Subsidy application and process
(1) Application channel
The subsidy application is mainly online and by appointment, and must be initiated by the car owner himself.
Online channel: Click "Read the original article" at the end of the article to submit a subsidy application.
Appointment: Applicants holding passports, Mainland Travel Permits for Hong Kong and Macao Residents, Mainland Travel Permits for Taiwan Residents, Permanent Residence ID Cards for Foreigners, or other valid documents that need to be handled offline under other special circumstances, should submit an online application and receive the review SMS, please contact the 400-820-3152 hotline as soon as possible to make an appointment for offline processing.
(2) List of application materials
1. Applicant's materials
- Applicant's name, valid ID number and type of certificate;
- The debit card number of the bank with the "UnionPay" logo held by the applicant;
- The mobile phone number owned by the applicant that can normally receive SMS must be the same as the personal mobile phone number reserved by the above-mentioned bank card provided by the applicant;
- In addition to the above-mentioned supporting materials, if there are special circumstances such as name change, bank card account opening information and vehicle owner information, etc., relevant supplementary and corrective materials shall be provided, such as resident household registration booklet, passport and marriage certificate, supporting materials corresponding to bank account opening information (such as bank statements) and others.
2. Vehicle Materials
- The number plate number of the scrapped or transferred used vehicle registered in the city;
- If the old car is scrapped or transferred, the "Uniform Invoice for the Sales of Second-hand Vehicles" and "Scrapped Motor Vehicle Recycling Certificate" must be provided respectively as required;
- the number plate number of the new vehicle registered;
- The city's "Uniform Invoice for Motor Vehicle Sales" obtained when purchasing a new car.
In addition to the above-mentioned supporting materials, if there are special circumstances such as inconsistent information comparison:
A list of materials to be prepared when submitting an application for a used car, including but not limited to:
- "Motor Vehicle Cancellation Certificate" for the old car;
- The "Motor Vehicle Driving License" of the old car;
- The "Motor Vehicle Registration Certificate" of the old car (large green book);
- Contracts for the transfer or scrapping of old vehicles, etc.
A list of materials to be prepared when submitting an application for a new car, including but not limited to:
- The "Motor Vehicle Driving License" of the new car;
- The "Motor Vehicle Registration Certificate" of the new car (big green book);
- Purchase contracts for new vehicles, etc.
(3) Inquiry of audit results
After submitting the application, individual users can click "Read the original article" at the end of the article to check the application progress and review results.
After the application is submitted, the applicant will receive an SMS notification of the preliminary review result within 15 working days, and if the information submitted by the applicant is unclear and unrecognizable, or further supplementary information is needed, the applicant will also be notified to supplement the information as required.
If the applicant has any objection to the review result, he or she can submit a reconsideration online, and if necessary, make an appointment to submit the supplementary materials on the spot in advance, and bring the original, copy or image data of the relevant materials to the designated place to submit an application for review, and after confirming the receipt of relevant materials, the review opinion will be submitted within 30 working days, and the applicant will be notified by SMS through the "Chexinmeng" platform again.
(4) Allocation of subsidy funds
If the application submitted by the applicant is reviewed and there is no objection after publicity, the Municipal Commission of Commerce shall regularly summarize the applicant's information and subsidy amount and report to the Municipal Energy Conservation and Emission Reduction Office;
After the Municipal Commission of Commerce summarizes, it shall regularly submit to the Municipal Finance Bureau the information of the applicant and the amount of the subsidy that have been reviewed and confirmed to meet the conditions for allocation, and apply for fund allocation. The Municipal Finance Bureau shall allocate funds in accordance with relevant regulations after review.
(5) The application is not accepted
Applications for subsidies will not be accepted if:
1. The personal account number or bank account provided at the time of application has not been verified by real name;
2. Failure to submit complete information in accordance with the requirements of these Regulations;
3. The delivery time of the "Scrapped Motor Vehicle Recycling Certificate" or the "Uniform Invoice for Used Car Sales" submitted for the old car is not between August 1, 2023 and December 31, 2024, and the billing time of the "Uniform Invoice for Motor Vehicle Sales" for new vehicles is not between January 1, 2024 and December 31, 2024;
4. Applications submitted after the application deadline specified in these Regulations.
Precautions
1. The deadline for applying for the subsidy is February 28, 2025;
2. The deadline for opposition review application is March 31, 2025;
3. Please keep the submitted mobile phone number unblocked to ensure that you receive the SMS result notification in time;
4. During the period of applying for the receipt of subsidy funds, ensure that the debit card and corresponding bank account are always valid before receiving the subsidy funds, so as not to affect the receipt of subsidy funds.
