediately launched the "Alpine Geological Disaster Emergency Rescue and Disposal Plan", mobilized the detachment's alpine geological disaster rescue professional team of 25 vehicles, 95 people and 3 dogs, carrying earthquake rescue equipment and 72-hour support materials to the scene, and at the same time with emergency, nature, traffic police, meteorology, earthquake, communications, medical and other departments to start the emergency linkage mechanism. During the period, the on-site command and the detachment command center were connected in real time to report the progress of the drill on the spot.
Based on actual combat to test the results
The drill adhered to the principle of "pulling without a plan, directing and dispatching the whole process, commanding all elements, fighting in real scenes, and assessing all posts", and set up a forward command center with Li Zhixin, the head of the detachment, as the commander-in-chief, and set up five working groups under it: operations, communications, political work, propaganda, and combat logistics. Combined with the actual disaster situation, the on-site command divided the rescue force into earthquake rescue, mountain rescue, forest fire fighting, combat logistics support and other groups, and set up scenarios such as assembly and pulling, remote delivery, large-scale machinery opening, camp construction, emergency communication support, medical aid, combat logistics support, assembly of the assault detachment in front of each team and burial of rubble, building collapse, high-altitude rescue, narrow space, casualty transfer, oblique rescue, T-shaped rescue and other scenarios. After the drill began, each rescue team had a clear division of labor, standardized operation and professional rescue, and ensured that the operation of each rescue subject was standardized, safe and in place, fast and efficient. The combat security control team continuously conducts safety inspections of the drill area, key parts, and important materials through civil air defense, physical defense, technical defense, and other means throughout the process, strictly implements personal safety protection measures, and promptly stops operations with hidden dangers.
Close to actual combat and strong support
The logistics support group overcame all kinds of difficulties, made arrangements for vehicle parking, tent construction, and other aspects, and reasonably dispatched personnel to carry out operations. 16 vehicles (times) were overhauled throughout the process, more than 416 people (times) were guaranteed to eat, more than 150 pieces of materials were distributed, and 200 liters of oil were guaranteed. Through individual 4G image transmission, ball control, drones and other technical means, the communication forward team ensured that the detachment and the rescue site and the forward command center, established a stable communication network of "command center - forward command center - each operation point", and adopted the joint transmission of the satellite link satellite portable station and Warburg Pincus video conference terminal to improve the ability of on-site group meetings, and used drones to complete panoramic map shooting at the first time, providing important information support for command and decision-making.
The drill further tested the rescue ability of the detachment's alpine geological disaster rescue professional team under high altitude and low temperature conditions, further improved the combat readiness pulling procedure, improved the team's ability to carry out geological disaster rescue tasks, and provided a strong guarantee for the successful completion of diversified emergency rescue tasks.
