According to the Notice, the National Health Commission is responsible for managing the National Bureau of Disease Control and Prevention, responsible for health emergencies, and taking the lead in organizing and coordinating the response to the epidemic situation of infectious diseases. The Medical Administration Bureau of the National Health Commission was renamed the Department of Medical Administration; the Health Emergency Office of the National Health Commission (Emergency Command Center for Public Health Emergencies) was renamed the Department of Medical Emergencies.

At the same time, the Provisions on the Functional Allocation, Internal Institutions and Staffing of the National Bureau of Disease Control and Prevention (hereinafter referred to as the Provisions) were promulgated. Previously, at 10:00 on May 13, 2021, the National Bureau of Disease Control and Prevention was officially established at No. 14 Zhichun Road, Haidian District, Beijing, which means that the functions of the disease control agency have changed from simple prevention and control of diseases to comprehensive maintenance and promotion of the health of the whole population.

After 9 months, the "Three Determinations Plan" of the National Bureau of Disease Control and Prevention was released, which for the first time standardized the functional allocation, internal institutions and staffing of the National Bureau of Disease Control and Prevention, and also promoted the legalization of the institutions, functions, powers, procedures and responsibilities of the National Bureau of Disease Control and Prevention.

The National Bureau of Disease Control and Prevention is managed by the National Health Commission and is at the deputy ministerial level

According to the Notice, the National Health Commission is responsible for administering the National Bureau of Disease Control and Prevention.

The Provisions also make it clear that the National Bureau of Disease Control and Prevention is a national bureau managed by the National Health Commission and is at the deputy ministerial level.

At the same time, the following responsibilities are assigned to the National Bureau for Disease Control and Prevention:

1. Formulate and organize the implementation of infectious disease prevention and control programs, national immunization programs and interventions that seriously endanger people's health and public health problems, and formulate quarantine and monitoring catalogues of infectious diseases;

2. Organize and guide the prevention and control of the epidemic situation of infectious diseases, prepare special plans and organize their implementation, guide and supervise the drills of the plan, publish information on the epidemic situation of infectious diseases, and guide the prevention and control of parasitic and endemic diseases;

3. Responsible for the supervision and management of occupational health, radiation health, environmental health, school health, public place health, drinking water sanitation and other public health within the scope of their duties, responsible for the supervision of the prevention and treatment of infectious diseases, and improve the comprehensive health supervision system;

4. Formulate management measures for medical institutions with infectious diseases and supervise their implementation.

According to the Circular, the National Health Commission is responsible for health emergency work, taking the lead in organizing and coordinating the response to the epidemic situation of infectious diseases, organizing and guiding the prevention and control of other public health emergencies other than infectious diseases and medical and health rescue for various public emergencies, and establishing and improving the cooperation mechanism and notification and exchange mechanism for responding to public health incidents at ports with the General Administration of Customs.

It is worth noting that the "Provisions" require that we insist on moving the prevention threshold forward, improve the multi-channel monitoring and early warning mechanism, establish a multi-point trigger mechanism for intelligent early warning, promote the efficient coordination and seamless connection between public health services and medical services, improve the major public health risk assessment, judgment and decision-making mechanism, and improve the sensitivity and accuracy of assessment and monitoring.

The third is to formulate policies and norms for the prevention and control of major diseases and chronic diseases and supervise their implementation.

3. Adjustment of the responsibilities of the Party Committee of the National Health Commission (Office of the Leading Group for the Inspection Work of the Party Group).

It is responsible for party building and discipline inspection work in organs and units directly under Beijing, leading the work of organs and mass organizations, and undertaking internal inspection work. Party committees of organs have set up organ discipline inspection committees to undertake work related to discipline inspections of organs and units directly under Beijing and the building of party style and clean government.

4. Abolish the Disease Prevention and Control Bureau and the Comprehensive Supervision Bureau of the National Health Commission.

The number of posts in the National Health Commission has also been adjusted.

According to the Circular, the National Health Commission has 19 internal organs and organs with party committees (offices of the party group inspection work leading group) and bureaus for retired cadres. The administrative establishment of the organ is 464. There are 1 director, 4 deputy directors, and 80 leading posts at the department and bureau level (including 1 full-time deputy secretary of the party committee of the organ, 1 leading post of the discipline inspection committee of the organ, 10 health inspectors, and 2 leaders of the bureau of retired cadres).

There are 1 director, 4 deputy directors, and 32 directors and deputy directors (including 1 full-time deputy secretary of the party committee of the organ and 1 leading post of the discipline inspection committee of the organ).

At present, it has been nearly 10 months since the official inauguration of the National Disease Control Bureau on May 13, 2021, marking the official beginning of the reform and development of the mainland disease prevention and control system after the epidemic. Previously, the leadership team of the National Bureau of Disease Control and Prevention had been put in place, namely Director Wang Hesheng, Deputy Directors Chang Jile, Shen Hongbing, Sun Yang and Lu Jiang.

The five bureau leaders all have medical backgrounds and medical and health experience: the first director Wang Hesheng is the deputy director of the National Health Commission, who was mainly responsible for medical reform and other work, and during the epidemic period, he "parachuted" into Hubei to guide the frontline epidemic prevention and control; Chang Jile University specializes in clinical medicine and has been working in the health administrative department for many years; Shen Hongbing is an academician of the Chinese Academy of Engineering and an epidemiologist, transferred from the position of president of Nanjing Medical University; Sun Yang was the director of the Health Emergency Office (Public Health Emergency Command Center) of the National Health Commission. Lu Jiang, the president of the China-Japan Friendship Hospital, is a preventive medicine major and took up the post of Party Secretary and Deputy Director of the Chinese Center for Disease Control and Prevention in August 2020.

The establishment of the National Bureau of Disease Control and Prevention is also considered to be the largest adjustment of the public health system since SARS - the disease prevention and control functions originally scattered in multiple departments and bureaus of the National Health Commission were uniformly assigned to the National Bureau of Disease Control and Prevention, and the health supervision function was returned to the disease control system, echoing the calls from all walks of life to strengthen the disease control department after the outbreak of the new crown pneumonia epidemic.
