Notice on doing a good job in the 2024 pilot work of small and medium-sized enterprises in digital transformation cities

To the finance departments (bureaus) of all provinces, autonomous regions, and municipalities directly under the Central Government, the departments in charge of small and medium-sized enterprises, and the Finance Bureau, Industry and Information Technology Bureau of the Xinjiang Production and Construction Corps:

In order to thoroughly implement the decisions and deployments of the Party Central Committee and the State Council, further do a good job in the pilot work of small and medium-sized enterprises in digital transformation cities, and accelerate the development of new quality productivity, in accordance with the requirements of the "Notice on Carrying out the Pilot Work of Small and Medium-sized Enterprises in Digital Transformation Cities" (Cai Jian [2023] No. 117, hereinafter referred to as the "Notice"), the relevant matters related to the application for the pilot work of digital transformation cities for small and medium-sized enterprises in 2024 are hereby notified as follows:

1. General requirements

Adhere to the guidance of Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era, fully implement the spirit of the 20th National Congress of the Communist Party of China and the Second Plenary Session of the 20th Central Committee, implement the relevant requirements of the Government Work Report and the National Conference on the Promotion of New Industrialization in accordance with the deployment of the Central Economic Work Conference, carry out in-depth pilot work on the digital transformation of small and medium-sized enterprises, promote the deep integration of digital technology and the real economy, give full play to the role of innovation as the main body, promote the development of new quality productive forces, and improve the modern industrial system.

Second, key tasks

(1) Focus on the needs of enterprises and accelerate the digital transformation of small and medium-sized enterprises. Take the digital transformation of small and medium-sized enterprises as an opportunity to promote the deep integration of the digital economy and the real economy. Priority will be given to the pilot scope of specialized, specialized, and new small and medium-sized enterprises that have urgent needs for digital transformation and have a certain digital foundation. Focusing on the actual value improvement of small and medium-sized enterprises such as innovation, market, quality improvement, cost reduction, efficiency increase, green, and safety, we can meet the digital transformation needs of small and medium-sized enterprises in different scenarios and at different levels, and effectively solve the problem of small and medium-sized enterprises "unwilling to change, dare not transfer, and will not transfer".

(2) Strengthen digital empowerment and cultivate high-level "small, fast, light and accurate" products. Fully mobilize the enthusiasm of local governments, small and medium-sized enterprises, digital service providers and other parties, actively promote digital industrialization and industrial digitization, and comprehensively improve the digital level of small and medium-sized enterprises. Develop and promote a number of cost-effective digital products, services and solutions that meet the needs of small and medium-sized enterprises. Pilot cities are encouraged to support digital service providers, and research and develop a number of "small, fast, light and accurate" digital products and solutions for small and medium-sized enterprises in areas where the market demand for digital transformation is strong but the supply is relatively insufficient.

(3) Promote the "chain" transformation and promote the optimization and upgrading of the industrial chain and supply chain. Focus on key industrial chains with urgent digital transformation needs and obvious transformation benefits, promote chain owners to strengthen the output of transformation capabilities and business collaboration, lead and drive the transformation and upgrading of small and medium-sized enterprises on the chain, accelerate the "card position into the chain", and improve the ability to strengthen the chain and supplement the chain. Develop a digital supply chain, and promote large enterprises to empower the digital transformation of small and medium-sized enterprises in the upstream and downstream of the supply chain through order traction, technology diffusion, and resource sharing. Give full play to the role of carriers such as high-tech industrial development zones and characteristic industrial clusters for small and medium-sized enterprises, promote the digital transformation of industrial clusters, and help improve the modern industrial system.

3. Objects of support

In 2024, about 35 cities will be selected to carry out the second batch of pilot work, and the pilot cities should be prefecture-level cities and above, including the provincial capitals of all provinces (autonomous regions), other prefecture-level cities, districts and counties under the jurisdiction of municipalities directly under the Central Government, and the Xinjiang Production and Construction Corps (hereinafter referred to as the XPCC). Cities that have been included in the scope of the first batch of pilots shall not apply repeatedly. The implementation period of the second batch of urban pilot projects is two years, and it will be calculated from the date of approval of the implementation plan.

