Chairman Mao made a few speeches on the economy

author:Namsan Bamboo Pavilion

1. In January 1964, Chairman Mao talked to relevant personnel.

Speaking of the industrial problem, the question of the establishment of "trusts", he said:

The current method of managing the economy according to the administrative method is not good and must be changed. For example, there are so many people in the enterprise, what to do! People have to eat and consume, unlike Sun Monkey who eats iron sand and pulls iron. To use so many people is not to act according to the laws of economics.

The substances produced must be purchased in accordance with the contract. The commercial department said it was because the plan changed and did not acquire; Who changed the plan? When the state changes, it is purchased by the state. In short, there can be no backlog in the factory.

Look, who said that Chairman Mao did not act according to the laws of economics.

When talking about the reasons for poor business management, he said:

The PLA's one order can be carried through to the end and can work. It is said that the reason why the Plakmen has done well is because of the leadership of the Communist Party. Then the economy is also led by the Communist Party, so why is it divided? Grabbing money (profit sharing), grabbing materials (material sharing), conflicts (making a relationship), and not being resolved for many years? Why can't business be operated and managed according to economic channels, and why can it only be set up according to administrative institutions? Break the provincial, specialized, and county boundaries! It is to act according to economic channels. Enterprises are like the military, all to the end! Party committees manage ideology, politics, arbitration (conflict), people, and supervision!

From the above two remarks, we can see that Chairman Mao demanded that things be done in accordance with economic laws and that operations be managed according to economic channels. What he has always advocated is the exchange of commodities in accordance with the law of value and distribution according to work.

2. On June 6, 1964, Chairman Mao said in his Speech at the Central Work Conference on the Third Five-Year Plan:

Basic industries now mainly solve the problems of variety and quality. Although the quantity of steel last year was less than in the past, there were more varieties than in the past, the quality was better than in the past, and the use was greater than in the past.

Planning cannot rely solely on addition, subtraction, multiplication, and division. After calculating it, all departments and regions will divide into figures, compete for people, compete for money, and fight lawsuits... To be politically in command, to have a global perspective, not according to the region's own wishes, but according to the objective existence, the laws of things themselves, to arrange the plan.

Strive to stop importing grain within a few years, save foreign exchange to buy more technical equipment and technical information.

3. Chairman Mao's speech in the Central Committee on January 14, 1965<关于学习周恩来同志政府工作报告的通知>:

All the good experiences of foreign countries, good science and technology, we have absorbed and used for us. Of course, it is wrong to be superstitious about foreign countries, to think that foreign things are all good, and it is also wrong, whether it is superstitious Soviet Union or superstitious West, it is not right, the correct attitude should be to respect science and break superstition.

The introduction of new technologies is not blindly imitated, copied and copied. The study of foreign countries must be combined with the spirit of originality, and the introduction of technology must be combined with one's own study. With regard to imported technical equipment, we must study them, generally starting from imitation, and then improve and enhance them in light of the specific conditions of the mainland.

Who said that the first thirty years were closed to the country, wasn't it also actively introduced and learned good things from abroad? What is introduced must be combined with the spirit of originality and eventually become its own. This is different from some of the later introductions.

4. In January 1965, Comrades Gu Mu and Yu Qiuli reported to the Chairman on the work of the plan, and when it came to daring to think and dare to do it, the Chairman said:

We must dare to think and dare to do things, do not come chaotically, break superstitions, and do not break science. Don't talk about it for half a day, it's design, it's trial production, and in the end there is no result.

Dare to think and dare to do, do not mess around, break superstition, do not break science. This should be one of the important reasons why so many scientific achievements have been made in the first three decades.

Later, it changed, foreign countries did not have, did not dare to do, did not dare to try. When I often see some stories of the person in charge of a major achievement, it is often mentioned: At the beginning of the project, some experts kindly advised the person in charge not to pick up the project. Because foreigners have not yet figured it out, how can we do it, if it fails, it will damage the reputation of the person in charge, and if it is not good, it will not be safe to make a late festival, and the person in charge will categorically refuse, for the sake of the needs of the country, regardless of the personal loss of the task. Such experts are not superstitious, ugly to call foreign slaves.

5. In reporting that our technology is about to catch up and surpass the international level, the Chair said:

Yes, we have to have... No matter what country he is, no matter what kind of bomb he has, the atomic bomb and the hydrogen bomb, he must exceed it. As I said, when the atomic bomb goes off, even if half of humanity dies, it will still be half. Snow talked to me and asked me why I didn't debunk the rumors, and I said don't debunk them. I only said that half of the people killed when the war started, and there was another half. There is something more powerful than me, and an American film describes it very well! Khrushchev has said so much more than I said! He said there were weapons to destroy humanity, what death light. I'm not talking about China, I'm talking about a third of the world dying, in short, half dead! We have started construction in steel, national defense, machinery, chemicals, petroleum, and railway bases, and we will not be afraid to fight at that time. If you can't do it, what should you do if you fight? We fight them with conventional weapons. Once upon a time we didn't have planes, cannons... There is no yellow explosives, and it is not a victory! You can continue to build when you fight, you fight yours, I build mine.

Some people mention the first thirty years, saying that people were living too hard, living conditions were too poor, and it was a bad era.

However, they did not think about why people at that time lived a lot of suffering. Are they lazy? No. Are they stupid? Nor is it. That's because most of the wealth they have created through hard work has been given to the country for construction, and in order to make the country strong as soon as possible and no longer be bullied, they can only maintain a lower standard of living. Their generation suffered for generations, which is the fundamental reason why the people at that time lived in poor conditions.

Before the founding of the People's Republic of China, how many years were we different from the Industrial Countries of the West? At least 100 years.

On May 24, 1977, when talking with the two leaders of the Central Committee on science education, Deng Xiaoping said: "Compared with developed countries, our science and technology and education are exactly 20 years behind." What he meant by that was that we were too far behind and very dissatisfied.

But how can it be a compliment, the predecessors in less than 30 years, the gap from more than 100 years to 20 years, this achievement is not big? Contemporaneous, which other country can do it. In less than 30 years, a basic industrial system has been established, and cutting-edge technology has been following up, especially the emerging cutting-edge technology, which is generally less than a decade apart.
