According to CCTV news client information, on the morning of 17 February, the Intermediate People's Court of Zibo City, Shandong Province, publicly pronounced a verdict in the case of Ma Ming, a former member of the CPPCC leading group and vice chairman of the Inner Mongolia Autonomous Region, for accepting bribes, and sentenced the defendant Ma Ming to life imprisonment, deprivation of political rights for life, and confiscation of all personal property; the property and fruits of bribes seized, sealed, and frozen in the case were recovered and handed over to the state treasury.

After trial, it was ascertained that: From 2000 to 2019, defendant Ma Ming took advantage of his position as a member of the Standing Committee and vice mayor of Songyuan City, Jilin Province, secretary and director of the party leading group of the Jilin Provincial Department of Commerce, secretary of the Liaoyuan Municipal Party Committee of Jilin Province, member of the party leading group of the Jilin Provincial Government, vice governor, secretary of the party committee and director of the Public Security Department, vice chairman of the Inner Mongolia Autonomous Region Government, secretary of the party committee and director of the Public Security Department, and member of the inner Mongolia Autonomous Region CPPCC party group and vice chairman, or took advantage of the convenience of his authority and position to operate enterprises for others. Providing assistance in job adjustment and case handling, and illegally accepting property sent by others, a total of more than 157.85 million yuan.

The Zibo City Intermediate People's Court held that defendant Ma Ming's conduct constituted the crime of accepting bribes, and that the amount of bribes accepted was particularly huge, the number of bribes accepted was large, the time span was large, and the integrity of the state functionaries' conduct was seriously infringed upon, and the impact was bad; at the same time, after Ma Ming arrived at the case, he was able to take the initiative to confess the fact that the case-handling organs had not yet grasped the fact that the bribery of more than 150.71 million yuan was not yet known, admit guilt and repentance, report others constituted meritorious service, and the stolen money and stolen goods had all been recovered, and there were statutory and discretionary mitigating circumstances. Taking into account the facts, nature, circumstances and degree of harm to society of the above-mentioned crimes, the court rendered the above-mentioned judgment.

On May 27, 2021, the Intermediate People's Court of Zibo City, Shandong Province, held a public trial in the first instance to hear the bribery case of Ma Ming, a former member of the CPPCC Inner Mongolia Autonomous Region and vice chairman of the CPPCC National Committee.

According to the official resume, Ma Ming was born in October 1957 and worked in Jilin and Inner Mongolia. After graduating from Jilin Institute of Finance and Trade in 1982, he entered the Jilin Provincial Institute of Fiscal Sciences, and later served as deputy director of the State-owned Assets Administration of Jilin Province, deputy director of the Jilin Provincial Department of Finance, deputy director of the Department of Foreign Trade and Economic Cooperation of Jilin Province, vice mayor of Songyuan City, member of the Standing Committee of the Songyuan Municipal Party Committee, and vice mayor.

In 2003, Ma Ming was appointed deputy director of the Jilin Provincial Department of Finance, which was clearly at the level of director of the main department. In 2006, he became the director of the Department of Commerce of Jilin Province, and in 2008, he was transferred to the secretary of the Liaoyuan Municipal Party Committee.

In 2011, Ma Ming became a member of the Party Group of the Jilin Provincial Government and the director of the Provincial Public Security Department, and in January 2012, he was appointed Vice Governor of Jilin Province and Director of the Provincial Public Security Department.

In June 2012, Ma Ming was transferred to the Vice Chairman of the Inner Mongolia Autonomous Region Government and director of the Autonomous Region Public Security Department for six years, and in 2018 he was appointed Vice Chairman of the Inner Mongolia Autonomous Region CPPCC Committee, and was investigated in December 2019.

In November 2020, Ma Ming was "double-opened". After investigation, Ma Ming betrayed his original mission, lost the bottom line of discipline and law, disregarded the spirit of the eight provisions of the central authorities, accepted huge gifts, accepted banquets and accommodation arrangements that might affect the fair execution of official duties, and used official vehicles in violation of regulations; did not report personal matters in accordance with regulations; violated the regulations on the selection and appointment of cadres, wantonly sold official titles, and seriously undermined the political ecology of the areas and systems where he worked; in pursuit of material enjoyment, he wantonly became an official and also became rich, engaged in power and money transactions with lawless businessmen, and handled cases. Enterprise operations and project contracting take advantage of their positions to seek benefits for others, and illegally accept huge amounts of money.
