Recently, the official website of the Zhengzhou Municipal People's Government released the "Zhengzhou 2024 National Economic and Social Development Plan". In terms of scientific and technological innovation this year's "number one task", Zhengzhou proposed to strengthen the linkage with Jinan, Qingdao and Luoyang, enhance the ability to curate innovation, and strive to create a national regional science and technology innovation center in Shandong and Henan with Zhengji Qingluo as the core.

At the same time, the scope of the "Luyu National Regional Science and Technology Innovation Center" that was circulated before has also surfaced, that is, it is based on four cities such as Zhengzhou, Jinan, Qingdao and Luoyang.

The "Luyu National Regional Science and Technology Innovation Center" is not a new idea. As early as December 2022, the two provinces submitted to the Ministry of Science and Technology the "Plan for Building a Science and Technology Innovation Center with National Influence in Luyu (2022-2035)".

Soon after, in January 2023, the Shandong Provincial Science and Technology Work Conference revealed that it would accelerate the creation of the Luyu National Regional Science and Technology Innovation Center and strive to be approved as soon as possible.

At the beginning of this year, the General Office of the Shandong Provincial People's Government and the General Office of the Henan Provincial People's Government jointly issued the "Implementation Plan for the Cooperation and Development of Adjacent Areas in Shandong and Henan". Among them, it is mentioned again that we will strive to create a national regional science and technology innovation center in Luyu and jointly build a regional innovation center with national influence. Strengthen the synergy and linkage of the Shandong Peninsula and Zhengluo New National Independent Innovation Demonstration Zone, and build a collaborative innovation community in the middle and lower reaches of the Yellow River.

The "14th Five-Year Plan" outlines to support the construction of regional science and technology innovation centers in qualified localities. Since then, a number of provinces and cities have successively put forward relevant construction goals. In recent years, Shandong and Henan, two major economic provinces, have gradually changed their thinking, from the previous "fighting alone" to "group development".

The cooperation between the two provinces has entered the fast lane

The in-depth cooperation between the two provinces of "Mountains and Rivers" has been planned for a long time, not only in science and technology.

Driven by the Yellow River strategy, in the past two years, the willingness and initiative of cooperation between Shandong and Henan have been significantly stronger than in the past, and a series of measures have been introduced, and cooperation has entered the fast lane and deepened step by step. For example-

In October 2021, the Development and Reform Commissions of Shandong Province and Henan Province signed the Cooperation Framework Agreement on Jointly Building a High-quality Development Demonstration Zone in the Yellow River Basin in the Adjacent Areas of Henan and Shandong.

In August 2023, the Shandong Provincial People's Government and the Henan Provincial People's Government held a signing ceremony for the cooperation agreement in Zhengzhou, and jointly signed the "Cooperation Agreement on Strengthening Transportation Connectivity Services to Support the Ecological Protection and High-quality Development of the Yellow River Basin".

Among them, the "Implementation Plan for the Cooperation and Development of Adjacent Areas in Shandong and Henan" is considered to be a pathfinder for cooperation between the two provinces, covering almost all adjacent areas of Henan and Shandong, including Liaocheng City, Heze City, Liangshan County, Dongping County in Shandong Province, Kaifeng City, Shangqiu City, Puyang City and Changyuan City in Henan Province, covering an area of 45,400 square kilometers.

In this process, the two provinces have made a number of achievements together, and there are two typical ones.

One is the joint management of the ecological environment of the Yellow River.

In April 2021, under the active promotion of the Ministry of Finance and the Ministry of Ecology and Environment, the two provinces signed the Agreement on Compensation for Horizontal Ecological Protection in the Yellow River Basin (Yulu Section).

In January of this year, the compensation agreement was successfully renewed. Previously, according to the agreement, Shandong Province, as the beneficiary, cashed out a total of 126 million yuan of ecological compensation funds in Henan Province.

Second, the Jizheng high-speed railway was completed and opened to traffic.

This artery connecting the two provinces was put on the agenda as early as 2010, but the two provinces disagreed on the direction of the line, resulting in a deadlock. After several rounds of games, in June 2020, the Shandong section of the Jizheng high-speed railway officially started.

On December 8 last year, the Jinan-Zhengzhou high-speed railway was put into operation, and the fastest distance between Jinan West and Zhengzhou East Railway Station was 1 hour and 43 minutes, and the time and space distance between the urban agglomeration of the Shandong Peninsula and the Central Plains urban agglomeration was further compressed.

Zhang Ruhua, director of the Transportation Planning and Design Research Center of Shandong University, once pointed out: "According to the relevant data model, as the travel time between the two places is shortened, the willingness to move people will increase exponentially. "This may be an important opportunity for the provinces to work together, and it is also expected to become a fulcrum for Zhengzhou to strengthen its linkage with Jinan, Qingdao and Luoyang to enhance its ability to curate innovation.

In fact, for Henan and Shandong, the joint construction of regional science and technology innovation centers has both practical needs and follow-up to the trend.

In recent years, in order to solve the serious mismatch between innovation resources and economic scale, and the prominent contradiction between industrial upgrading and innovation support, Henan has put the "innovation-driven, science and education rejuvenation province, and talent strong province strategy" in the first place of the ten strategies, and vigorously made up for the shortcomings of scientific and technological innovation. The eastward "cooperation" can more efficiently connect with high-end talents and innovation resources in Jinan, Qingdao and even Shandong. In turn, Shandong can also join hands with Henan to expand channels for innovative resources and market hinterland.
