However, it is lamentable that he does not seem to be warmly welcomed at every place [covering his face].

Two thoughts: First, he seems to have difficulty getting friendly treatment wherever he is. Second, as a great power, China still insists on drawing clear lines in terms of etiquette, showing a unique diplomatic etiquette.
