On the same day, the Shangluo Intermediate People's Court formed a seven-member collegial panel to hear the bribery case of Wang Xiaoming, former member of the Standing Committee of the Shaanxi Provincial People's Congress and director of the Shaanxi Provincial Civil Air Defense Office, in a public hearing in the first court of the Shangzhou District People's Court.

The Shangluo Municipal People's Procuratorate indicted and alleged that defendant Wang Xiaoming, while serving as mayor of Hancheng City in Shaanxi Province, secretary of the Hancheng City CPC Committee, director of the Organization Department of the Weinan Municipal CPC Committee, deputy secretary of the Weinan Municipal CPC Committee, secretary and director of the party leading group of the Shaanxi Provincial Civil Air Defense Office, member of the Standing Committee of the Provincial People's Congress, chairman of the Internal and Judicial Affairs Committee of the Provincial People's Congress, and other positions, took advantage of his position to seek benefits for 66 people, including Feng X, in the areas of civil air defense project construction, equipment procurement, enterprise operation, cadre promotion, and post adjustment. The total amount of property illegally received was RMB22,570,486,000 and US$10,000.

The court tried the case using a plea leniency system. In order to ensure the efficient and smooth progress of the trial, before the trial, the collegial panel organized the prosecution and defense to hold a pretrial conference to reach agreement on procedural matters related to the case, exchanged evidentiary materials, and clarified the focus of the trial. Public information shows that Wang Xiaoming, male, Han ethnicity, born in February 1959, Xi'an, Shaanxi, began working in May 1978, joined the Communist Party of China in September 1988, university education. Wang Xiaoming served as deputy secretary and mayor of Hancheng City CPC Committee, secretary of Hancheng Municipal CPC Committee, member of the Standing Committee and director of the Organization Department of the Weinan Municipal CPC Committee, deputy secretary of the Weinan Municipal CPC Committee and director of the Organization Department, secretary and director of the party leading group of the Shaanxi Provincial People's Air Defense Office, member of the Standing Committee of the Shaanxi Provincial People's Congress, and chairman of the Internal and Judicial Affairs Committee of the Provincial People's Congress.

In June last year, the Shaanxi Provincial Commission for Discipline Inspection and Supervision issued the news that Wang Xiaoming, member of the Standing Committee of the Shaanxi Provincial People's Congress and former director of the Provincial Civil Air Defense Office, was suspected of serious violations of discipline and law and is currently under disciplinary review and supervision and investigation.

In December last year, the Shaanxi Provincial Commission for Discipline Inspection announced that Wang Xiaoming had been "double-opened": after investigation, Wang Xiaoming seriously violated political discipline and resisted organizational review; Violating the spirit of the eight provisions of the Central Committee and accepting travel arrangements that may affect the fair performance of official duties; Violating organizational discipline, failing to report personal matters in accordance with regulations, and using authority to seek benefits for others in areas such as job promotion, post adjustment, and employee recruitment; Violating integrity and discipline, accepting gifts that may affect the fair performance of official duties, and engaging in profit-making activities in violation of regulations; Violating work discipline and having the main leadership responsibility for the construction of illegal investment projects by the Provincial People's Air Defense Office; Violating national laws and regulations and suspected of accepting bribes.

Comments of the discipline supervision department: Wang Xiaoming, as a leading cadre with party members, has betrayed his original mission, lost his ideals and beliefs, and was disloyal and dishonest to the party; Without any party spirit and organizational concept, it has turned what should have been a clean and refreshing comradely relationship and a well-behaved relationship between superiors and subordinates into a vulgar private and money relationship, and has used organizational and personnel power to engage in power and money transactions, seriously undermining the political ecology of the area where he is employed; Ignorant of reverence, not keeping the bottom line, colluding with illegal businessmen, and reducing public power to a tool for private interests. The amount of bribes accepted on a large scale, which is particularly huge, and which is not restrained or accepted after the Eighteenth National Congress of the Communist Party of China, is serious in nature and the circumstances are heinous, and should be dealt with severely.

In accordance with the "Regulations on Disciplinary Punishment of the Communist Party of China", the "Supervision Law of the People's Republic of China", the "Law of the People's Republic of China on The Punishment of Public Employees in Government Affairs", and other relevant provisions, after being studied by the Standing Committee of the Provincial Discipline Inspection Commission and reported to the Provincial Party Committee for approval, it was decided to give Wang Xiaoming the punishment of expulsion from the Party; The Provincial Supervision Commission shall give him the sanction of dismissal from public office; Confiscation of their proceeds of violations of discipline and law; Transfer their suspected crimes to the procuratorial organs for review and prosecution in accordance with law, and the assets involved are transferred with the case.
