On April 8, the Food and Drug Environmental Investigation Corps of the Shanghai Municipal Public Security Bureau, in conjunction with the market supervision department, organized all districts of the city to carry out market inspections of electric bicycles, found that an electric bicycle shop in Hongkou had suspicious behaviors of selling excessive "three no" batteries and illegally modifying electric bicycles. On April 9, with the assistance of the Jiangsu police, the "three nos" battery production dens were destroyed in Shanghai and Jiangsu, and 57 "three no" battery batteries, 48 finished and semi-finished lithium batteries, and more than 800 counterfeit inspection certificate labels were seized.

After police investigation, this electric bicycle shop in Hongkou was jointly operated by the suspects Zhuang and Chen. Zhuang Chen and his wife purchased a large number of second-hand batteries assembled by Huang privately and the "three nos" batteries produced and processed in violation of regulations from Huang, a criminal suspect in Jiangsu, at prices ranging from 2,000 to 8,000 yuan per battery, and then sold them to other electric bicycle dealers at a price ranging from 2,500 to 9,000 yuan, or charged vehicle modification fees ranging from 15,000 to 30,000 yuan per battery to illegally modify electric bicycles for individuals.

Chen Xiaobai, a police officer of the Food and Drug Environmental Investigation Corps of the Shanghai Municipal Public Security Bureau, introduced that the criminal suspect Huang purchased lithium batteries, nickel sheets and other accessories without obtaining any production and processing licenses and without passing the quality and safety inspection. The core components of these batteries have great safety risks, which may cause safety accidents such as short circuit and spontaneous combustion.

According to the preliminary investigation by the police, Zhuang and Chen have sold more than 150 modified over-standard electric bicycles, and the cumulative amount of "three no" batteries illegally modified, produced and sold by the above three people has exceeded 10 million yuan.

Zhou Jia, deputy director of the Product Quality Supervision Department of the Shanghai Municipal Administration for Market Regulation, told upstream reporters that in the process of selling such batteries or modifying electric bicycles for others, criminals often use "ultra-long battery life" and "substantial speed" as gimmicks to advertise that the speed of modified electric bicycles can be several times higher than the new national standard speed limit, but they do not mention the traffic safety hazards and fire hazards of "three no" batteries and modified electric bicycles. After the market supervision department finds such modified electric bicycle dens, if it involves administrative punishment, it will be dealt with by the market supervision department, and if it involves a crime, it will be transferred to the public security department for processing.

At present, three criminal suspects, Zhuang, Chen, and Huang, have been criminally detained by the police in accordance with the law on suspicion of producing and selling fake and shoddy products.
