The verdict in the first-instance trial of Ma Ming, a former member of the CPPCC inner Mongolia Autonomous Region and vice chairman of the CPPCC National Committee, was pronounced today in the case of accepting bribes.

According to CCTV News, on the morning of February 17, the Intermediate People's Court of Zibo City, Shandong Province, publicly pronounced a verdict on Ma Ming's bribery case, sentencing defendant Ma Ming to life imprisonment for accepting bribes, depriving him of his political rights for life, and confiscating all his personal property; and seizing, sealing, and freezing the property and fruits of bribes seized, sealed, and frozen in the case, and handed them over to the state treasury.

He has worked in Inner Mongolia, Jilin for many years

Ma Ming, male, Han ethnicity, born in October 1957, 62 years old, Liaoning Liaozhong people, joined the Communist Party of China in June 1984, joined the work in July 1975, university degree, master of economics, researcher, deputy chief police supervisor.

Ma Ming is a grassroots start-up official who has worked for many years in Both Jilin and Inner Mongolia.

Shangguan News noted that from August 1982 to June 2012, Ma Ming worked in Jilin Province for 30 years, successively serving as a member of the Standing Committee and Vice Mayor of the Songyuan Municipal Party Committee, deputy director of the Provincial Department of Finance (at the level of director of the provincial department), director of the Provincial Department of Commerce, secretary of the Liaoyuan Municipal Party Committee, vice governor, director of the Provincial Public Security Department and other important positions.

In 2011, Ma Ming was transferred from the financial mouth to the public security mouth. In that year, he served as secretary of the party committee, director of the Jilin Provincial Public Security Department, chief inspector, and concurrently served as deputy secretary of the political and legal committee of the provincial party committee. It is worth noting that the secretary of the Jilin Provincial PARTY Committee at that time was none other than Sun Zhengcai, a "tiger" who had already fallen.

In June 2012, Ma Ming crossed the province to Inner Mongolia to perform his duties, serving as vice chairman of the Inner Mongolia Autonomous Region, director of the Autonomous Regional Public Security Department, and in January 2018, he was appointed vice chairman of the Regional Committee of the Chinese People's Political Consultative Conference. In February 2018, Ma Ming stepped down as director of the Inner Mongolia Autonomous Region Public Security Department.

After arriving in Inner Mongolia, Ma Ming has been engaged in the business of "selling officials". According to media reports, in 2017, the head of a municipal traffic management detachment wanted to "buy an official" and found Zhao Yunhui, then deputy director of the Inner Mongolia Autonomous Region Public Security Department. Zhao Yunhui wanted 10 million, but the detachment leader gave 7 million. Zhao Yunhui secretly hid 5 million yuan, and only gave Ma Ming 2 million. As a result, Ma Ming felt that the bid was too low, so he operated the detachment leader to the Xing'an League, which was relatively backward in economic conditions.

Take the initiative to confess the fact that more than 150 million yuan of bribes were accepted

On December 1, 2019, Ma Ming was investigated, and on November 17 of the following year, he was "double-opened".

The "Double Opening" circular shows that after investigation, Ma Ming betrayed his original mission, lost the bottom line of discipline and law, disregarded the spirit of the eight provisions of the central authorities, accepted huge gifts, accepted banquets and accommodation arrangements that might affect the fair execution of official duties, and used official vehicles in violation of regulations; did not report personal matters in accordance with regulations; violated the regulations on the selection and appointment of cadres, wantonly sold official titles, and seriously damaged the political ecology of the areas and systems in which he worked; in pursuit of material enjoyment, he not only became an official, but also became rich, engaged in power and money transactions with lawless businessmen, and handled cases. Enterprise operations and project contracting take advantage of their positions to seek benefits for others, and illegally accept huge amounts of money.

