On March 29, the General Office of the Fuzhou Municipal People's Government issued the Action Plan for Promoting the Innovation and Development of the Artificial Intelligence Industry in Fuzhou (2024-2026) (hereinafter referred to as the "Action Plan").
The development goal proposes that by 2026, artificial intelligence technology will be deeply integrated and applied in various economic and social fields in Fuzhou, the innovation and development level of the artificial intelligence industry will enter the leading ranks in China, and the effect of artificial intelligence in driving Fuzhou's industrial upgrading and economic transformation will be more prominent.
The city has built a new generation of open innovation platform for artificial intelligence public computing power, and the scale of open intelligent computing power in the city can reach more than 400 quadrillion floating point instructions per second (PFLOPS) under the use of half-precision output input (FP16) (or the same computing power level after conversion of the nominal value of other commonly used precision computing power in the industry).
Incubate or introduce more than 5 artificial intelligence multimodal large models.
Strive to form more than one benchmark application scenario with local industrial characteristics in each county (city) district.
Relying on the provincial artificial intelligence industrial park to build an artificial intelligence industry highland, the scale of the artificial intelligence industry in the industrial park in the carrying area has reached more than 10 billion yuan, more than 50 related enterprises in the industrial park in the pilot zone, and 3 to 5 leading enterprises or leading teams with driving effect have been newly introduced or cultivated, and the scale of the artificial intelligence industry has reached more than 40 billion yuan.
We have strengthened the supply of data for artificial intelligence application scenarios, built a leading data asset operation system in China, and achieved remarkable results in the marketization of data elements.
It is related to the innovation and development of the medical field, and the main task is to consolidate the foundation of efficient and intensive computing power, improve the layout of industry computing power construction, further meet the needs of medical and other industries, and support the digital transformation of traditional industries. Build a collaborative innovation model matrix, support leading enterprises to actively introduce industry-renowned multi-modal large models, support enterprises to deepen their cultivation of subdivided vertical fields, form N artificial intelligence special models, focus on smart medical and other fields, and promote the in-depth combination of model algorithms with industry-specific datasets and proprietary knowledge through introduction, research and development, iteration, etc., so as to refine and strengthen a number of special models with significant industry influence. Strengthen the supply of high-quality and adequate data, improve rules for the use of data, promote the open sharing of data, ensure the security of data applications, and fully release the potential value of public data. To optimize the carrier of higher quality parks, promote the integrated application of artificial intelligence and big data, the new generation of information technology such as the metaverse, cloud computing, blockchain, and the Internet of Things, as well as the deep integration and application of medical care, government affairs and other fields. Build benchmark demonstration application scenarios, promote the application of artificial intelligence in social and people's livelihood fields such as medical care and elderly care, and promote digital benefits for the people. In order to implement the above tasks, the Action Plan clarifies a series of key measures and proposes subsidy policies, including operating subsidies for eligible artificial intelligence computing infrastructure projects, subsidies for enterprises included in the municipal computing power platform according to the total amount of annual computing power services, and "unveiling the leader" The working mechanism will provide subsidies for tackling key problems in artificial intelligence general technologies, select typical artificial intelligence application demonstration scenarios and subsidize the selected scenarios, subsidize artificial intelligence empowered industrial Internet projects with obvious results, and subsidize eligible enterprises that carry out artificial intelligence vocational training. Specifically:
- For enterprises included in the municipal computing platform, the total annual purchase of computing power services between 100,000 yuan (inclusive) and 300,000 yuan (exclusive) shall be 50% in the first year, 40% in the second year, and 30% in the third year according to the actual service fee of the current year If the total annual purchase amount is more than 300,000 yuan (inclusive), it will support the application for relevant provincial subsidies, and subsidize the difference that exceeds the maximum limit of relevant provincial subsidies, and the total annual cumulative computing power use subsidy for a single enterprise shall not exceed 500,000 yuan.
- Actively introduce industry-renowned multi-modal large models that meet national norms, focus on intelligent manufacturing, smart healthcare, financial technology, social governance, people's livelihood and other fields, support key enterprises to carry out innovative research on industry basic model architecture, and encourage the construction of open source technology ecology. Adopt the working mechanism of "unveiling the leader", release a list of key core technology research projects, establish benchmark enterprises in the field of artificial intelligence, cultivate the main force of innovation and development, and give a subsidy of up to 5 million yuan to the general technology research of artificial intelligence.
- In accordance with the relevant provisions on data management, relying on provincial and municipal data development and utilization platforms, and through methods such as "usable and invisible", provide public data resources in key areas such as medical care to the city's artificial intelligence enterprises, and provide public data support for enterprises to develop products and innovative applications.
- For government affairs, people's livelihood, industry construction and other fields, typical artificial intelligence application demonstration scenarios are selected every year, and a one-time reward of up to 1 million yuan will be given to the selected scenarios. Establish a project library of artificial intelligence technology application scenarios.
- Promote the development of industrial agglomeration, speed up the cultivation of enterprise entities, increase the attraction of leading artificial intelligence enterprises, support enterprises to participate in the provincial artificial intelligence field "leading geese" software enterprises, and encourage enterprises to accelerate the development of artificial intelligence application software products.
The "Action Plan" pointed out that it will provide guarantees from three aspects: strengthening organizational guarantees, strengthening supervision and tracking, and optimizing the development atmosphere, and up to 35 million yuan will be allocated from municipal financial funds every year for the relevant financial subsidies of the "Action Plan".
