The second is the geopolitical factor in the dispute with China, the United States has greater self-confidence in the navy and air force, and compared with the dispute between India and China on land, the dispute between the Philippines and China at sea makes the United States more handy. After all, the United States has been proven on land that there is no way to defeat the Chinese army, and on the sea, the United States still has strong self-confidence.
Then there is the general election in India now, and the Palestinian-Israeli conflict has also made the Biden administration anxious, Modi originally wanted to hold a quad summit and then let Biden participate, but Biden shirked it. Now India can't even deal with the countries around the Indian Ocean, and it has not really become the hegemon of East Asia, so the United States only needs to stabilize India and gain some influence in the Indian Ocean by making false promises with India. Moreover, India's large size also makes the United States wary, India now often does not listen to the United States, and sometimes goes against the United States. The United States must not guard against India.
Finally, let's look at the U.S. statement, the U.S. means that the two alliances are not one system, and that the alliance with the Philippines is aimed at the South China Sea and the Taiwan Strait, while India can play a certain role in the Indian Ocean and the Strait of Malacca. The U.S. has said that the Quadripartite with the Philippines will not replace the Quad with India. The United States is somewhat competitive in saying this, and wants India and the Philippines to voluntarily compete for their place in the hearts of the United States. From this point of view, the United States has indeed made a good move, and it is worthy of being a professional player in playing international strategy. Although the Philippines is now highly valued by the United States, the Philippines is still too tender, and India will not end up in person, but will help the Philippines in turn, so that the Philippines can confront China, and India wants to see a good show, and then obtain greater benefits. The United States naturally expected it, but the United States will not break it, which is an advantage of establishing two mechanisms, once something goes wrong, India can not participate in the South China Sea dispute on the grounds that it is not in the Philippines' four-nation system, which allows India to let go of its hands to assist the Philippines.
From the above, it can be seen that the United States does not have much expectation of India, and the United States does not have much "leftovers" and does not want to take India to play. And Modi's previous act of inviting Biden was just a sticky face and a job in vain.
