In order to implement the spirit of the Central Economic Work Conference and the deployment requirements of the National Conference on the Promotion of New Industrialization, strengthen quality support and standard guidance, promote the innovation and development of the pilot test of the manufacturing industry, build the "Made in China" brand, and promote the high-quality development of the manufacturing industry, the work related to the quality improvement, pilot development and brand building of industry and informatization in 2024 is hereby notified as follows:
1. General requirements
Guided by Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era, thoroughly implement the spirit of the 20th National Congress of the Communist Party of China and the Second Plenary Session of the 20th Central Committee, implement the decisions and arrangements of the Party Central Committee and the State Council, completely, accurately and comprehensively implement the new development concept, better coordinate the effective improvement of quality and reasonable growth of quantity, adhere to quality first and efficiency first, implement excellent quality projects in the manufacturing industry, promote the synchronous development of pilot and innovation chains and industrial chains, strengthen the construction of the "Made in China" brand, and provide strong support for accelerating the promotion of new industrialization.
Second, key tasks
(1) Implement the manufacturing industry quality excellence project
1. Enhance the quality awareness of the enterprise. Carry out the interpretation and implementation of policy standards, organize the release of "100 Questions and Answers on Manufacturing Excellent Quality Engineering", and guide the majority of enterprises to establish an advanced quality management system. Improve the quality management capability assessment system of manufacturing enterprises, support industry associations and professional institutions to carry out online and offline integrated training for enterprises through special lectures, online counseling and other training methods, and improve the quality awareness and literacy of all employees of enterprises.
2. Enhance the quality development ability of the enterprise. Guide industry associations and professional institutions to organize the implementation of advanced quality standards, and promote advanced quality management methods and typical experiences. Collect and select a number of typical cases of industrial and information technology quality improvement, compile and publish a collection of typical cases of quality improvement, and publicize and promote the practical experience of typical cases. Carry out digital empowerment, scientific and technological achievements empowerment, quality standards and brand assignment of small and medium-sized enterprises nationwide activities, to enhance the innovation ability and core competitiveness of small and medium-sized enterprises.
3. Promote the digitalization of quality management. Continue to publicize and implement the "Manufacturing Quality Management Digitalization Implementation Guide (Trial)", and encourage industry, academia and research to jointly develop key methods and tools. For key industries, we will condense digital technology solutions for quality management in different scenarios to promote the precise connection between supply and demand; Sort out the list of digital scenarios of quality management at different levels, and clarify the key points and implementation paths of key scenarios. Cultivate demonstration benchmarks for industrial Internet platforms, improve the supply level of platform solutions, and support enterprises to enhance their quality management capabilities.
4. Carry out quality management capability evaluation. In accordance with the echelon path of "experience level, inspection level, guarantee level, prevention level, and excellence level", the quality management ability evaluation is carried out in more than 1,000 enterprises, and through enterprise self-assessment and on-site evaluation by professional institutions, we help enterprises determine the grade, promote reform through evaluation, and continuously move towards the middle and high end of the value chain. Explore the main enterprises of the chain and the upstream and downstream enterprises to jointly carry out the evaluation of quality management capabilities, so as to realize the consistent quality control of the industrial chain.
5. Optimize the evaluation mechanism. Guide the issuance of industry standards for the evaluation of quality management capabilities of manufacturing enterprises, and strengthen the work guidelines for evaluation. Research and set up a technical guidance organization for the evaluation of quality management capabilities, establish and improve the evaluation mechanism, and standardize the evaluation work. Select and cultivate high-quality evaluation institutions, strengthen the management of evaluation teams, and promote the healthy and orderly development of quality management capacity evaluation.
6. Strengthen the application of evaluation results. Construct a manufacturing quality management level index, regularly track and monitor the quality development level, and strengthen the monitoring and evaluation of indicators and feedback results by region and industry. Improve the public service platform for excellent quality in the manufacturing industry, improve the service capabilities of quality information inquiry, problem diagnosis, online evaluation, etc., accelerate the construction of quality digital maps, and strengthen visual management and quality data monitoring, early warning and analysis.
(2) Improve the quality of products with reliability as the core
7. Implement reliability "foundation" and "multiplication" actions. Implement the implementation opinions on improving the reliability of the manufacturing industry, focus on key industries such as machinery, electronics, and automobiles, increase the application of intelligent testing equipment, promote the implementation of reliability improvement by enterprises, improve the reliability of basic products and complete machine equipment, and form a number of typical demonstrations of reliability improvement of key core products. Build a public service platform for improving the quality and reliability of electronic information in the field, and improve basic support and comprehensive service capabilities.
8. Improve product quality in key industries. Promote the implementation of relevant policies in the fields of industrial machine tools, instrumentation, agricultural machinery products, and civil unmanned aerial vehicles, and improve the quality and safety of key products. In key industries such as machinery, steel, building materials, and nonferrous metals, deepen the implementation of product quality grading and evaluation, and promote the establishment of a user acceptance mechanism. Organize and carry out product quality inspection of lithium batteries and photovoltaic modules, promote the introduction of the "Measures for the Supervision and Inspection of Radio Transmission Equipment", and strengthen the supervision and inspection of radio transmission equipment.
9. Carry out the "three products" action in the manufacturing industry. Carry out the "three products" action of raw materials in depth, and study and formulate a list of "three products" of raw materials. We will further implement the "three products" action for consumer goods, cultivate and expand the "three products" strategic demonstration cities for the consumer goods industry, promote typical scenarios of digitalization to help the "three products", and build a phalanx of famous consumer products in China at different levels.
(3) Consolidate the foundation for quality development
10. Strengthen the support and guidance of quality standards. Formulate and revise a number of product quality standards in the fields of raw materials, machinery, electronics, automobiles, software, etc., and promote the transformation of advanced group standards into industry or national standards. Compile and publish guidelines for the construction of reliability standard system in the manufacturing industry, and strengthen the top-level design of the reliability standard system.
