On the morning of April 29, the Chongqing Municipal Transportation Commission and the Sichuan Provincial Department of Transportation jointly held the official opening of the Jialing River Lize Shipping Hub Project and the first unit power generation activity, marking the beginning of the operation stage of the first shipping hub of the Sichuan-Chongqing cooperation to build the shipping center in the upper reaches of the Yangtze River, which plays an important role in promoting the construction of the water transport channel and the development of transportation and logistics in the Chengdu-Chongqing Economic Circle.
Located about 3.5 kilometers upstream of Lize Wharf, Dashi Street, Hechuan District, the dam site of the Lize Shipping Hub of the Jialing River is the first stage of top-down cascade development of the Chongqing section of the main stream of the Jialing River. It is 29.7 kilometers away from the Tongzihao avionics hub in Wusheng County and 70 kilometers away from the Caojie avionics hub in Hechuan District. The project development task is mainly aviation, the combination of avionics and electricity, and the promotion of navigation by electricity, which has comprehensive benefits such as shipping, power generation, flood control, sand retention and siltation reduction, and water ecological restoration.
The buildings of the Lize Shipping Hub of the Jialing River mainly include the connecting dam section of the left and right banks, the ship lock, the 14-hole flood discharge and sand gate, the power station plant, the traffic bridge at the top of the dam, the fish passage and the breeding and release station, the production management room and ancillary facilities. The total length of the dam is 602.9 meters, the normal water storage level is 210.725 meters, the normal water storage level is 210.725 meters, the estimated investment of the project is 3.96 billion yuan, and the total construction period of the project is 65 months. The lock is built according to the standard of Class IV waterway (the lock chamber is 180 meters long, 23 meters wide, and the threshold water depth is 3.5 meters), which can pass 500-ton ships and 1,000-ton fleet, and has a designed annual passing capacity of 10 million tons. The power plant is equipped with 4 bulb through-flow hydro-generator sets, with a total installed capacity of 74,000 kilowatts and an average annual power generation of 317 million kilowatt hours. After the completion of the project, 29.7 kilometers of canalizable waterways can be channeled, including 12 kilometers in Chongqing and 17.7 kilometers in Sichuan.
The preliminary work of the project was started in early 2004, and the construction of the first phase of the ship lock was officially started at the end of July 2019, and the second phase of the power plant and fish passage was started in September 2021.
Over the past five years, the project owner has organized all parties involved in the construction to overcome many difficulties, and achieved the goal of cofferdam filling and blasting, river interception, flood discharge and sand sluice retention, completion of the ship lock project, capping of the power plant plant, full connection of the dam, installation and commissioning of the first unit, and live operation of the 110 thousand volt booster station.
The official opening of the lock of the Jialing River Lize Shipping Hub Project and the commissioning of the first unit for power generation are important achievements of the cooperation between Sichuan and Chongqing to build a shipping center in the upper reaches of the Yangtze River, marking the official transfer of the Lize Shipping Hub Project into the stage of production and operation.
After the project is fully completed, it will connect the cascade locks of the whole river, realize the linkage between the main branches of the Jialing River and the golden waterway of the Yangtze River, and connect the river to the sea, further give full play to the advantages of the water transport and logistics channel, reduce the logistics cost of the whole society, and promote the formation of an opening up pattern of "land and sea linkage at home and abroad, and two-way mutual aid between the east and the west". After the unit is fully put into operation, it can meet the annual electricity consumption of 150,000 households. It will improve the city's energy structure, enhance the safety and security capacity and level of energy resources and water resources, accelerate the formation of new quality productivity, further give full play to the benefits of energy integration, help accelerate the construction of a new energy system, and vigorously promote green development.
At present, all the ships running on the Jialing River have been installed with Beidou positioning terminals, and all of them have entered the information platform of the joint dispatch center. If the ship wants to pass through the gate, as long as the crew declares in the mobile phone APP, fills in the basic information such as the ship's cargo type, departure port, destination, etc., the dispatching center immediately formulates a scheduling plan after the initial examination, monitors the ship's navigation trajectory in real time through the positioning system, and issues scheduling plans and instructions to the operation units of the cascade navigable buildings in a timely manner, and pushes relevant information to the ships passing through the gate and the transportation departments along the line, realizing "one declaration, the whole line passes", which greatly improves the efficiency of ship traffic.
The sailing time of the ship from Guangyuan Port to Chongqing has been shortened from an average of 15 days to 7 days, and the round-trip time has been shortened from an average of more than 30 days to 15 days.
Since the beginning of this year, the major water transport projects undertaken by Chongqing High-speed Aviation Development Group have been advancing rapidly, with a total investment of 934 million yuan from January to April, accounting for 35.74% of the annual investment plan of 2.613 billion yuan, a year-on-year increase of 12%, a record high, and promoting the construction of water transport infrastructure in the city to maintain a high operating trend.
In the next step, Chongqing High-speed Aviation Development Group will adhere to the mission of "developing water transportation and serving the society", and earnestly do a good job in "three key problems and one revitalization". During the "14th Five-Year Plan" period, an investment of 11 billion yuan will be completed to build the second phase of Xintian Port, the Shuangjiang Avionics Hub and the Lize Shipping Hub, accelerate the promotion of rail, public and water multimodal transport, and boost the western region to reach the sea through the Yangtze River golden waterway.

The Jialing River has been a golden waterway connecting the north and the south since ancient times, and is the main channel of water transportation in the Yangtze River water system. Due to the twists and turns of the river, the turbulent current, and many dangerous reefs, the navigation conditions are poor, and the transportation capacity is very weak. After the implementation of the strategy of developing the western region, 14 avionics hubs have been built in Jialing River and Sichuan Province, with a total of more than 500 kilometers of canalized waterways, and the length of the waterways has been shortened by 56.2 kilometers compared with the original through the implementation of the cascade avionics hub project in the whole river. After the completion of the Lize hub project, it has added a large channel to the sea for the transportation of bulk goods in Sichuan, which can smoothly pass 500-ton ships throughout the year and 1,000-ton ships during the wet season.
