  The employment situation is generally stable. We will continue to improve the policy service system, issue a notice on the standardized construction of the gig market, opinions on the sinking of public employment services to the grassroots level, organize the Spring Breeze Action and the "Spring Warm Migrant Workers" service action, carry out special recruitment services for college graduates, promote the implementation of employment policies, and continuously improve the matching of human resources supply and demand. From January to March, 3.03 million new jobs were created in cities and towns across the country.

  The reform of the social security system has been steadily promoted. The national overall planning of basic pension insurance for enterprise employees, the personal pension system, and the pilot project of occupational injury protection for employees in new employment forms have been implemented smoothly, the supervision and management of social security funds and investment and operation have been continuously strengthened, and the pilot project of direct settlement of work-related injury insurance for cross-provincial and non-local medical treatment has been launched. As of the end of March, the number of people insured by basic old-age insurance, unemployment insurance, and work-related injury insurance was 1.07 billion, 240 million, and 290 million respectively. From January to March, the total income of the three social insurance funds was 2.2 trillion yuan, the total expenditure was 1.8 trillion yuan, and the cumulative balance at the end of March was 8.6 trillion yuan. There are 1.38 billion social security card holders nationwide, covering 98% of the population, of which 986 million have also received electronic social security cards.

  The construction of talent team has been continuously strengthened. Formulate an action plan to accelerate the cultivation of digital talents to support the development of the digital economy, and steadily promote the training of digital technology engineers. Implement the cultivation plan for high-skilled leading talents, vigorously promote the "new eight-level worker" vocational skill level system, and promote all types of enterprises at all levels to independently carry out the evaluation of skilled talents.

  Labor relations remained harmonious and stable on the whole. Carry out the first national commendation of advanced collectives and advanced individuals in the creation of harmonious labor relations. Strengthen one-stop mediation of labor disputes in new forms of employment, and integrate mediation resources. Organize and carry out a winter special action to eradicate wage arrears, and optimize the operation of a national platform for reflecting clues on the eradication of wage arrears. Give full play to the role of expedited tribunals for migrant workers' wage disputes, and speed up the handling of clues on wage arrears.

  Actively promote the construction of digital human resources and social security, and release the first batch of 242 application scenarios. We have improved the service functions of the national human resources and social security government service platform, the national social security public service platform, the electronic social security card, and the 12333 channel service on the palm of your hand, and opened 158 national services, serving 3.127 billion people in the first quarter.

  The second is to promote the employment of key groups. Focusing on the prime time of spring recruitment, special recruitment services for college graduates are organized for large and medium-sized cities and economic development zones. By the end of March, 30.49 million people had been lifted out of poverty. Organize and carry out the "Spring Warm Migrant Workers" service action, and do a good job in "point-to-point" travel and other services for migrant workers returning to their hometowns and jobs. We will provide detailed employment services for persons with disabilities, and implement policies such as proportional employment for persons with disabilities.

  The third is to carry out vocational skills training. Further standardize vocational skills training, and clarify the standardized management requirements for key aspects of training. All localities take advantage of the period before and after the Spring Festival for migrant workers to return to their hometowns to strengthen vocational skills training for migrant workers.

  Fourth, organize and carry out special employment service activities. Carry out employment assistance month activities, provide targeted assistance to people in need, and strengthen employment assistance in earthquake-stricken areas. In the first quarter, 1.13 million unemployed people in urban areas were re-employed. Organized the Spring Breeze Action, focusing on the peak period of labor turnover before and after the Spring Festival, intensively organized recruitment services and labor service docking, organized 64,000 job fairs, and released more than 43 million recruitment positions.

  Fourth, strengthen targeted employment services. Encrypt employment service activities such as private enterprise recruitment month, 100 days and 100 million recruitment, and promote models such as live broadcast with posts. Promote the construction of a national public employment service platform, and create a service model of "big data + iron footboard". Further strengthen the standardized management of the human resources market.

