Judging from the results, even if it is 233 times slower than the recommended configuration, this processor does complete the "feat" of booting Win XP, but it takes a full 3 hours and 10 minutes from installation to the first boot into the desktop. After entering the desktop, the blogger also tried to open a simple application to display cpu frequencies, but the process took another 8 minutes or so and was quite unstable. Finally, at shutdown, the processor was finally "overwhelmed", ending with Win XP's blue screen of death.
