On the morning of February 17, 2022, the Intermediate People's Court of Zibo City, Shandong Province, publicly pronounced a verdict in the case of Ma Ming, a former member of the CPPCC Inner Mongolia Autonomous Region and vice chairman of the CPPCC National Committee, for accepting bribes, sentencing defendant Ma Ming to life imprisonment, deprivation of political rights for life, and confiscation of all personal property; seizure, sealing, and freezing of the property and fruits obtained from bribery in the case were recovered and handed over to the state treasury.
After trial, it was ascertained that: From 2000 to 2019, defendant Ma Ming took advantage of his position as a member of the Standing Committee and vice mayor of Songyuan City, Jilin Province, secretary and director of the party leading group of the Jilin Provincial Department of Commerce, secretary of the Liaoyuan Municipal Party Committee of Jilin Province, member of the party leading group of the Jilin Provincial Government, vice governor, secretary of the party committee and director of the Public Security Department, vice chairman of the Inner Mongolia Autonomous Region Government, secretary of the party committee and director of the Public Security Department, and member of the inner Mongolia Autonomous Region CPPCC party group and vice chairman, or took advantage of the convenience of his authority and position to operate enterprises for others. Providing assistance in job adjustment and case handling, and illegally accepting property sent by others, a total of more than 157.85 million yuan.
The Zibo City Intermediate People's Court held that defendant Ma Ming's conduct constituted the crime of accepting bribes, and that the amount of bribes accepted was particularly huge, the number of bribes accepted was large, the time span was large, and the integrity of the state functionaries' conduct was seriously infringed upon, and the impact was bad; at the same time, after Ma Ming arrived at the case, he was able to take the initiative to confess the fact that the case-handling organs had not yet grasped the fact that the bribery of more than 150.71 million yuan was not yet known, admit guilt and repentance, report others constituted meritorious service, and the stolen money and stolen goods had all been recovered, and there were statutory and discretionary mitigating circumstances. Taking into account the facts, nature, circumstances and degree of harm to society of the above-mentioned crimes, the court rendered the above-mentioned judgment.