On May 27, 2021, the Intermediate People's Court of Zibo City, Shandong Province, held a public trial of Ma Ming's bribery case in the first instance. Prosecution indictment: From 2000 to 2019, defendant Ma Ming took advantage of his position as a member of the Standing Committee and Vice Mayor of Songyuan Municipal Committee of Jilin Province, secretary and director of the Party Group of the Department of Commerce of Jilin Province, secretary of the Liaoyuan Municipal Party Committee of Jilin Province, member of the Party Group of the Jilin Provincial Government, vice governor, secretary of the Party Committee and director of the Public Security Department, vice chairman of the Inner Mongolia Autonomous Region Government, secretary of the Party Committee and director of the Public Security Department, member of the Party Group and vice chairman of the Inner Mongolia Autonomous Region CPPCC Committee, or took advantage of the convenience of his authority and position to operate enterprises for others. Providing assistance in job adjustment, case handling, and obtaining loans, and illegally accepting property sent by others, totaling more than RMB157.85 million.

It is worth noting that one detail of the case was disclosed for the first time today. The Zibo Municipal Intermediate People's Court held that after Ma Ming arrived at the case, he could take the initiative to confess the fact that the case-handling organ had not yet grasped the fact that he had accepted bribes of more than 150.71 million yuan, admit guilt and repentance, report others to constitute meritorious service, and all the stolen money and stolen goods had been recovered, and there were statutory and discretionary mitigating circumstances.

In addition to Ma Ming, since the Nineteenth National Congress of the Communist Party of China, a number of "tigers" in Inner Mongolia have fallen, such as Yun Guangzhong, former member of the Standing Committee of the Inner Mongolia Autonomous Region Party Committee and former secretary of the Hohhot Municipal CPC Committee, and Xing Yun, former deputy director of the Standing Committee of the Inner Mongolia Autonomous Region People's Congress. On December 3, 2019, Xing Yun, who accepted bribes of more than 449 million yuan, was sentenced to a suspended death sentence, and after the completion of the two-year suspension of execution of his death sentence, he was sentenced to life imprisonment without commutation or parole; on November 3, 2020, Yun Guangzhong was sentenced to 14 years in prison for accepting bribes of 94.32 million yuan.

Several subordinates were investigated

Before and after Ma Ming's investigation, many people in the Inner Mongolia political and legal system were investigated, and several of Ma Ming's subordinates were dismissed one after another.

On October 31, 2018, Meng Jianwei, former deputy director of the Public Security Department of the Inner Mongolia Autonomous Region (at the level of the main department), was investigated, and he had been retired for one year when he fell. From September 2010 to January 2015, Meng Jianwei served as deputy director of the Inner Mongolia Autonomous Region Public Security Department, a subordinate of Ma Ming.

On June 25, 2019, Zhao Yunhui, another subordinate of Ma Ming, former deputy director of the Public Security Department of the Inner Mongolia Autonomous Region, was dismissed. In May 2013, Zhao Yunhui, then vice mayor of Hohhot and director of the Public Security Bureau, became deputy director of the new Public Security Department and became a subordinate of Ma Ming.

On December 4, 2020, Wang Laiming, former deputy secretary of the party committee and deputy director of the Inner Mongolia Autonomous Region Public Security Department, was investigated and double-opened on June 17, 2021. Wang Laiming was criticized for "wanting to be an official and wanting to get rich." The circular of the Central Commission for Discipline Inspection shows that Wang Laiming interfered in the change of land rights and interests in violation of the law and sought illegal benefits. In April 2011, Wang Laiming became a member of the Party Committee and deputy director of the Inner Mongolia Autonomous Region Public Security Department, and the following year became a subordinate of Ma Ming.

On September 18, 2021, Zhang Xiaomin, a former member of the party committee and deputy director of the Inner Mongolia Autonomous Region Public Security Department, was investigated, and he was also a subordinate of Ma Ming. Zhang Xiaomin was the deputy director of the Chifeng Municipal Public Security Bureau in May 2011 Zhang Xiaomin was appointed as the chief of the traffic police corps of the Inner Mongolia Autonomous Region Public Security Department, and in December 2015, he was appointed deputy director of the Inner Mongolia Autonomous Region Public Security Department. In March 2021, Zhang Xiaomin retired.

Ma Ming's predecessor was Zhao Liping. On March 20, 2015, Zhao Liping, who had retired, staged a crazy outlaw chase in Chifeng City. On November 11, 2016, Zhao Liping was sentenced to death in the first instance for intentional homicide, bribery, illegal possession of firearms and ammunition, and illegal storage of explosives.
