Recently, the General Office of the CPC Central Committee and the General Office of the State Council issued the "Opinions on Promoting the Work of Ancient Books in the New Era" and issued a circular calling on all localities and departments to conscientiously implement them in light of reality. The full text is as follows.

Doing a good job in the work of ancient books and protecting, inheriting and developing the precious cultural heritage of the motherland is of great significance to continuing the Chinese cultural context, carrying forward the national spirit, enhancing the soft power of national culture, and building a socialist cultural power. Since the Eighteenth National Congress of the Communist Party of China, the Party Central Committee with Comrade Xi Jinping as the core has stood at the strategic height of realizing the great rejuvenation of the Chinese nation, made a series of major decisions and deployments for inheriting and carrying forward the excellent traditional Chinese culture, and ushered in new development opportunities for the cause of ancient books. In order to further promote the work of ancient books in the new era, the following opinions are hereby put forward.

First, the general requirements

1. Guiding ideology. Under the guidance of Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era, thoroughly implement the spirit of the 19th National Congress of the Communist Party of China and the 19th Plenary Session, adhere to the path of socialist cultural development with Chinese characteristics, combine the basic principles of Marxism with China's specific reality and with China's excellent traditional culture, deeply promote the creative transformation and innovative development of China's excellent traditional culture, strengthen the rescue and protection of ancient books, sort out and publish and use ancient books, promote the development of ancient books, and provide spiritual strength for the great rejuvenation of the Chinese nation.

2. Working principles. Adhere to and strengthen the party's overall leadership, improve the work system and mechanism of party committee leadership, departmental division of labor, and social coordination, and implement the party's leadership in the whole process and all aspects of the work of ancient books. Adhere to the correct direction, take the socialist core values as the guide, and extract and display the spiritual identity of China's excellent traditional culture and the essence of culture with contemporary value and world significance. Adhere to the overall layout, strengthen top-level design and planning and deployment, and ensure that the work of ancient books is coordinated and integrated. Adhere to the priority of social benefits, improve the quality of ancient book work, always put social benefits in the first place, and realize the unity of social benefits and economic benefits. Adhere to the principle of innovation, use the ancient for the present, promote the old and the new, serve the contemporary and face the future, and further stimulate the vitality of the development of the ancient book industry.

3. Main objectives. The system and mechanism of ancient book work are more perfect, the standard and normative system is basically sound, the level of work is effectively improved, the protection, inheritance, development and utilization of ancient books have achieved remarkable results, the talent team has developed and grown, the status of ancient book work in inheriting and carrying forward China's excellent traditional culture has become more prominent, its role has become more prominent, and the cause of ancient books has flourished and developed.

Second, improve the work system of ancient books

4. Strengthen the construction of a leadership system for the work of ancient books. The National Leading Group for the Planning of The Collation and Publication of Ancient Books performs the responsibility of overall planning and coordination of the national ancient book work, is responsible for formulating and implementing the long-term plan for the work of the national ancient books, coordinating the rescue and protection, collation and research, editing and publishing, as well as the digitization of ancient books, the popularization and promotion of ancient books, and the cultivation of ancient book talents, etc., promoting major projects of ancient books, and organizing the supervision and evaluation of ancient books. Improve the working mechanism of the National Leading Group for the Planning of the Collation and Publication of Ancient Books, strengthen the deliberation and coordination of the special work of ancient books, and better play the functions and roles of the Office of the National Leading Group for the Planning of the Collation and Publication of Ancient Books. All localities should improve the system and mechanism for the work of ancient books in the light of actual conditions, and strengthen the unified leadership, organization, and coordination of the work of ancient books at the provincial level.

5. Strengthen the responsibilities of departments working on ancient books. All relevant departments should attach great importance to the work of ancient books and earnestly perform their duties in the work of ancient books. The Central Propaganda Department plays a leading role in the work of ancient books throughout the country and plays an important role in the inheritance and development of the National Edition Museum in the inheritance and development of Chinese ancient book editions. The Ministry of Culture and Tourism, the Ministry of Education, the State Ethnic Affairs Commission and relevant professional ancient book publishing units shall undertake the protection, collation, research, editing and publication of ancient books within the scope of their responsibilities, and give play to the role of the main front of ancient book work. Departments in charge of cultural relics, traditional Chinese medicine, religion, law, agriculture, forestry and grassland, water conservancy, social sciences, science and technology, archives, Fang Zhi, ancient maps, and other such work have strengthened the work of ancient books in this field. According to the geographical distribution, resource characteristics, and professional advantages, strengthen the optimization layout and organizational coordination of the preservation, collation, research, editing and publication of ancient books nationwide. Strengthen the construction of professional institutions for ancient book work, such as provincial-level ancient book protection centers and departments for the collation and research of ancient books of ethnic minorities.

