The newly revised Regulations on Disciplinary Actions of the Communist Party of China (CPC) clearly add provisions on the punishment of engaging in speculation, befriending or being used by political swindlers, and Party members acting as political swindlers.
"Political swindlers" generally refer to designing identity disguises by fictitiously impersonating leading cadres and their relatives, friends, or staff members, or using experts, professors, scholars, think tanks, and "masters" with special backgrounds, or by forging leading cadres' graphic and audio-visual materials, fabricating their experiences with leading cadres, disseminating political rumors, creating internal information, and pretending to "matchmaking", and using political interests such as "promotion and reuse" and "setting up cases to erase cases" as temptations to deceive others into trusting others, and seeking to grab economic benefits. Persons who have improper benefits such as social status.
Political swindlers usually deceive themselves by fabricating special backgrounds, disseminating so-called "inside information", and packaging themselves as mysterious figures with "backgrounds", so as to deceive and gain trust, and then defraud money, goods, and even meddle in personnel arrangements and construction projects.
The subjective purpose of party members and cadres to make friends with political swindlers and act as political swindlers is generally to engage in political speculation or seek improper interests; some hope to set up an "antenna" to run for office, some hope to find connections to "eliminate disasters and solve problems", some hope to meddle in personnel arrangements and engineering projects, or have other bad purposes, such as finding out "inside information" and making political capital, and so on.
Determining that Party members and cadres befriend political swindlers or are used by political swindlers to engage in speculative conduct requires that Party members and cadres have the motive to seek improper political benefits, and subjectively know that the object of their friendship is a political swindler, or should know that they are political swindlers based on the behavior of the person they befriend with. If Party members and cadres have befriended political swindlers for a relatively short period of time, promptly terminate their relationships after discovering that they have been deceived, or do not do anything for the political swindlers to make profits, and the circumstances are minor, they may consider the facts and evidence, ideological attitudes, expressions of remorse, and the effectiveness of the investigation and punishment, and do not give sanctions or are exempted from sanctions, and are to be given criticism and education, ordered to be inspected, admonished, or dealt with by organizations.
The determination of Party members and cadres acting as political swindlers requires Party members and cadres to have the subjective motive of seeking improper benefits by meddling in personnel arrangements, engineering projects, and other means, and objectively adopts a deceptive method to deceive the mistrust of relevant personnel.
