In accordance with the provisions of relevant laws and approval documents, the Suizhou Municipal Bureau of Natural Resources and Planning decided to transfer the right to use 1 case of state-owned construction land in the online trading system of the Suizhou Municipal Bureau of Natural Resources and Planning by way of online listing. The relevant matters are hereby announced as follows:

First, the basic situation of the listed land for sale and the main planning indicators requirements:

3. Bidders shall participate in bidding according to the following requirements:

1. Enterprise legal persons, natural persons and other organizations within or outside the territory of the People's Republic of China, unless otherwise restricted by laws and regulations on the applicant. The online listing will not accept applications other than online bidding applications. After the completion of the online listing transaction, the bidder shall submit the original relevant materials such as the enterprise business license and the identity certificate of the legal representative to the Municipal Land and Resources Exchange Center within 5 working days, and after review, if it meets the conditions for bidding qualifications, the Municipal Public Resources Trading Center shall issue a "Transaction Registration Form", and the Municipal Land Acquisition Reserve Center shall sign a "Transaction Confirmation Letter" with the bidder. If, after review, the bidder does not comply with the provisions of this transfer announcement, transfer rules and other documents, its bidding behavior is invalid, and the bidding deposit will not be refunded.

2. If the applicant intends to establish a new company for development and construction after bidding for land, when submitting the bidding application, the legal representative, capital contribution composition, establishment time and other contents of the new company are specified in the "Bidding Application", and the absolute controlling shareholder of the newly established company must be the bidder. The transferor may, on the basis of the results of the bidding auction listing and transfer, first sign the "Contract for the Transfer of State-owned Land Use Rights" with the bidder, and then sign the "Agreement on the Modification of the Contract for the Transfer of State-owned Land Use Rights" with the new company after the bidder has completed the registration formalities of the new company as agreed; it may also directly sign the "Contract for the Transfer of State-owned Land Use Rights" with the new company as agreed.

3. Before bidding, please carefully read the "Rules for the Online Listing and Transfer of the Right to Use State-owned Construction Land in Suizhou City" and the "User Operation Instructions for the Online Listing and Transfer System of the Suizhou Municipal Natural Resources and Planning Bureau" and other documents.

4. Bidders can log on to the online trading system of Suizhou Municipal Natural Resources and Planning Bureau to inquire or download the detailed information and related documents of the land plots listed for sale.

5. The bidder must hold the relevant certificate to the center to handle the digital certificate ukey in the early stage, and use the digital certificate to enter the trading system to fill in the relevant information, and the information filled in by the bidder must be true, accurate and complete.

6. The payment method of the land bidding deposit is the online banking payment mode, and the bidder can pay the bidding deposit in full to the random sub-account automatically generated by the online trading system within the specified time limit through the enterprise online banking. Support enterprises to replace the land transfer bidding deposit with a letter of guarantee issued by the bank.

4. The bidder shall be determined in accordance with the principle of "not lower than the starting price and the highest price".

V. Special Instructions:

1. Where there are criminal acts such as forging official documents to defraud land use procedures and illegally reselling land, illegal transfer of land use rights and other illegal acts, land is idle for more than one year due to enterprise reasons, development and utilization in violation of the conditions agreed in the transfer contract, unauthorized change of the use of land for affordable housing projects to engage in commercial housing development, and arrears in land transfer fees, the enterprise (including its controlling shareholder and its controlling shareholder newly established enterprise) cannot participate in this transfer activity until the illegal and illegal breach of contract is dealt with.

2. The land transfer price shall be paid in full in accordance with the provisions of the transfer contract.

3. If the bidder is overdue or refuses to sign the written "Confirmation of the Online Listing and Transfer of the Right to Use The State-owned Construction Land" and the "Contract for the Transfer of the Right to Use the State-owned Construction Land", and fails to pay the land transfer price and other taxes and fees on time, it shall bear the liability for breach of contract, and the Suizhou Municipal Natural Resources and Planning Bureau may confirm that the result of the bid is invalid, and the bidding deposit will not be refunded.

4. The defaulter will be included in the list of dishonest users and will be publicized. Dishonest users must not participate in any activities to transfer the right to use state-owned construction land in Suizhou City.

VI. Listing Time Requirements:

1. The announcement of the listing and transfer of the right to use state-owned construction land is from April 9, 2022 to April 28, 2022; the listing time is from 10:00 on April 29, 2022 to 10:00 on May 16, 2022;

2. The registration start time and the deadline for deposit payment are from 10:00 on April 29, 2022 to 16:00 on May 12, 2022;

3. 5 minutes before the end of the quotation period, the system starts a time-limited auction, if there is a bidder willing to continue bidding, according to the time-limited bidding rules, the system will automatically confirm whether the transaction is completed.
