This morning, Immigration Canada (IRCC) just updated the minister's directive to speed up the processing and/or review of the Student Direct Stream Program (SDS), which will give "priority processing" to international students from 14 countries, including China, India and the Philippines, that is, shorten the processing time and ensure that they start their study life faster.

The Minister believes that these directives will provide the best support to achieve the immigration goals set by the Government of Canada. The directive requires consular officers to give priority to applications for study visas that meet the following conditions:

(1) Applicants must be legal residents of the following 14 countries: China, India, Philippines, Vietnam, Brazil, Colombia, Antigua and Barbuda, Costa Rica, Morocco, Pakistan, Peru, Senegal, Saint Vincent and the Grenadines, and Trinidad and Tobago. (2) Provide a letter of acceptance from a designated educational institution (DLI) in Canada; (3) Proof of payment of the first year's tuition fees; (4) Proof of a Guaranteed Investment Certificate (GIC) of $10,000 or more; (5) Valid medical examination certificate; (6) Certificate of no criminal record; (7) Recent secondary or post-secondary transcripts; (8) Provide proof of language test results completed within 2 years of application, and must reach the Canadian language benchmark CLB7 level; (9) Applicants intending to study in Quebec must also possess a Quebec Certificate of Admission (CAQ) issued by the Ministry of Immigration, French Language and Integration. (10) Submit your application at the Visa Application Centre (VAC).

Approved general language tests include:

IELTS General, CELPIP General, TEF Canada and TCF Canada, with scores of at least 7 in each of the four language competencies (speaking, listening, reading and writing) equivalent to the Canadian language benchmark score; or

2. IELTS Academic (minimum score 6), CAEL (minimum score of 60), Pearson PTE Academic (minimum score of 60), TEF-5 mpreuves (minimum score of 400) and TCF-tout public (minimum score of 400); or

3. Academic language test results for the Educational Testing Service (ETS) TOEFL iBT test (minimum score of 83).

The Minister's directive emphasises that all of the above language tests must be conducted in person to apply for the SDS and that online, remote examinations will not be accepted. Applications submitted on or after the effective date of this Directive that do not meet the above conditions will not be given priority.

According to IRCC's official website, all SDS-eligible student visa applications will be reviewed within 20 days for visa issuance.

The number of international students in Canada exceeded a record high of 800,000

Immigration Canada (IRCC) reports that by the end of 2022, Canada had received more than 800,000 international students, another record high. Due to a number of domestic and international factors, the number of international students in Canada has increased fourfold since 2008.

Domestically, the Canadian government and designated educational institutions are more active in attracting international students for a variety of reasons, including economic, social and cultural reasons. Globally, the increase in the international student population is attributed to the growth of the global middle class. Canada is considered an ideal destination for international students due to its high-quality education, multicultural reputation, and job and immigration opportunities.

Chinese students surged by 34% in the first quarter of 2023

According to data provided to Ming Pao, the number of Chinese study permits issued by Canada jumped 34 per cent in the first quarter of this year to 9,345, already exceeding pre-pandemic levels, up from 8,645 in the fourth quarter of last year and 6,960 in the first quarter of 2020. At the same time, the number of study permits issued by IRCC to international students in Hong Kong has also soared, reaching 1,280 in the first quarter of this year, nearly three times more than before the pandemic.

China remains the second largest source of Canadian students, and India continues to rank first.

According to Canada's earlier 2023-2025 immigration level plan, its goal is to welcome 465,000 newcomers in 2023, increase to 485,000 newcomers in 2024, and further rise to 500,000 newcomers in 2025.
