No matter how you came in the dark, people just have the ability to let you out in white. The middleman who sold the certificate said that 66,000 yuan of the 96,000 yuan was the hospital director's commission, and the rest was divided among the staff in the delivery room.
Shangguan Zhengyi claimed that after having the evidence, he reported it to the local authorities on September 17 in Sihao Township, Luonan County, Shaanxi Province.
On September 22, he went to Baodai Town, Zhuolu County, Zhangjiakou, Hebei Province to report that someone in his jurisdiction had bought a child, and then bought a forged certificate through the Internet, and had already settled down.

A baby girl born in mid-October was sold by the gang to customers in Guangdong for 140,000 yuan, and a full set of hospitalization, delivery and birth certificates were provided.
