Regional standardization coordination system

Since the implementation of the national strategy for the construction of the Chengdu-Chongqing Twin-City Economic Circle, the transportation departments of Sichuan and Chongqing have achieved positive results in infrastructure interconnection and operation and management coordination and linkage under the guidance of standards.

This year, the construction of the Chengdu-Chongqing Economic Circle has entered its fifth year, and regional cooperation has entered a new stage of cohesion and deep integration.

As the top-level design of the standard for regional coordinated development, the standard system proposes to build a "1+3+N" regional standardization coordination system, that is, to establish a set of high-efficiency standardization working mechanisms for ministry-provincial linkage and regional coordination, focusing on the needs of high-quality transportation standards in three aspects: infrastructure, transportation services and collaborative management, and accelerating the formulation of N high-level standards with distinctive characteristics and scientific application.

System construction is a two-step process

The first phase of the target will be completed in 2027

The relevant person in charge of the Municipal Transportation Commission said that the standard system focuses on five key tasks, that is, to improve the quality of comprehensive transportation network construction with standards, improve the quality of travel services, promote logistics cost reduction, quality and efficiency, create a collaborative governance model, and cultivate and expand new quality productivity, highlighting the needs of transportation infrastructure interconnection, transportation service integration, and operation and management coordination and linkage.

The 50 key standards mainly include 28 regional local standards to be jointly established, formulated and issued by the two places; There are 22 national standards and industry standards that encourage the implementation and application of 22 national standards and industry standards.

According to reports, the construction of the standard system is divided into two steps:

In the first stage, by 2027, a standard system will be established to promote the high-quality development of comprehensive transportation in the Chengdu-Chongqing region;

In the second stage, by 2035, through continuous improvement and optimization, a more systematic, comprehensive, advanced and applicable, open and compatible standard system will be further built.

China Daily: Promoting the integrated development of transportation is a common task for Chongqing and Sichuan to become transportation powers. According to the requirements of national and regional standardization construction, what are the good foundations for standardization cooperation between the two places? What are the contributions to the implementation of the pilot task of building a transportation power?

Hao Yi, deputy director of the Chongqing Municipal Transportation Commission, said that focusing on the integrated development of transportation in Chengdu and Chongqing, we have joined hands with Sichuan to actively promote regional standardization in the field of transportation, and have a good foundation for standardization cooperation:

(1) Strategic orientation provides a policy basis

Chongqing regards the construction of the Chengdu-Chongqing Economic Circle as the "No. 1 Project" of the Municipal Party Committee and the general starting point of the city's work, and has carried out a lot of close cooperation with Sichuan, laying a solid policy foundation for the standardized development of the transportation field between the two places.

(2) Mechanism innovation provides a collaborative basis

The transport authorities of the two places have set up a special working group on transport connectivity, signed a "1+8" framework cooperation agreement on transport construction and transport services, regarded standard coordination as an important part of promoting the integrated development of transport, and clarified the tasks of regional standardization construction in the Five-Year Action Plan for the Integrated Development of Transport in the Chengdu-Chongqing Economic Circle (2023-2027).

(3) Standard supply provides a practical basis

Taking the digital and green transformation and upgrading of Chengdu-Chongqing transportation infrastructure as a breakthrough, we have integrated the advantageous resources of transportation enterprises, scientific research institutes, universities and other universities in the two places, and jointly formulated and released a number of regional local standards, and the number of transportation industry releases ranks first in Chengdu-Chongqing.

Guided by standards, the two places have implemented a series of major smart and green projects in terms of infrastructure connectivity, carried out pilot demonstrations of key work in terms of operation and management synergy, actively contributed to the deepening and practical integration of Chengdu-Chongqing transportation, and effectively promoted the pilot project of building a transportation power:

(1) Infrastructure interconnection

On land, the expansion and reconstruction of the Chengdu-Chongqing Central High-speed Railway and the Chengdu-Chongqing Expressway have been accelerated, and there are 21 inter-provincial expressway corridors between Sichuan and Chongqing under construction or already built; On the water, the construction of the second phase of Wanzhou Xintian Port and the Jialing River Lize shipping hub has been fully accelerated, and the transportation infrastructure of the two places has been "connected into a line and connected into a network".

(2) The travel service is convenient and efficient

The urban rail transit and ground buses in the central urban area of Chongqing and the Chengdu metropolitan area have realized the "one card" and "one code pass", and more than 300 bus passenger stations and 1,123 lines in the two places have realized online ticketing.

(3) Precise and precise collaborative governance

The "Sichuan-Chongqing Communication Office" has realized offline "remote handling" and online "full online handling", and the "inter-provincial communication office" has changed from "can be done" to "easy to do". (1) Improve the quality of expressway service areas with standards

Chongqing and Sichuan expressways operate 258 pairs of service areas and 74 pairs of parking areas, serving more than 530 million drivers and passengers every year.

At the same time, strengthen the information release and guidance services in the service area, improve the problems of parking, charging, dining, and toileting for the masses traveling during peak hours, and further improve the service quality of the regional expressway service area.

(2) Improve the service capacity of inter-provincial bus operation with standards

At present, 22 intercity bus lines have been opened between 11 districts and counties in Chongqing and 6 cities in Sichuan, with an average daily frequency of 550 classes and an average daily passenger flow of 11,000 person-times, and the convenience of cross-provincial travel for the surrounding people has been significantly improved.

For example, the distance from Shuangjiang Town, Chongqing City to Moxi Town, Sichuan Province is only more than 10 kilometers, and the original travel needs to be transferred many times, after the opening of Sichuan-Chongqing No. 1 Road, the two towns have achieved direct bus access, and the masses can sit on the inter-provincial bus at the door of their feet. In the next step, we will speed up the research on operation service standards, improve line coverage, optimize station settings, encrypt departure schedules, strengthen information services, and enrich payment models, so that the masses can truly feel that the station is close, the vehicles come quickly, and the travel is more convenient.

(3) Improve the level of coordination and orderliness of enterprise-related services with standards

With the integrated development of Sichuan and Chongqing, the inter-provincial passenger charter business has grown explosively, and in 2023 alone, more than 470,000 chartered buses will be undertaken in Sichuan and Chongqing, and the number of chartered passenger signs has also increased significantly.

To this end, we have accelerated the formulation of specifications and standards for electronic signs for inter-provincial chartered passenger transport, promoted the realization of online application and ready-to-use by transport enterprises, greatly simplified the review and inspection process, reduced the burden on road passenger transport operators, and improved the efficiency of vehicle scheduling. At the same time, we will further purify the transportation markets of the two places by coordinating regional law enforcement standards and strengthening law enforcement information sharing, so as to effectively protect the legitimate rights and interests of enterprises and ensure the safety of the public.
