On January 25, the Supreme People's Procuratorate's Party Group Theory Study Center Group held an expanded study and special guidance report meeting on the in-depth promotion of the procuratorial organs' foreign-related rule of law work.

On January 25, the Theoretical Study Center Group of the Party Group of the Supreme People's Procuratorate held an expanded study and special counseling report meeting focusing on the in-depth promotion of the foreign-related rule of law work of the procuratorial organs, and invited Huang Huikang, a member of the United Nations International Law Commission and a distinguished professor of the Institute of International Law of Wuhan University, to give a counseling report. Ying Yong, Secretary of the Party Group and Procurator General of the Supreme People's Procuratorate, presided over the meeting and emphasized that it is necessary to consolidate and deepen the study and implementation of the educational achievements of Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era, and to study and implement Xi Jinping Thought on the Rule of Law in an integrated manner. Xi Jinping Thought on Diplomacy thoroughly implements General Secretary Xi Jinping's series of important instructions on the construction of foreign-related rule of law and the spirit of the Central Foreign Affairs Work Conference, consciously adheres to the centralized and unified leadership of the Party Central Committee, actively integrates into the pattern of great coordination of foreign-related rule of law work, deeply promotes the foreign-related rule of law work of procuratorial organs, better protects national sovereignty, security and development interests with high-quality and efficient procuratorial duties, and better serves major-country diplomacy with Chinese characteristics with high-level judicial and foreign affairs, so as to create favorable rule of law conditions and external environment for advancing Chinese-style modernization.

With the theme of "The Logic of the Times for Strengthening the Construction of Foreign-related Rule of Law", based on the current international situation and the actual situation of the mainland, Huang Huikang made a counseling report with clear themes, rich content, profound theories, and incisive explanations on the strategic significance, historical evolution, existing problems, and development paths of strengthening the construction of foreign-related rule of law, and put forward opinions and suggestions for procuratorial organs to strengthen foreign-related rule of law work.
After listening carefully to the guidance report, Ying Yong pointed out that foreign-related rule of law is an important part of a country's rule of law system. Since the 18th National Congress of the Communist Party of China, the CPC Central Committee with Comrade Xi Jinping at the core has attached great importance to the construction of foreign-related rule of law. General Secretary Xi Jinping profoundly pointed out that strengthening the construction of foreign-related rule of law is not only a long-term need to comprehensively promote the construction of a strong country and national rejuvenation with Chinese-style modernization, but also an urgent task to promote high-level opening up and respond to external risks and challenges. Procuratorial organs should persist in keeping the world in mind, and from the perspective of better coordinating the overall domestic and international situations, and better coordinating the two major issues of development and security, profoundly understand the importance and urgency of doing a good job in foreign-related rule of law work, give full play to procuratorial functions, and promote the preservation of national sovereignty, security, and development interests on the track of the rule of law.
Ying Yong stressed that judicial foreign affairs is an important part of major-country diplomacy with Chinese characteristics. Procuratorial organs should actively participate in domestic legislation related to foreign interests, and attach importance to actively docking and actively absorbing international law and rules. Based on the procuratorial function, it is necessary to handle every foreign-related case and every judicial assistance case with high quality and efficiency, strengthen international law enforcement and judicial cooperation, and better serve the opening up to the outside world at a higher level. It is necessary to consolidate and develop bilateral and multilateral cooperation mechanisms for procurators, deepen high-level mutual visits and judicial exchanges, expand the "circle of friends" in the field of rule of law, and continuously enhance the international influence and attractiveness of foreign-related rule of law with Chinese characteristics.
Ying Yong pointed out that talent is the key to strengthening the rule of law involving foreign countries. It is necessary to improve the practice-oriented mechanism for cultivating foreign-related rule of law talents, and work with the people's courts, public security organs, judicial-administrative organs, and so forth to jointly build a coordinated and efficient system for the implementation of foreign-related rule of law, and increase the effectiveness of foreign-related law enforcement and judicial performance in the procuratorial process. It is necessary to pay attention to cultivating foreign-related legal talents in the judicial practice of foreign-related law enforcement, actively participate in international law enforcement and judicial activities such as counter-terrorism, anti-corruption, and combating cybercrime, and cultivate as soon as possible a group of high-end talents with a firm political stance, excellent professional quality, familiar with international rules, and proficient in foreign-related legal practice. It is necessary to deepen cooperation between procuratorates and schools, build and make good use of procuratorial research bases on foreign-related rule of law, strengthen theoretical research on procuratorial foreign-related rule of law, and further strengthen self-confidence in the socialist system with Chinese characteristics, the path of rule of law, the judicial system, and the procuratorial system.
