On May 9, the 2024 "Data Element ×" competition hosted by the National Data Bureau was officially launched in Hefei, Anhui Province. The theme of the competition is "Data Empowerment and Multiplier", which is the first competition in China to focus on the development and application of data elements.
At the launching ceremony, Liu Liehong, Secretary of the Party Leadership Group and Director of the National Data Bureau, said that data, as a new factor of production, has the characteristics of non-consumption and non-competitiveness, which provides the possibility for breaking through the growth constraints of traditional factors of production, which is conducive to promoting the transformation and upgrading of traditional industries, improving total factor productivity, giving birth to new industries, new models and new kinetic energy, and has a multiplier effect to promote economic and social development, and is the key force for the development of new quality productivity.

The three-year action plan for the × of data elements has achieved remarkable results
In recent years, the mainland's digital economy has flourished, and the total amount of data has grown rapidly, laying a solid foundation for the multiplier effect of data elements. However, at the same time, the development and utilization of data elements is still in the exploratory stage, facing problems such as insufficient application depth, low supply quality, and poor circulation mechanism.
Liu Liehong believes that the key to releasing the multiplier effect of data elements is to create richer application scenarios in thousands of industries, explore circulation paths in innovative applications, improve data quality, promote data into socialized production, accelerate the process of data elements, and truly make data "move, use, and live".
On January 4 this year, 17 departments including the National Data Bureau jointly issued the "Data Element ×" Three-Year Action Plan (2024-2026) (hereinafter referred to as the "Action Plan"), selecting 12 industries and fields such as industrial manufacturing, modern agriculture, commercial and trade circulation, transportation, financial services, scientific and technological innovation, cultural tourism, medical health, emergency management, meteorological services, urban governance, and green and low-carbon, to promote the multiplier effect of data elements and release the value of data elements.
Liu Liehong said that after the issuance of the "Action Plan", it has been highly recognized and responded positively by all sectors of society, and all localities and departments have actively explored and achieved remarkable results.
First, activating the value of data has become a consensus among all walks of life. The production and storage of data in mainland China continued to grow rapidly, and the scale of data resources remained the second largest in the world. Data resources in the fields of public services, social governance, and enterprise production management are becoming increasingly abundant, and various localities are actively exploring and promoting the authorized operation of public data, and the awareness of enterprise data governance has been continuously enhanced, laying a good foundation for releasing the value of data.
Second, the innovation vitality of the data industry continues to increase. The emergence of data vendors is accelerating, playing an important role in promoting data reuse and integration, and innovating data development paths. Many enterprises have set up special data departments and data companies to explore and develop data products, and the number of data products listed on major data exchanges has exceeded 13,000.
Third, the enabling role of data elements is more prominent. Data elements empower various fields of economy and society, and a number of typical cases with strong demonstration and leading role and obvious data empowerment role have emerged. In particular, the data-driven scientific paradigm change is more obvious, according to statistics, the mainland has formed more than 100 large models with a scale of more than 1 billion parameters to promote the innovation and development of the artificial intelligence industry.

Give full play to the value of the "Data Element ×" competition
To better release the multiplier effect of data elements, it is inseparable from the collaborative efforts of typical scenarios, high-quality data, and innovative resources, and requires the joint participation of scenario demanders, data suppliers, and technical service providers to achieve win-win cooperation through complementary advantages. It is understood that in order to better unite the forces of all walks of life, the National Data Bureau, together with relevant departments, will officially launch the 2024 "Data Element ×" competition, which will run throughout the year, including "multiple local competitions and 1 finals".
Liu Liehong said that he hoped that all sectors of society would actively pay attention to and participate in the "Data Element ×" competition, "take out" more scenarios, let more subjects "move", and let more data "live", and jointly write a new chapter in the release of the value of data elements by promoting research and application through competition.
The first is to promote the two-way force of "promoting application" and "optimal supply" to jointly create an innovative atmosphere. Typical application scenarios and abundant data resources are the prerequisites for activating the value of data. It is hoped that local governments, industry leading enterprises, and third-party platform companies will take this competition as an opportunity to do a good job of "question makers" and "data providers", open application scenarios based on business needs, increase the supply of high-quality data resources, and use practical "problems" to "solve problems" for the event, so that data resources can become the source of value creation.
The second is to promote the resonance of "solving problems" and "opening a new situation" at the same frequency, and jointly explore innovative paths. Data is an emerging driving force to promote the scientific and technological revolution and industrial transformation, and all kinds of business entities involved in the development and utilization of data are the new force to promote innovation and development. It is hoped that the majority of enterprises, institutions and scientific research institutes will actively sign up for the competition, do a good job as "pioneers" and "navigators" in the development and utilization of data resources, explore valuable, effective and replicable excellent solutions, and transform the difficult pain points of industry development into "new growth points", so that data can play a real role in promoting cost reduction and efficiency increase, cultivating new industries and new business formats, and constantly gathering the majestic power to promote innovation and development.
The third is to promote the efficient coordination of "gathering resources" and "cohesion" to jointly cultivate an innovation ecosystem. The innovation and development of new industries and new forms of business are inseparable from the joint support of policies, funds, publicity and other forces. In particular, data vendors and data circulation platforms, as emerging forces to revitalize the value of data, are in the ascendant, which have effectively promoted the collection, processing, circulation and trading of data, and promoted the resourceization, marketization and value of data, which is not only the key direction of industrial cultivation, but also the main participants of this competition. It is hoped that all competent departments, investment and financing institutions, and news media will do a good job of "escorts" and "propagandists", increase the support of various resources, explore the excitement in front of the stage and the hard work behind the scenes, support the vigorous development of emerging forces such as data vendors, cultivate new products, new models, and new highlights, and contribute to better releasing the value of data elements.
Fourth, promote the mutual promotion of "strengthening the foundation" and "increasing advantages", and jointly consolidate the foundation for data development and utilization. The compliant and efficient circulation and transaction of data elements is inseparable from solid technical support. At present, data space and privacy computing, as important technologies to promote the trusted circulation of data, are being explored and applied in many industries, effectively reducing the trust cost of data suppliers and demanders, and continuously building a safe and reliable data circulation environment.
