Interpretation of the Notice on Guiding the Digital Transformation and Upgrading of Highway and Waterway Transportation Infrastructure

 In order to thoroughly implement the decisions and arrangements of the Central Committee of the Communist Party of China and the State Council on accelerating the construction of a transportation power and a digital China, promote the digital transformation, intelligent upgrading, integration and innovation of highway and waterway transportation infrastructure, and accelerate the development of new quality productivity, the Ministry of Finance and the Ministry of Transport jointly issued the Notice on Supporting and Guiding the Digital Transformation and Upgrading of Highway and Waterway Transportation Infrastructure (hereinafter referred to as the "Notice"). In order to facilitate a better understanding of all sectors of society, the background, main ideas, and implementation content of the "Notice" are hereby interpreted as follows:

  1. On the background and significance of the issuance of the Notice.

  The Central Committee of the Communist Party of China and the State Council attach great importance to the in-depth application of a new generation of information technology such as 5G, Beidou, and artificial intelligence in the field of traditional infrastructure, and require the layout of the industrial chain around the development of new quality productive forces. General Secretary Xi Jinping emphasized that it is necessary to take scientific and technological innovation as the guide to promote the upgrading of traditional industries, the growth of emerging industries, and the cultivation of future industries; It is necessary to expand the effective investment space and appropriately deploy new infrastructure construction in advance; Vigorously develop smart transportation and smart logistics.

  In the new stage of development, promoting the digital transformation and upgrading of highway and waterway infrastructure can give full play to the amplification, superposition and multiplication role of digital technology, effectively improve the quality and efficiency of long-term supply of transportation infrastructure, and play an important role and significance in accelerating the construction of a transportation power, promoting the high-quality development of transportation, and supporting the construction of internationally competitive digital industrial clusters. In recent years, the two departments have issued a series of policy documents to promote the digital transformation and upgrading of highway and waterway infrastructure, and have achieved positive results, but compared with the requirements of accelerating the construction of a transportation power, there are still problems such as the scale effect has not been effectively played, the development of industrial integration is not sufficient, and the collaborative guarantee mechanism has not yet been formed.

  In order to implement the relevant deployment, the two departments fully listened to the opinions of localities, enterprises, research institutions and experts and scholars by holding symposiums, surveying key provinces and cities, soliciting industry opinions, etc., and after careful research, clarified the overall idea and implementation content of supporting and guiding the digital transformation and upgrading of traditional transportation infrastructure, and finally formed the "Notice".

  Second, the main ideas of the "Notice".

  The main ideas of the "Notice" are: first, adhere to the system concept and problem orientation, focus on the main skeleton of the national comprehensive three-dimensional transportation network "6 axes, 7 corridors and 8 channels" and the national highways and national high-grade waterways within the scope of major national and regional strategies, focus on in-service infrastructure, focus on solving the problems of efficiency, safety and service in busy sections and important sections, change the traditional infrastructure model, and realize the digital transformation of transportation infrastructure with less resources and capital consumption. The new model and new form of intelligent response and intelligent support will effectively improve the carrying capacity, safety and service level of transportation infrastructure. The second is to adhere to data empowerment and institutional mechanism innovation, take data resources as the key element, promote the application of data in multiple scenarios, multi-subject reuse, and release the value of data elements. Accelerate the establishment of cross-departmental collaborative and linkage management service mechanisms, data operation mechanisms, digital bases, and standard and specification systems, and promote process reengineering, system remodeling, and system reconstruction in the transportation industry. The third is to adhere to the scene traction and industrial collaboration, focus on the driving and supporting role of transportation in related industries, and accelerate the application of innovative technology products in the transportation infrastructure network with the application scenarios that are available, affordable and well-used, so as to promote the significant improvement of the level of industrial collaborative innovation.

  3. On the implementation objectives and contents

  The first is about the implementation of goals. Starting from 2024, through about three years, we will support about 30 demonstration areas, build a number of demonstration channels and networks with integrated lines and networks, and strive to promote the digital transformation and upgrading of about 85% of busy national highways, about 25% of busy ordinary national highways, and about 70% of important national high-grade waterways. The demonstration channels and networks proposed in the "Notice" are composed of a number of physical line networks of highways and waterways in different directions, forming interrelated network forms such as cross, tic-tac-toe, and Tianzi-shaped line networks. Demonstration channels and network-related lines should be interconnected, application scenarios should be coherent, and attention should be paid to the overall planning of expressways and ordinary national highways, and the linkage of trunk and branch waterways.

