Under the strong leadership of the party group of the hospital, at the end of 2023, the "Regulations on Exceptions and Adjustment of Professional Titles" (hereinafter referred to as the "Regulations") was issued and implemented. Give full play to the role of the "baton" of the professional title

"In 2020, the year before I was exceptionally promoted to associate researcher, the number of associate senior titles in our Institute of Ancient History was 0, that is, there was no deputy high index at all. In 2022, according to the deployment of the party group of the academy, the Bureau of Personnel and Education drafted relevant regulations, and the Chinese Academy of Social Sciences established a professional title index adjustment system. This year, 3 people were exceptionally promoted to senior titles, and 3 people were promoted to senior titles using adjustment indicators. Among them, the youngest was Yang Hongyuan, a young scholar of the Institute of Philosophy, who was born in 1989 and was 32 years old that year.

In Yang Hongyuan's view, the Chinese Academy of Social Sciences' implementation of the policy of making exceptions to professional titles has effectively eliminated the outdated concept of seniority and emphasizing performance over potential achievements, stimulated and guided young people to devote themselves to academic research, helped promote the growth of young scientific researchers, and greatly liberated and developed the scientific research productive forces. 

Intensify efforts to break the rules and release a strong signal of talent system reform

One stone stirs up a thousand waves. The release of a series of reform signals has given young scholars hope, and everyone is eager to try and full of enthusiasm. As Zhou Zhenyu of the Institute of Archaeology, who was promoted to the title of researcher, said, it has obvious positive significance, it breaks the traditional restrictions on professional title evaluation, provides a fast promotion channel for young scholars with outstanding talents and achievements, and helps to stimulate the innovation potential of young scholars and improve the level of the entire academic community.

However, the strength of the professional title and index adjustment in the exploratory stage is not large enough, the coverage is not wide enough, and the young talents benefited are not enough. In order to further intensify the reform and formulate institutional measures that are more in line with the needs of the development of philosophy and social sciences and the development of young talents, in 2023, the Personnel and Education Bureau will carry out a research that lasts for several months according to the deployment of the party group of the college.

From interviewing and researching the bureau-level leaders of the affiliated units to discussing with young and middle-aged backbones, from finding out the academic achievements of outstanding young talents to surveying the opinions of various groups, extensive, in-depth and solid investigation and research have laid a solid foundation for policy formulation. After many special meetings and discussions, the final research and formulation of the "Regulations" was deliberated and approved by the party group meeting of the academy.

This year, a total of 11 people were promoted to professional titles through exceptions and adjustment indicators. Among them, 6 people were exceptionally promoted to senior titles (5 people were exceptionally promoted to senior and 1 person was exceptionally promoted to deputy senior titles), which was double that of 2022, and 5 people were promoted to deputy senior titles using adjustment indicators.

Cao Jing, born in 1995, joined the Institute of Finance of the Chinese Academy of Social Sciences after graduating with a doctorate at the end of 2021. In June 2023, at the age of 28, she was exceptionally promoted to associate researcher.

Cao Jing deeply felt that the reformed professional title system has built a comprehensive evaluation system oriented by innovation ability, quality and contribution, which has greatly stimulated the research enthusiasm and innovation motivation of young scholars.

With the goal of improving the scientificity of professional title evaluation and encouraging and promoting the growth of all kinds of talents, the "Regulations" further optimize the current policies and regulations, and strive to make the system design more comprehensive and accurate to reflect the academic level, innovation ability and work performance of scientific research personnel, and more in line with the laws of scientific research and talent growth.

Increase the selection of application conditions, and pay more attention to the quality and level of results——

The "Regulations" further improve the "menu-based" comprehensive evaluation criteria, increase the application conditions and options, and optimize the evaluation of countermeasure research results, high-quality academic monographs, research projects and scientific research awards, and overseas journal papers.

According to the "menu" evaluation criteria, Feng Ming of the Institute of Quantitative and Technical Economics, who has made remarkable achievements in think tank research and application of countermeasures, Qu Shenning of the Institute of Industrial Economics, who has published high-quality papers and has been selected for the relevant national talent plan, Huang Chengliang, who has made outstanding achievements in the research of Xi Jinping's ecological civilization thought, and Yu Xiang, who has made great achievements in the publication of high-quality foreign journal papers, have been promoted to senior titles.

Some researchers lamented, "The introduction of the 'menu-style' evaluation standard allows young scholars to achieve better development according to their own interests and strengths, without having to fall into involution in the competition for the number of generalized research results." Set up a separate achievement standard to guide scientific research talents to calm down and do thoughtful learning——
