Among them, the publicity and launch of the incentive policy of "road to railway" and the formulation of detailed rules are important contents of the implementation of the measures. After the issuance of the letter for comments, from May 13th to 16th, the Municipal Rail Transit Affairs Center went to various railway special line transportation enterprises and the Xiangtan Railway Logistics Business Department of Changsha Railway Logistics Center (hereinafter referred to as the Xiangtan Railway Business Department) to carry out research and suggestions to promote the introduction of the "Xiangtan City to Promote the "Highway to Rail" Transportation Special Fund Reward Implementation Rules" to promote the green and low-carbon development of transportation.
The Municipal Rail Transit Affairs Center successively came to Xiangtan Electrified Railway Co., Ltd., Xiangtan Railway Business Department and other related enterprises to solicit their opinions and suggestions on the application process, qualification review, volume verification, performance management and other related details in the implementation rules of the "road-to-rail" award, and conducted in-depth discussions on the positive role and implementation effect of the "road-to-rail" incentive policy on the adjustment of transportation structure.
During the investigation, the person in charge of the Xiangtan Railway Business Department said that on the one hand, after its early publicity, many logistics companies have expressed strong interest, and the current shipment volume by railway transportation has shown an upward trend. On the other hand, the implementation of this measure is also a major benefit to the shipment volume of the railway sector, which is not only conducive to reducing the logistics cost of enterprises, but also can continue to enhance the competitiveness of the railway freight market and enhance the enthusiasm of enterprises to deliver goods by rail. The Xiangtan Railway Business Department will fully support and cooperate with the implementation of relevant policies to help the development of green transportation in Xiangtan.
The railway has its incomparable advantages due to its relatively concentrated volume, large unit volume and good environmental coordination. The realization of "road to railway" can effectively give full play to the significant advantages of the railway, such as green environmental protection, energy saving and high efficiency, and can reduce the emission of air pollution from the source, which is also an important measure to optimize the transportation structure, reduce the logistics cost of the whole society and improve the efficiency of economic operation. It is estimated that after the launch of the implementation rules for the city's "road to rail" award, it is expected that by 2026, the city's railway dispatch volume will increase by nearly 30% to 4 million tons, which will accelerate the adjustment of transportation structure, vigorously promote the formation of green and low-carbon transportation modes, and provide support for the comprehensive green transformation of economic and social development.
