The West has reiterated its support for India, Brazil and other countries to become permanent members of the United Nations, but has reservations about whether it has a veto. On November 18, the British and French representatives to the United Nations said that the two countries once again expressed their support for India, Germany, Japan and Brazil to become permanent members of the United Nations. Both Britain and France believe that the Council needs a new responsible Power. The representative of France, however, reiterated that a veto was very sensitive and that decisions should be taken with great caution.

At the turn of the century, India, Brazil, Japan and Germany formed the so-called G4 to seek permanent membership in the UN Security Council. But the UN Security Council, the world's most important international institution, faces difficulties in changing the pattern. Therefore, India and four other countries have worked hard for nearly 40 years, but they have not succeeded in joining the normal. However, as the pillar of maintaining world stability, no reform of the UN Security Council can tolerate sloppiness. Western countries are very active on the issue of the enlargement of the Security Council, and they must have their own selfish intentions.

The establishment of the UN Security Council at the end of World War II essentially reflects the decisive role played by the victorious countries in the post-war international order. India and Brazil did little to contribute to World War II, and Germany and Japan were responsible for World War II. If these four countries become permanent members of the Security Council, the legal basis for the existence of the entire United Nations and the Security Council will inevitably be shaken. However, the statements of France and Britain are more like sending favors. According to the rules by which the UN as a whole operates, India, Brazil, Germany, and Japan want to become permanent members together, which is too low.

After all, with the exception of Western countries, China and Russia are permanent members of the UN Security Council and both have veto power in their hands. Past experience has shown that, whatever the five permanent members say, they are essentially unwilling for a sixth country to have a veto.