02Social Security

Progress of work

  As of the end of March, the number of people insured by basic old-age, unemployment and work-related injury insurance nationwide was 1.07 billion, 240 million and 290 million respectively, an increase of 14.34 million, 4.49 million and 5.58 million year-on-year. From January to March, the total income of the three social insurance funds was 2.2 trillion yuan, the total expenditure was 1.8 trillion yuan, and the cumulative balance at the end of March was 8.6 trillion yuan.

  First, we will continue to deepen reform. Steadily promote the national overall planning of basic pension insurance for enterprise employees, and work with relevant departments to formulate a national overall planning and allocation plan for adjustment funds in 2024. The personal pension system was implemented smoothly, and a comprehensive assessment of the implementation was carried out. Steady progress has been made in the pilot project of occupational injury protection for employees in new forms of employment, and by the end of March, the cumulative number of insured persons had reached 8.017 million.

  Second, the expansion of insurance coverage has been steadily promoted. In the first quarter, a total of 8.21 million subsistence allowance recipients, people living in extreme poverty, people returning to poverty, and severely disabled persons paid premiums on behalf of 8.21 million groups with difficulty in paying premiums. All 221,000 eligible retired fishermen in key waters of the Yangtze River basin participated in basic old-age insurance, and 51,000 received old-age insurance benefits. In the first quarter, 28.2 billion yuan of unemployment insurance benefits were disbursed, such as unemployment insurance premiums, payment of basic medical insurance premiums, and temporary price subsidies.

  Third, the supervision and management of social security funds and investment operations have been continuously strengthened. As of the end of March, the entrusted investment scale of the national basic pension insurance fund was 1.9 trillion yuan.

  Fourth, the level of social security services has been further improved. Carry out a pilot project of direct settlement of work-related injury insurance for cross-provincial and non-local medical treatment. With the theme of "Everyone Participates in National Insurance", the 10th 12333 National Unified Consultation Day was successfully held. There are 1.38 billion social security card holders nationwide, covering 98% of the population, of which 986 million have also received electronic social security cards.

  First, we should steadily advance key reforms. Continue to implement the national overall planning of basic pension insurance for enterprise employees to ensure that pensions are paid on time and in full. Study and improve the supporting policies of the personal pension system, and make relevant preparations before the comprehensive launch. Summarize and evaluate the pilot project of occupational injury protection for employees in new forms of employment, and study and expand the scope of implementation.

  The second is to carry out the consolidation and improvement of social security fund management. Promote the expansion of the scale of entrusted investment in the basic pension insurance fund for enterprise employees.

  The third is to continue to promote the "all-in-one card" service for social security card residents and actively expand application scenarios.

03 Human Resources

Progress of work

  First, the talent evaluation mechanism continues to improve. Promote the international exchange of vocational qualifications. At the county level, the "targeted evaluation and targeted use" of professional titles should be fully implemented. Vigorously promote the "new eight-level worker" vocational skill level system, promote all levels and types of enterprises to independently carry out the evaluation of skilled talents, and record a total of 38,000 household units and social training and evaluation organizations. Focusing on the evaluation and appointment of special technicians and chief technicians, we will lead and drive the employees of key industries and industries and enterprises above designated size to generally improve their vocational skill levels.

  Second, the work of professional and technical personnel has been continuously strengthened. Solidly carry out the pilot project of independent determination of the proportion of professional and technical posts by subordinate universities and central scientific research institutes. 04 Labor relations and wage income distribution

Strengthen the construction of public service platforms for labor relations at the grassroots level, and guide all localities to strengthen the construction of labor relations coordinators. Carry out the first national commendation of advanced collectives and advanced individuals in the creation of harmonious labor relations.

  Second, the macroeconomic guidance and regulation of enterprise wages have been continuously improved. Guide local governments to reasonably adjust minimum wage standards. We will continue to promote the reform of the remuneration system for the heads of central enterprises and the wage determination mechanism of state-owned enterprises.

  Third, the mediation and arbitration of labor and personnel disputes have been solidly promoted. Strengthen one-stop mediation of labor disputes in new forms of employment, and integrate mediation resources. Continue to popularize labor laws and policies through policy interpretation, case analysis, etc. Formulate standards for the evaluation of arbitration cases, and increase the force of case-handling guidance.
