Huzhou, Zhejiang, is surrounded by mountains and rivers and is known as the "Pearl of South Taihu Lake". In recent years, the public security organs of Huzhou City have summarized the experience of escorting the construction of ecological civilization, deployed and implemented the "ecological policing" strategy from a higher position, protected the "high value" of the ecology, and promoted the "high value" of the economy, and created three golden business cards of "ecological sheriff", "ecological police joint logistics and co-governance workstation" and "ecological policing collaborative intelligent governance application", and embarked on a reform road to build a modern policing model in the ecological field.
Not long ago, Uncle Huang, an old fisherman, provided a clue to Chen Fei, the "ecological sheriff" of the Yangjiabu Police Station of the Huzhou South Taihu New District Bureau of the Huzhou Public Security Bureau, to help the police station successfully detect an illegal fishing case. From an old fisherman to a fisherman, there was a small story between Uncle Huang and Chen Fei.
In order to protect Taihu Lake, a resource-rich ecological treasure house, Taihu Lake has implemented a 10-year fishing ban plan since October 1, 2020, and various places along the coast have introduced protection measures to strengthen environmental remediation.
At first, many fishermen were confused about the fishing ban policy, and Uncle Huang used to fish secretly, and often got along with his family because of alcoholism. Chen Fei always kept in touch with him and patiently guided him. Under Chen Fei's unremitting persuasion, Uncle Huang was determined to change his ways, not only quit drinking, improve his relationship with his family, but also joined the local ecological vigilante team.
There are 2,185 "ecological sheriffs" like Chen Fei in Huzhou. In 2013, Huzhou Public Security took the lead in implementing river sheriffs in the province, and later built "eight sheriffs" around key areas such as "rivers, lakes, forest areas, mining areas, markets, road sections, projects, and scenic spots", which were later renamed "ecological sheriffs".
From fishermen to fishermen, many fishermen have become a new force in the linkage mechanism of "ecological sheriff + grid member + volunteer + public welfare organization" like Uncle Huang. At present, there are 80 ecological vigilante teams of nearly 1,000 people in Huzhou, forming an ecological sheriff escort system with Huzhou public security characteristics.
At the same time, Huzhou has also set up an ecological police joint logistics and co-governance workstation to establish and improve the ecological police joint logistics linkage mechanism for cross-departmental collaborative work, and improve the quality and timeliness of solving problems related to the ecological field through joint law enforcement, ecological environment, market supervision and other relevant administrative functional departments.
In recent years, the illegal dumping of mud or various types of construction waste in the Beijing-Hangzhou Grand Canal has formed a gray and black industrial chain, which not only raises the riverbed, but also seriously endangers the safety of the ecological environment. In addition to strengthening inspections, the canal ecological police joint logistics and co-governance workstation established in the core plot of the Deqing Economic Development Zone along the Grand Canal has added and optimized a number of front-end sensing equipment for weak areas of prevention and control. The data provided by these "clairvoyants" and "tailwind ears" have effectively improved the early warning and prediction, dynamic perception, and accurate combat and defense capabilities of the joint logistics police station. Since the operation of the equipment, more than 40 cases of canal pollution have been cracked one after another.
Rely on science and technology to improve the efficiency of ecological protection. Huzhou Public Security focuses on the construction of "collaborative intelligent governance application of ecological policing", promotes the integration of relevant data from 9 departments such as natural resources, land, water conservancy, and forestry, establishes an ecological governance data cabin, and builds four collaborative sectors of elements, prevention, disposal, and case handling, so as to realize "one-screen control of elements, one-network perception of risks, one-click response of joint logistics, and one-chain connection of law enforcement" in the ecological field, forming a closed-loop of cross-departmental and cross-regional ecological governance instruction processes, and jointly building "clean water, pure land, clean waste, clean forests, and clean markets" 25 application models in five scenarios. Since the operation of the platform, 159 cases have been directly cracked, including the illegal use of ODS (ozone-depleting substances) to destroy the ozone layer and the illegal use of "COD (chemical oxygen demand) remover" to pollute the environment, which have been recognized by the relevant departments of the United Nations and the Ministry of Ecology and Environment of the mainland.
Relying on the digital reform of public security, the Huzhou Municipal Public Security Bureau also took the lead in setting up an environmental investigation sub-center, which has greatly improved its ability to actively "crack major cases, fight serial cases, and attack new cases", and realized a new exploration of the empowerment of ecological police science and technology. On November 22 last year, Huzhou City issued a local standard for "ecological policing", which provides a standard template for the modernization of the ecological and environmental governance system and governance capacity.
