The essential characteristics of the two-faced people's behavior, from the perspective of behavioral composition, are to implement the decisions and arrangements of the Party Central Committee on the surface and secretly disobey, which is a prominent manifestation of political transformation.

The revision of the "Regulations" has changed the "minor circumstances" in the relevant provisions of the 2018 "Regulations" to "causing a negative political impact", and further clarified that the behavior of two-faced people who violate the law must be politically harmful. The fundamental criterion for judging whether or not one is two-faced and two-faced is the political criterion, that is, whether he is loyal and honest to the party, and whether his behavior on the outside and inside reflects outstanding two-faced and politically harmful nature.

Engaging in two-faced behavior violates the obligations of party members, harms the unity and unity of the party, harms the interests of the party and the people, weakens the party's organization, overdraws the party's credibility, and damages the party's image, which is very harmful.
