The heavily guarded base covers an area of 0.5 square kilometers (compared to 0.12 square kilometers in Japan), has about 1,000-2,000 staff, and has 23,000 square meters of underground space. The base has a 400-meter runway with air traffic control towers and a large helipad. The base also has a hospital for the PLA support base in Djibouti.

In December 2019, construction of a pier was completed. The 1,120-foot pier is reportedly long enough to accommodate the program's two new carriers and other warships, or at least four nuclear-powered submarines.
