Announcement on the recruitment of personnel for public welfare positions
In order to further optimize public welfare services and promote the employment of persons with employment difficulties, it is planned to openly recruit a number of personnel for public welfare positions from the public, and the relevant matters are hereby announced as follows:
1. Recruitment plan
It is planned to openly recruit 4 personnel for public welfare positions, including 2 from Lintao County Medical Security Bureau (2 medical attendants) and 2 from Lintao County Center for Disease Control and Prevention (1 security guard and 1 cleaner), mainly engaged in primary medical and health services, public environment and facility management services.
2. Recruitment conditions
1. Persons with urban household registration in Lintao County, within the legal working age, employment desire and employability, holding the "Employment and Unemployment Registration Certificate", and meeting the requirements of the Municipal Human Resources and Social Security Bureau's "Notice on Doing a Good Job in the Identification and Management of Persons with Employment Difficulties" (Dingren She Fa [2023] No. 484) and other types of elderly, zero-employment families, subsistence allowances, disabilities, continuous unemployment for more than 6 months, and settlement in cities and towns due to loss of land, and identified by public employment service agencies. After identifying persons with employment difficulties, public employment service establishments must carry out follow-up services, and if it is still difficult to achieve employment, they may apply for placement through public welfare posts;
2. Males under the age of 60 (born after April 1964), females under the age of 50 (born after April 1974);
3. Abide by laws and regulations, have good conduct, obey scheduling, bear hardships and stand hard work, and have no bad records such as violations of laws and disciplines.
4. Priority will be given to the placement of persons who are less than 5 years away from the statutory retirement age and family members with zero employment. Cleaning staff should have the physical conditions corresponding to cleaning and sanitation work, employment assistant post and labor inspection assistant post personnel should have the ability to express language and organize and coordinate suitable for the work, and have knowledge of office software use and labor security related laws and regulations.
5. Personnel who have enjoyed the public welfare post policy in accordance with the regulations, those who have achieved employment through other channels, and other personnel who do not meet the policy provisions shall not apply.
3. Recruitment Procedures
(1) Registration

3. Registration materials: bring ID card, household registration booklet, "Employment and Unemployment Registration Certificate" and 2 copies of relevant certificates, the disabled need to provide the original and copy of the "People's Republic of China Disabled Persons Certificate", the low-income households need to provide the original and copy of the low guarantee, college graduates need to provide the graduation certificate, the landless farmers need to provide the land loss certificate issued by the original township, and 2 1-inch bareheaded color photos.
(2) Qualification review
1. Preliminary examination of qualifications: The employer, together with relevant departments, will conduct a preliminary examination of the applicant's relevant circumstances, and establish a ranking mechanism for resettlement targets based on factors such as age, family, and income, and determine the persons to be resettled. The placement position is determined comprehensively according to the person's wishes, educational background, specialties and the needs of the employer.
2. Qualification review: After the preliminary examination is passed, the Lintao County Medical Security Bureau and the Lintao County Center for Disease Control and Prevention will report to the county human resources and social security department for qualification review, and comprehensively verify the authenticity of the submitted application materials and the work conditions adapted to the post.
(3) Personnel announcement
After the qualification review is passed, the personnel to be hired will be publicized through the WeChat public account and other channels.
(4) Organize employment
Personnel who meet the employment conditions shall be placed on the job after the employer organizes pre-job training and signs an agreement.
Fourth, daily management
The employer is responsible for the day-to-day management of the hired personnel. After the expiration of the employment period, for those who meet the conditions for replacement, the relevant provisions of the Notice on Further Strengthening and Standardizing the Development and Management of Public Welfare Posts (Gan Ren She Tong [2020] No. 126) issued by the Provincial Department of Human Resources and Social Security shall be implemented. According to the actual needs of public service projects, with the consent of the employer, the placement positions may be dynamically adjusted and reported to the county human resources and social security department for the record.
During the placement period, if the employee has any of the following circumstances, the employer shall dismiss me and terminate the employment agreement:
1. Those who have moved out of their respective jurisdictions;
2. Arrangements are made by providing false materials or certificates;
3. The person does not provide the corresponding labor, eats "empty salary" or is replaced by others;
4. Absenteeism for more than 10 consecutive days or more than 20 days in a year;
5. Disobeying the management of the employer or seriously violating the rules and regulations of the employer;
6. Those who have reached the statutory retirement age;
7. There are illegal and criminal acts;
8. Employment is achieved through other means;
9. Other positions that do not meet the requirements for urban public welfare positions.
Fifth, the post treatment
Post subsidies will be issued to the hired public welfare post personnel on a monthly basis, and the subsidy standards shall be implemented in accordance with the relevant provisions of the Provincial Department of Finance and the Provincial Department of Human Resources and Social Security "Notice on Printing and Distribution" (Gan Cai She [2018] No. 67).