11. Promote the innovation and application of quality engineering technology. Formulate implementation guidelines for manufacturing process capacity improvement, and carry out diagnostic activities for key process quality control capabilities of enterprises. Strengthen the application of quality technology prediction results, and draw a roadmap for the evolution of quality technology by industry. Promote the practical quality engineering technology manual of industrial enterprises, and explore the compilation of a recommended catalog of quality engineering and technological achievements.
12. Strengthen the quality control of industrial products and the management of technical evaluation laboratories. Revise laboratory management measures, strengthen laboratory scientific research attributes, and promote industrial quality and technological innovation. Optimize the laboratory management mechanism, establish a laboratory review system, and improve the overall level of the laboratory. A number of new industrial product quality control and technical evaluation laboratories have been approved in key areas to support the high-quality development of key industrial chains.
13. Improve the efficiency of quality public services. Encourage industry associations and professional institutions to carry out key product quality analysis and comparison, comparative tests, test evaluations, and experiential surveys to guide rational consumption choices. Support the development of quality diagnosis, overall reliability solution, user experience, product quality innovation competition and other activities to create a good atmosphere for quality improvement. Encourage professional institutions to strengthen certification technology and service innovation, support high-end quality certification in consumer goods, equipment, electronics and other fields, and increase the supply of high-quality products.
(4) Promote the innovation and development of pilot manufacturing industry
14. Select and sort out the excellent scenarios of the pilot test. Facing the key needs of the pilot process, select a number of excellent pilot test scenarios with high technical level and promotion value, drive breakthroughs in a number of key technologies, processes, products, standards and solutions, explore a number of typical pilot service models, explore the formation of a pilot innovation development path with industry characteristics, and provide reference guidance for enterprises to improve their pilot test capabilities.
15. Layout and construction of pilot platform. Investigate and sort out the construction mode of the pilot platform, the reserve of pilot capacity and the demand for public services, compile the implementation guide for the construction of the pilot platform in the manufacturing industry, and lay out and build a number of high-level pilot platforms. Select a number of major pilot projects with strong industry driving force, strengthen investment support, and promote industrial innovation technology iteration. Cultivate a number of excellent pilot public service platforms and promote advanced typical experience.
16. Improve the support capacity of pilot development. Strengthen the overall coordination of pilot test standards and promote the establishment of a working group for pilot standardization in the manufacturing industry. Develop a guide for the construction of a pilot standard system in the manufacturing industry, establish and improve the pilot standard system and issue a number of key standards. Promote the establishment of a pilot development promotion organization, guide the forces of industry, academia, research and other parties to deeply participate in policy development and decision-making consultation, carry out pilot test common technology research, industry standard formulation, and innovative method research, support and drive communication, exchange and cooperation between industries, and gather the joint force of pilot development.
17. Optimize the pilot project management mechanism. Compile the construction management specifications for chemical pilot projects, guide the implementation process of standardized chemical pilot projects in various places, strengthen supervision during and after the event, appropriately and inclusively approve the safety assessment and environmental impact assessment of chemical pilot projects, and solve the problems of difficult approval and long cycle of chemical pilot projects.
(5) Build a "Made in China" brand
18. Consolidate the foundation of manufacturing brand building. Promote the optimization and upgrading of the brand cultivation management standard system, and establish and improve the manufacturing brand standard system. Explore the construction of a brand database of manufacturing enterprises, future and emerging industries, and improve the monitoring mechanism of manufacturing brands. Encourage enterprises to strengthen the construction of brand professionals and improve brand building capabilities.
19. Strengthen the cultivation of manufacturing brands. Support industry associations and professional institutions to carry out services such as corporate brand creation, evaluation, and diagnosis. Encourage all localities to build regional brands of industrial clusters around characteristic and advantageous industries. Organize and carry out brand cultivation and brand overseas activities in advantageous industries to create more "Made in China" brands.
20. Increase brand evaluation and communication. Select a number of typical cases of "Made in China" brand creation, and explore the release of industrial product brand lists in key areas. Support the development of brand building salon activities, and strengthen the promotion and exchange of "Made in China" brand creation experience. Hold the China International SME Expo to promote the brand and product brand of small and medium-sized enterprises. We will continue to hold the "Excellent Supply and Promote Upgrading" activity of textile and garment, the "Three Products" Achievement Exhibition of the food industry, and the "517" Food Festival Food Consumption Promotion Activity.
3. Relevant requirements
(1) Strengthen organization and coordination. Local competent departments of industry and information technology should implement the work requirements on quality assessment, strengthen overall coordination, formulate annual plans, strengthen process management and effectiveness evaluation, give full play to the advantages of industry associations and professional institutions in supply and demand docking, resource coordination, expert think tanks, etc., provide high-quality professional services for enterprises, and promote the implementation of relevant work. Please submit the annual work summary to the Ministry of Industry and Information Technology (Science and Technology Department) before December 10, 2024.
(2) Strengthen resource guarantees. Local competent departments of industry and information technology should combine the actual situation of the region, formulate supporting policies and incentive measures, make full use of various policy channels, and provide funds, land, talents, finance and other guarantees for quality improvement, pilot development, and brand building. Guide and promote diversified investment, and encourage financial capital and social capital to increase support.
(3) Create a good atmosphere. Local competent departments of industry and information technology should increase the publicity and implementation of policies, summarize and refine the characteristics and highlights of quality improvement, pilot development, brand building, etc., and actively promote effective measures and typical experiences. Strengthen public opinion publicity, establish positive examples, and continue to create a good atmosphere of attaching importance to quality, advocating pilot test, and striving for brand.
