"But the top priority is to solve the problem of everyone eating, we must make production normal as soon as possible, and the urgent need to produce is to solve the problem of funds." Dong Caiping said that he first borrowed money from relatives and friends to pay salaries to stabilize the mood of employees, and then started from reforming supply and marketing, signed separate contracts for sales and procurement personnel to promote production through sales, and cleaned up joint ventures, joint ventures, and subordinate economic entities, and intensified the collection of receivables. In 2001, WISCO was restructured from a state-owned enterprise to a private enterprise, and the company was also renamed Zhongtian Iron and Steel. After the "three major projects" gave Wuhan Iron and Steel a new life, Dong Caiping launched a "three-round plan". In 2004, it was promoted to a state-level enterprise group; in 2005, it became the first enterprise in Changzhou with production and sales of more than 10 billion yuan, the first five-star enterprise, and entered the list of China's top 500 enterprises for the first time; in 2008, it achieved a leap of 5 million tons of steel; and in 2012, it achieved a breakthrough of 10 million tons of steel production capacity. By 2018, Zhongtian ranked 136th among the top 500 Chinese enterprises, 51st among the top 500 manufacturing enterprises, and 7th among the top 100 private enterprises in Jiangsu Province.
