It is reported that the notice on carrying out the special action of sunshine enrollment in compulsory education (2024) was issued a few days ago. The circular requires local education administrative departments to carry out a comprehensive investigation of compulsory education schools in the region in view of the key links in enrollment and enrollment, and resolutely correct all kinds of violations.

Whether primary and secondary schools use the results of various cultural courses, training certificates, subject competition results, examination certificates, etc., organized by the social training institutions themselves as a reference or basis for enrollment;
whether it collects or indirectly collects "donations to subsidize students" and "co-construction fees" linked to or related to enrollment;
whether it solicits students by improper means such as high material rewards, false publicity, verbal promises, or signing admission commitments;
whether it organizes various tests and interviews for the purpose of selecting students by itself or jointly with social training institutions;
whether there is mixed enrollment and mixed class arrangement between public and private schools;
Whether primary and secondary schools have set up or disguised key classes, fast and slow classes, and recruited students in the name of this;
Whether private compulsory education schools have violated regulations by recruiting students across regions, enrolling students in disguised violations in the name of borrowing, affiliation, etc., and indiscriminately charging fees.
The circular requires that the education administrative departments in all localities should comprehensively investigate the content of the existing compulsory education enrollment policies and measures in their respective regions, and resolutely correct or abolish the relevant regulations and practices that do not conform to the spirit and requirements of the national policy.

Whether the school's zoning enrollment scope is scientific and reasonable, whether the enrollment scope of new schools and the division of counterpart schools in new communities are perfect, and whether there is a clear zoning enrollment policy or transitional period policy for private to public schools;
Whether the provincial and municipal education administrative departments, colleges and universities, and compulsory education schools affiliated to scientific research institutions are fully included in the territorial enrollment management and implement a unified enrollment policy.
In addition, in accordance with the requirements of the circular, the education administrative departments in all localities should take the initiative to strengthen information disclosure, increase the transparency of enrollment and enrollment work, further optimize the work of registration and computer allocation, facilitate the enrollment and enrollment process, and reduce the burden on the masses.
According to the notice, the Ministry of Education has set up a special working group composed of relevant departments and bureaus within the ministry, personnel from local education administrative departments, national school inspectors, and experts from the Basic Education Teaching Steering Committee to strengthen the supervision and guidance of the whole process of enrollment and enrollment in various places.