Fourth, the work requirements

(1) Focus on key industries. Pilot cities should take small and medium-sized enterprises in key areas of manufacturing as the key direction of digital transformation pilots, and can further determine specific sub-sectors in key industry areas (see Annex 2) to carry out pilots, and the selected sub-sectors should be in line with the national regional strategic development plan and industrial orientation, reflect their own industrial base and characteristic advantages, and have the characteristics of large output value and high concentration of small and medium-sized enterprises, so as to avoid dispersion. It is necessary to combine the characteristics of different industries, deeply sort out the common transformation needs of the industry, and promote the digital transformation of pilot enterprises by industry and level.

(2) Focus on key enterprises. Pilot cities should select small and medium-sized enterprises in the key links of the industrial chain as the key objects of this digital transformation in the determined subdivided industries, and give priority to the inclusion of specialized, special and new small and medium-sized enterprises and industrial small and medium-sized enterprises above the designated size into the scope of transformation. Focus on promoting enterprises to carry out in-depth digital transformation of key business links such as production processes, product life cycles, and industrial chain and supply chains, and promote data collection, scenario integration, and system interconnection. Focus on promoting the application of artificial intelligence large models, big data, blockchain and other technologies in R&D and design, visual quality inspection, parameter optimization, energy consumption management, intelligent sorting and other scenarios. The number of enterprises to be transformed in the eastern, central and western regions and the level of digitalization that should be achieved after the transformation shall be implemented in accordance with the Notice.

(3) Expand replication and promotion. Pilot cities should select a number of pilot enterprises with good basic conditions, outstanding transformation effects, high input-output ratio, and strong replicability as transformation models, guide enterprises in the same industry to "see and learn from examples", and increase the promotion of high-quality digital service providers and high-quality "small, fast, light and accurate" digital solutions and products. At the expiration of the implementation period, it is necessary to realize that the industrial SMEs above the designated size and the specialized, refined, special and new small and medium-sized enterprises in the subdivided industries should be "reformed as much as possible" (the proportion of the digital level of the industrial SMEs above the designated size and the provincial-level specialized, refined, special and new SMEs in each subdivided industry should reach more than 90%, and the digital level of the national-level specialized, refined, special and new "little giant" enterprises should reach the second level and above);

5. Organize the declaration

The provinces (autonomous regions, municipalities) and the XPCC that apply for the pilot cities shall be selected by the provincial-level finance department and the competent department of small and medium-sized enterprises at the same level to select the pilot cities to be declared, and submit a letter of recommendation to the Ministry of Finance and the Ministry of Industry and Information Technology (hereinafter referred to as the two departments).

In order to further increase support and take into account regional differences and regional balances, provinces with a large number of small and medium-sized industrial enterprises above the designated size, large demand for digital transformation, good basic conditions for transformation, and more cities that meet the requirements, that is, by the end of 2023, according to the data of the National Bureau of Statistics, the number of industrial SMEs above the designated size exceeds 15,000 (including Guangdong, Jiangsu, Zhejiang, Shandong, Henan, Anhui, Fujian, Hunan, Hubei, Hebei, Jiangxi, Sichuan and other 12 provinces), this batch of pilots can recommend up to 2 cities, and the recommendation ranking is in no particular order. Other provinces (autonomous regions, municipalities) recommend a maximum of 1 city (Xinjiang Production and Construction Corps can apply separately).

Notice on doing a good job in the 2024 pilot work of small and medium-sized enterprises in digital transformation cities

The provincial-level finance department and the competent department for small and medium-sized enterprises at the same level shall do a good job in organizing and promoting the pilot cities, and shall prepare a pilot implementation plan for the digital transformation of small and medium-sized enterprises in the city as required for the cities to be declared as pilots (see Annex 1 for the template), which shall include the city's existing work foundation, work objectives, specific implementation content, direction of fund use, safeguard measures, division of responsibilities, etc. At the same time, the cities that have been included in the first batch of pilot projects need to report the progress of the work according to the implementation plan approved by the two departments, and will be used as a reference for the selection of the second batch of pilot cities. The above-mentioned information shall be submitted to the two departments by the provincial finance department in conjunction with the competent department of small and medium-sized enterprises at the same level in duplicate with the paper version and PDF version (CD-ROM burning) and recommendation letter with the official seal, before May 31, 2024.

The allocation and use of funds, performance management, organization and implementation and other related work will be carried out in accordance with the requirements of the Notice.