  The second is about the implementation content. The "Notice" proposes four aspects of implementation: first, around the upgrading of public services, promote the intelligent expansion of infrastructure, accelerate the application of smart access services at key nodes, active management and control of trunk channels and new models of one network service, and strive to achieve an increase in traffic efficiency by about 20%; Second, focusing on the improvement of industry management, promote the safety and efficiency of infrastructure, promote the implementation of digital management and maintenance systems, operation monitoring and early warning platforms, digital supervision systems for the whole chain of over-control and large-scale transportation, and emergency command and dispatch systems, and strive to improve the efficiency of emergency response by about 30%; Third, focusing on collaborative innovation and development, we will promote cross-domain industrial integration, implement pilot projects for vehicle-road-cloud integration and ship-shore cloud integration, and summarize a number of application scenarios, key technologies, and standards with high promotion value. Fourth, promote institutional innovation, improve cross-departmental collaborative management and service mechanisms, improve the digital management mechanism for the whole life cycle of highway and waterway projects, promote collaborative innovation of data technology products, application paradigms, business models and institutional mechanisms, and promote a number of new business formats and new models such as personalized customization, networked collaboration, and industrialization integration.

  In the next step, in order to guide the local government to promote the large-scale implementation of innovative application scenarios, ensure the continuity of application scenarios, and accelerate the realization of ministry-provincial networking and national operation in some application scenarios, the Ministry of Transport and the Ministry of Finance will strengthen the relevant requirements of integration in the competitive review and performance evaluation process, and will formulate basic functions and data requirements for the national networking operation tasks in the future.

  Fourth, on the organization and implementation

  The first is about the implementation body. In order to fully mobilize the enthusiasm of all departments and entities and form a joint force, the demonstration channels and networks are organized and implemented at the provincial level, including provinces, autonomous regions, municipalities directly under the Central Government, cities specifically designated in the state plan, and the Xinjiang Production and Construction Corps. Specifically, the provincial-level people's government or the provincial-level transportation department authorized by it shall organize and supervise the implementation in conjunction with the finance and other departments, with the transportation infrastructure operation and management institution as the main body of implementation.

  The second is about the declaration procedure. It mainly includes program preparation, organization declaration, competitive review, result publicity and other links. The declaration time is before the end of February each year, and the first year of policy implementation is before the end of June. The competitive review includes a preliminary review and an on-site review, and after the preliminary review, the on-site review will be entered according to a certain proportion.

  The third is on funding arrangements. In order to strengthen the guiding and driving role of central funds and accelerate the formation of economies of scale, the "Notice" clearly arranges funds in accordance with the method of "combining awards and subsidies", and the eastern, central and western regions will be rewarded and subsidized according to 40%, 50% and 60% of the approved total investment respectively. According to the scale of upgrading mileage, the upper limit of award and subsidy funds is determined, with a maximum ceiling of 1 billion yuan in the highway field and a maximum of 200 million yuan in the waterway field. In the first year of implementation, 40% of the award and subsidy funds in each demonstration area will be subsidized to start relevant work, and subsequent rewards will be given according to the results of performance evaluation.

  Fourth, it is about performance management. In order to improve the effectiveness and efficiency of the use of funds and strengthen the tracking and accountability, in the implementation process, the two departments will carry out annual performance evaluation and final performance evaluation of the demonstration channels and networks included in the support, and arrange follow-up reward funds in stages according to the performance evaluation results.

  In the next step, our ministry will work with the Ministry of Finance to issue the "Notice on Doing a Good Job in the Digital Transformation and Upgrading of Highway and Waterway Transportation Infrastructure" as soon as possible, refining the requirements for organization and implementation, task direction, performance evaluation, etc., so as to provide strong support for accelerating the construction of a transportation power and accelerating the development of new quality productivity.
