The construction of the twin-city economic circle in the Chengdu-Chongqing region is a major national regional development strategy personally planned, personally deployed and personally promoted by General Secretary Xi Jinping. Always adhere to the concept of "one family, one chess game, integration", vigorously promote the integrated development of adjacent areas from the aspects of development planning, infrastructure, operation and management, and promote the Sichuan-Chongqing Gaozhu New Area to start a good situation and make a good start.
(1) Highlight the "same city integration circle" and promote the integration of development planning. Adhering to the principle of "unified preparation, joint review, legislative confirmation, and integrated implementation", in accordance with the idea of "integration of industry and cityscape", the preparation of conceptual planning, land spatial planning and industry, transportation, urban design and other special plans are fully covered, and we are stepping up efforts to improve the planning of the 6 square kilometer starting area of the new area, and fully display the form of a complete, accurate and comprehensive implementation of the new development concept of the new urban new area. Taking the cracking of traffic bottlenecks as the forerunner, highlighting the traffic in the same city, fully promoting the construction of projects such as the third phase of the North-South Avenue and the second phase of Chongqing Road, orderly carrying out the preliminary work of the Chongqing-Guangzhou Intercity Railway, the second phase of Sichuan-Chongqing Avenue, the Huayingshan Rural Revitalization Road, and the medium-capacity rail transit, and accelerating the construction of a multi-level comprehensive transportation network. Implement the "small management committee + large company" business model, collect "all resources, global development, and all benefits" into one main body, and achieve "co-investment and sharing" and "long-term and large balance" of market-oriented area development with corporatized operation. Fifth, the same price factor guarantee mechanism in the same city. Scientifically understand and deal with the relationship between "universal benefits" and "special benefits", take water and electricity as the top priority of enterprise landing, production and operation, in accordance with the "three unifications" principle of unified planning, unified service and unified price, fully integrate the resources of the two places, jointly establish a Gaozhu power supply service center, water supply and drainage and sewage treatment company, form a gas joint venture company, and accelerate the realization of the "same price in the same city" for the water and electricity elements in the new area.
The sixth is the legal linkage mechanism of cross-provincial coordination. The public security, procuratorate, court, judicial and other departments of the two places have adopted the method of "joint construction, sharing and co-governance" to establish the country's first cross-provincial cooperation and co-construction of the Gaozhu Police Center and the Gaozhu Procuratorial Service Center for coordinated linkage, efficiently operate the Gaozhu courtroom, public legal service center and "one-stop" centralized litigation service platform, accelerate the construction of the comprehensive legal affairs area of Gaozhu New Area, and create a cross-provincial collaborative legal reform demonstration model.
Third, continue to struggle, work hard, and strive to write a new chapter in Sichuan-Chongqing cooperation

(1) Promote the "one game of chess" of regional development, and build a pilot demonstration zone for the same urbanization as the central urban area of Chongqing. Give play to the role of the forefront of the Gaozhu New Area, take the initiative to integrate into the development of the central urban area of Chongqing, combine the results of the overall land spatial planning of Guang'an and Northern Chongqing, accelerate the preparation of the new district's land spatial planning, control detailed planning and urban design and other related plans, and accelerate the integration into the development pattern of the twin-city economic circle in the Chengdu-Chongqing area. Accelerate the construction of the Sichuan-Chongqing Science and Technology Innovation Base jointly invested by Sichuan Development (Holdings) Co., Ltd. and Chongqing Yufu Holding Group Co., Ltd., and promote cooperation with the Suzhou Hydrogen Energy Research Institute of Tsinghua University. Actively develop the "big health" industry, promote the construction of Ziyuan PET special fiber accessories, Jindexing precision auto parts and other industrial projects, and accelerate the construction of the national innovative industrial cooperation supporting zone. Focus on the positioning of the Sichuan Provincial Party Committee to "support Guang'an to rely on the Gaozhu New Area to build a Sichuan-Chongqing cooperative new energy vehicle supporting production base", build a new energy vehicle manufacturing supporting base in Chongqing, actively develop hydrogen fuel vehicles, integrate into the Chengdu-Chongqing "hydrogen corridor", and jointly build a green industry incubation base for hydrogen energy vehicles in Sichuan and Chongqing. Pay attention to the attraction of large brand enterprises and innovative leading enterprises, and introduce a number of large enterprises and good enterprises with strong innovation ability and high added value of products.
