(1) In principle, the construction scope of the integrated development demonstration zone should be one county-level administrative district within the jurisdiction of the same prefecture-level administrative region, and both the application subject and the construction subject are the people's governments of county-level administrative regions. If there is a real need and there is a certain foundation, 2-3 county-level administrative regions within the jurisdiction of the same prefecture-level administrative region or across prefecture-level administrative regions and provinces (autonomous regions, municipalities) may jointly apply for construction.

(3) The development foundation of the cultural industry and tourism industry is good, the supporting infrastructure of industry, life and public services is perfect, the quality and efficiency of industrial projects are high, and the public service system is relatively sound.
(4) It conforms to the local land and space planning, the functional zoning layout is reasonable, and the land use is intensive. The working mechanism is sound, the management is orderly, and the operation is good; the cultural industry and the tourism industry have a high degree of agglomeration and distinctive industrial characteristics. Where conditions permit, the cultural industry and tourism industry can be developed in a good foundation, relatively agglomeration, and areas with clear spatial boundaries as the core area to focus on supporting construction.
(5) In the past three years, there have been no major violations of laws and regulations in terms of content safety, production safety, ecological environment, land and space planning and implementation of cultural and tourism enterprises, projects and facilities within the jurisdiction of the reporting entity.

(4) In the past 3 years, there have been no major sudden data leaks, environmental pollution incidents, or major liability accidents such as safety, fire protection, and sanitation.

4. Pilot of eco-environment-oriented development (EOD) model
★ Application time: March to April.
★ Application conditions:
(1) The main body of the pilot application and the implementation of the project shall be the people's government at the municipal level or below or the park management committee, and the government or the park management committee shall be encouraged to jointly declare and implement the pilot project.
(2) The integrated implementation of ecological environment governance and related industries, relying on the project undertaking unit is only one market entity.
(3) Strengthen the integrated implementation of ecological and environmental governance projects with strong public welfare and poor profitability and related industries with good returns, based on systematically solving the problems of regional outstanding ecological protection and restoration and environmental governance, and pilot projects are interrelated and effectively integrated, with clear project boundaries, and related industries must be subsidized at the project level to subsidize ecological environment governance investment.
(4) Relying on the project must complete the project feasibility study approval or filing and other project approval work, and submit the project certification materials. Projects that adopt the public-private partnership (PPP) model need to be included in the PPP project database of the Ministry of Finance or the National Development and Reform Commission. Projects that are under construction or are still in the pilot state of operation, temporary exhibitions, temporary construction projects, etc., will not be declared for the time being.
(2) The project is open to tourists. The project is a consumer-oriented tourism product in nature, which has a strong attraction to tourists, has corresponding tourism reception service facilities and relatively perfect operation and management services, and has a large number of tourists, high tourist evaluation, and a certain re-visit rate.
(3) The project has high technology content and strong sense of interactive experience. The project is based on a new generation of information technology such as 5G, ultra-high definition, augmented reality, virtual reality, artificial intelligence, etc., which fully reflects the deep integration of tourism and technology, with advanced equipment, diverse display methods and strong innovation, which can vividly show the characteristic cultural connotation, provide strong immersive experience and interactive feelings, and innovate and enhance the multi-dimensional tourism experience of tourists.
(4) The social and economic benefits of the project are unified. The project has good social benefits and high market recognition, obvious modern characteristics such as development and design, construction and operation, reasonable cost investment, strong industrial chain expansion and extension, and is in a leading position in the industry, with the sustainability of long-term operation and development or the feasibility of replication and promotion.
(5) The business unit has a good reputation. The business unit of the project is a legally established and validly existing legal entity, with the necessary requirements such as funds, technology, experience, and talents for the long-term development and operation of the project, and has not been identified as a dishonest entity in the cultural market or tourism market.