6. Bring together the development of the ancient book industry. Coordinate the two forms of undertakings and industries, the two resources of public welfare and the market, the two forces of state-owned and private enterprises, and the two markets of domestic and foreign countries, and promote the formation of a new situation in the development of the ancient book industry. Grasp the law of the development of the ancient book cause, strengthen the connection and cooperation of all links of the ancient book work, and promote the common development of rescue and protection, collation and research, publication and utilization. Strengthen the construction of relevant industry associations, academic groups and think tanks, encourage all sectors of society to actively participate in the cause of ancient books, and create a good atmosphere for the whole society to care about and support the work of ancient books.

Third, improve the quality of ancient books

7. Improve the level of protection of ancient books. Continue to promote the Chinese version of the project and the chinese ancient book protection plan, in-depth census of ancient books, strengthen the collection of basic information, improve bibliographic data, compile a summary of the general catalog, and find out the resources and preservation of Chinese ancient books at home and abroad. Strengthen the construction of infrastructure for the storage of ancient books, improve the conditions for preservation, do a good job in the protection of off-site and heterogeneous disasters, and ensure the safety of ancient book resources. Strengthen the protection of precious ancient books, carry out the selection of national and provincial precious ancient books and key protection units of ancient books, and implement dynamic management of selected ancient books and units. Formulate standards for the grading of ancient books and cultural relics, and state-owned units storing ancient books shall complete the grading and archiving of ancient books and cultural relics in accordance with relevant regulations, and strengthen the protection of ancient books and cultural relics. Enhance the ability to restore ancient books and strengthen the rescue restoration of endangered ancient books. Strengthen the construction of ancient book edition resources in the National Edition Museum, and do a good job in collecting and preserving scattered and unmanaged ancient books. Promote the rescue and protection of ancient books and documents of ethnic minorities. Strengthen the basic research on the protection of ancient books, give play to the supporting role of scientific and technological protection, and promote the breakthrough of key technologies for the protection of ancient books and the research and development of restoration equipment.

8. Improve the ability of collation, research, editing and publishing of ancient books. According to the specific conditions of different types of ancient books, we should do a good job of collation, research, editing and publishing in a targeted manner to prevent low-level duplication. Strengthen the systematic collation and publication of documents handed down from generation to generation, promote the in-depth collation and publication of basic ancient books, and accelerate the publication and utilization of excavated documents and research results. Promote the integrated collation and publication of ancient books and documents through generations and dynasties, and promote the collation and research of ancient books in ethnic minority scripts, translation and publication. Deepen the basic theoretical research on the collation of ancient books, summarize the theories and methods of ancient book collation formed in long-term practice, improve the research and publication paradigm of ancient book collation in the mainland, and build a theoretical research system for the collation and publication of ancient books.

9. Strengthen the scientific and standardized management of ancient book work. Compile and implement long-term plans for the work of national ancient books, establish and improve a multi-level planning system, and do a good job of hierarchical protection of ancient books and classification and sorting and publishing at different levels. Improve the peer recommendation and expert review system for the establishment of ancient book projects and the publication of results, strengthen the overall coordination of special funds for ancient book work and relevant cultural, scientific research, and publishing funds to fund ancient book projects, and improve the performance evaluation system for ancient book projects. Strengthen the construction of the standard system for ancient book work, formulate and revise relevant national standards, improve the work norms for the protection, restoration, collation, publication, and digitization of ancient books, and improve the quality inspection system for public services, publications, and network services of ancient books.

Fourth, accelerate the transformation and utilization of ancient book resources

10. Excavate the value of ancient books. Integrate the work of ancient books into the overall situation of national development, and pay attention to the protection, inheritance, transformation and utilization of ancient books in the implementation of major national strategies. Systematically sort out the ancient books and documents containing the core ideas and concepts of China's excellent traditional culture, traditional Chinese virtues, and Chinese humanistic spirit, so as to provide useful reference for governing the country. Focusing on forging a solid sense of the Chinese national community, we will thoroughly sort out the ancient books and documents that reflect the history of exchanges, exchanges, and blending of various ethnic groups, excavate and carry forward the ideas of national unity and progress contained in them, and guide the masses of all ethnic groups to establish a correct view of the history of the Chinese nation. Deeply sort out and study ancient scientific and technological classics, inherit scientific culture, and serve scientific and technological innovation. Comb and excavate the essence of classical medical books, promote the inheritance and innovation of traditional Chinese medicine, and improve the health and well-being of the people. Inherit the excellent achievements of Chinese farming civilization and serve the revitalization of rural areas.

11. Promote the effective use of ancient books. Coordinate the relationship between the attributes of ancient books and cultural relics and the attributes of documents, and all kinds of ancient book storage institutions at all levels should improve the efficiency of utilization on the basis of strengthening the protection of ancient books. Improve the mechanism for the convenient use of ancient book resources, encourage ancient book storage institutions to provide ancient book resource services to the public, improve the level of openness and sharing of ancient book resources, and stimulate the vitality of the protection and utilization of ancient books. Strengthen the protection of ancient books and the integration and utilization of publication results, build a knowledge system for chinese ancient book edition catalogs, and strive to build a service system for ancient book knowledge.