(5) The land use strictly abides by national laws and regulations, conforms to the overall land use plan, and the approval procedures are complete;
(6) The management or operation entity has no serious violations of laws and regulations in the past 3 years, and has no bad credit record;
(7) It has passed the environmental impact assessment, special equipment inspection, fire protection license, health license, etc., the safety management mechanism and measures are complete, the main responsibility of safety production and the responsibility of the main person in charge of the enterprise such as the legal representative and actual controller of the enterprise have been implemented, and the safety investment is in place, safety training is in place, safety basic management is in place, and safety emergency rescue is in place, and no major safety liability accidents have occurred in the past 3 years. (3) The main body attaches great importance to the development of the cultural industry, has included the park in the local national economic and social development plan or key construction projects, and has special working mechanisms and policy measures to support the construction and development of the park;
(4) The scope of the park is clear, the industrial layout is in line with the local land and space planning, pays attention to the intensive use of land, and there is no illegal land use, illegal occupation and destruction of cultivated land, or engaging in real estate development in the name of building a cultural industry park;
(5) There is an independent operation and management organization responsible for the construction and development of the park, with orderly management and good operation, with a high service level and strong innovation management capabilities;
(6) The park has a clear positioning, distinctive characteristics, a high degree of cultural enterprise agglomeration, perfect infrastructure and service system, and the construction and development level is in the forefront of similar parks in the province (autonomous region, municipality), with sustainable development conditions and further optimization and upgrading potential;
(7) In the past two years, the park and its operation and management institutions have not violated laws and regulations or had negative social impact incidents in cultural safety, production safety, environmental protection and other aspects;
(8) It has been a provincial-level cultural industry demonstration park or a key cultivation park determined by the provincial-level cultural and tourism administrative department.
★ Demonstration base application conditions:
(1) Registered and established in the territory of the People's Republic of China for at least 2 years, with performing arts, entertainment, animation, creative design, digital culture, artworks, arts and crafts, cultural exhibitions, cultural equipment manufacturing, cultural investment and operation and other cultural industry production and operation activities as its main business;
(2) Adhere to the guidance of the core values of socialism, insist on putting social benefits in the first place, and unify social benefits and economic benefits;
(3) It has strong strength, good operating conditions, and its development level is in the forefront of the same category of enterprises in the cultural industry, and the growth rate of operating income in the past two years is higher than the average level of cultural enterprises above designated size in the same category in the cultural industry, of which the main business income accounts for more than 60% of the operating income;
(4) Outstanding innovation ability, has achieved remarkable results in promoting the optimization and upgrading of business formats, accelerating the innovation and application of cultural and technological innovation, and promoting the integrated development of industries, with strong industry influence and demonstration drive;
(5) Standardized operation and management, sound financial management system and good credit;
(6) The enterprise and its legal representative and main person in charge have not violated laws and regulations or had negative social impact incidents in cultural safety, production safety, environmental protection and other aspects in the past two years;
(7) It has been a provincial cultural industry demonstration base or a provincial cultural and tourism administrative department to focus on cultivating enterprises.

11. Rural cultural tourism leaders support projects

★ Application conditions:
(1) Recommended range
The recommended candidates must be rural culture and tourism leaders who play an exemplary and leading role in consolidating and expanding the achievements of poverty alleviation and comprehensively promoting rural revitalization. All provinces (autonomous regions, municipalities) and the Xinjiang Production and Construction Corps shall give priority to the selection of the "head goose" project for the cultivation of rural industry revitalization leaders, cultural industry commissioners, and leaders of intangible cultural heritage workshops into the scope of recommendation for rural culture and tourism leaders.
(2) Candidate requirements

(4) High brand awareness. The nighttime cultural and tourism consumption activities in the region are diverse in form and rich in content, forming an agglomeration effect and brand effect, and have a high reputation and strong attraction among local residents and foreign tourists. The operating income of cultural merchants in the commercial areas of blocks, cultural, sports, business and tourism complexes, and cultural industry demonstration parks at or above the provincial level is relatively high, and the operating conditions of tourist attractions are relatively good, with high annual tourist arrivals, annual operating income and profitability.
(5) The market order is well regulated. The cultural and tourism market is in good order, the consumption environment is honest and law-abiding, civilized and orderly, healthy and green, and it is convenient for consumers to protect their rights at night.