12. Promote the digitization of ancient books. Establish and improve the guidance and coordination mechanism for the digitization of national ancient books, and coordinate the implementation of the national ancient book digitization project. Actively docking the national cultural big data system, strengthening the circulation and collaborative management of ancient book data, and realizing the convergence and sharing of ancient book digital resources. Support key units in the digitization of ancient books to become stronger and better, and strengthen the management and open sharing of digital resources for ancient books. Coordinate the construction and service of digital version resources for ancient books, and promote the development and utilization of professional databases of ancient books. Actively carry out research and practice on the structure, systematization of knowledge, and the use of intelligent use of ancient book texts, and accelerate the transformation and upgrading of the collation and utilization of ancient books.

13. Do a good job in popularizing and disseminating ancient books. Increase the publicity and promotion of ancient books, and do a good job in the mass dissemination of ancient books through multiple channels, media and three-dimensionality. Continue to promote the work of ancient books into the campus, and carry out the excellent traditional Chinese culture education throughout the national education. Improve the quality of popularization and publication of ancient books, and do a good job of selecting and translating classic ancient books. Actively advocate the reading of ancient books and carry out the recommendation of excellent versions of classic ancient books. Strengthen the production and promotion of audio and video programs on ancient books, and provide high-quality integrated media services. Support all kinds of ancient book storage institutions at all levels and collation and publishing units to carry out special exhibitions and displays of ancient books, and encourage the development and promotion of ancient book cultural and creative products. Strengthen foreign exchanges and cooperation in ancient book work, make full use of overseas cultural platforms to carry out foreign publicity and promotion activities for ancient books, increase the intensity of display and sales, promote the export of ancient books to foreign copyrights, and do a good job in the translation and publication of excellent Chinese classics.

V. Strengthen work guarantees for ancient books

14. Strengthen organizational leadership. Party committees and governments at all levels should fully understand the important significance of promoting the work of ancient books in the new era, incorporate the work of ancient books into the planning of economic and social development, and strengthen organizational leadership and work arrangements. The propaganda departments of party committees at all levels should strengthen overall planning and guidance, integrate resources and forces, and form a joint work force. All relevant departments and units should follow the division of duties, refine the objectives and tasks, and adopt effective measures to grasp the implementation of the work.

15. Promote the construction of ancient book disciplines. Further optimize the professional layout of ancient books related disciplines in the mainland, strengthen the construction of the curriculum system, and improve the professional system of ancient books related disciplines covering the protection, collation and research, editing and publication of ancient books and digitization. Deepen the theoretical construction of ancient books, compile professional teaching materials, strengthen practical teaching, encourage the addition of ancient literature-related teaching content in the teaching of literature, history and philosophy, traditional Chinese medicine and other related disciplines, and encourage colleges and universities with the capacity to set up ancient literature-related disciplines that combine folk and ancient Chinese texts. Strengthen the interdisciplinary integration of disciplines, and promote the integration and development of ancient books and disciplines in the fields of material technology, information technology, and artificial intelligence.

16. Strengthen the construction of talent teams. Strengthen the construction of professional institutions for the preservation and protection of ancient books, collation, research and publication, expand the scale of talents for the protection and restoration of ancient books, strengthen the strength of research institutions for the collation of ancient books, improve the mechanism for the inheritance of talents in ancient characters of ethnic minorities, build an academic exchange platform for professional talents in ancient books of ethnic minorities, and strengthen the construction of professional publishing teams of ancient books. Improve the employment mechanism to ensure the work treatment of personnel related to ancient book work. Strengthen the training of ancient book talents, implement the ancient book talent training plan, set up a national ancient book talent training library, and build a training base for ancient book talents and a training platform integrating the collation and research of ancient books. Improve the evaluation mechanism, scientifically evaluate the quality of ancient book work, improve the evaluation methods for ancient book work results, and strengthen the selection and recommendation of excellent results in ancient books. Policies such as professional title evaluation, appraisal and promotion of excellence, identification of scientific research achievements, and evaluation of benefits should be inclined to the staff of ancient books, and the proportion of social benefit assessment should be increased for state-owned cultural enterprises that mainly undertake ancient book work, and the business departments of state-owned cultural enterprises and institutions that mainly undertake key projects of ancient books may not assess economic benefits.

17. Improve rule of law safeguards. When formulating and revising relevant laws and regulations in the fields of culture, education, science and technology, health, language and writing, and publishing, attention should be paid to reflecting the relevant contents of the prosperous development of ancient books. Encourage localities with the capacity to issue local regulations to strengthen the work of ancient books. Strengthen supervision and inspection of the implementation of relevant laws and regulations, and increase the protection of legitimate rights and interests in the field of ancient book work.

18. Strengthen fiscal and taxation policy support. The central and local finances will give key support in the light of actual conditions, and include funds related to the work of ancient books in the annual budget. Make overall use of existing funding channels, improve the input mechanism, and adjust and optimize the expenditure structure. Continue to implement preferential tax policies related to supporting the cause of ancient books. Support and guide citizens, legal persons and other organizations to participate in the protection and inheritance of ancient books in the form of donations, funding, and the establishment of foundations in accordance with law.
