In the past three years, from the Hongqiao International Open Hub to the construction of the Socialist Modernization Leading Area in Pudong New Area, from the Lingang New Area to the Yangtze River Delta Ecological Green Integration Demonstration Zone, the high-level reform and opening up has injected strong impetus and vitality into the development of the Yangtze River Delta region.

According to reports, at present, 23 of the 29 policy measures decomposed by the overall plan for the construction of Hongqiao International Open Hub have been implemented, and 80% of the 16 policies applicable in the Hongqiao International Central Business District (hereinafter referred to as the Business District) have been landed. A number of policies and measures to deepen the expansion of the opening up of the service industry and promote the deep integration of finance and trade are accelerating the release of policy dividends.

In the Lingang New Area, most of the 78 tasks of the overall plan decomposition have been completed, basically forming an institutional open system framework with "five freedoms and one convenience" as the core.

"With the customs acceptance and actual operation of Yangshan Special Comprehensive Free Trade Zone as an important carrier, The Lingang New Area has carried out a series of reforms and innovations in trade liberalization and facilitation." Wu Wei, full-time deputy director of the Management Committee of Lingang New Area, said that for example, the establishment of an integrated information system for economic management in Lingang New Area, enterprises in the area do not have to set up electronic account books, and overseas goods do not have to be declared to the customs, which is leading in the country and even the world. At the same time, the new area has also established China's first foreign-controlled wealth management company and a foreign-invested financial technology company.

The innovation chain and the industrial chain are deeply integrated

In the past three years, the three provinces and one city have focused on strengthening the regional strategic layout of science and technology and the synergy of advantages, and solidly promoted the construction of the Yangtze River Delta science and technology innovation community.

Lu Min, deputy director of the Shanghai Municipal Science and Technology Commission, said that since 2018, the Yangtze River Delta Collaborative Innovation Index has increased by 22.4%, and great progress has been made in innovation cooperation, resource sharing, and achievement sharing. For example, in the past three years, the volume of cross-regional patent transfer has more than doubled, and in 2020, the three provinces and one city exported more than 14,000 technology contracts between each other, and the amount of technology transactions was 54.4 billion yuan.

Lu Min said that the three provinces and one city have also coordinated to enhance their independent innovation capabilities, jointly build a national strategic scientific and technological force, promote the "two hearts and co-creation" of the Zhangjiang and Hefei comprehensive national science centers, and start the construction of the Yangtze River Delta National Technology Innovation Center. In the national key research and development plan undertaken by the Yangtze River Delta in 2020, the number and amount of projects in the Yangtze River Delta to carry out collaborative research and development accounted for more than 80%.

In terms of industrial chain collaboration, leading enterprises such as SMIC, Huahong, and Geke Micro have achieved cross-domain layout in Nanjing, Wuxi, Shaoxing, Ningbo, Jiaxing and other places. The Yangtze River Delta Entrepreneur Alliance has promoted the establishment of 9 industrial chain alliances, jointly carried out collaborative research on key industrial chains in the Yangtze River Delta, and actively promoted the docking of supply and demand, standard unification and policy coordination of cross-regional industrial chains.

Among them, the G60 science and technology innovation corridor in the Yangtze River Delta focuses on advanced manufacturing industrial clusters such as integrated circuits, artificial intelligence, and biomedicine, and establishes a "1+7+N" industrial alliance system, which has now developed into a big family of 14 industrial alliances and 11 industrial cooperation demonstration parks to build and share, gathering 1470 head enterprises, with an output value of more than 3.2 trillion yuan in 2020.

At the same time, the coordinated development of regional finance has continued to advance. Up to now, the Shanghai Stock Exchange has laid out 32 listing service bases and workstations in the Yangtze River Delta region, and the science and technology innovation board and the pilot registration system have been smoothly promoted. As of the end of September, there were 160 listed enterprises on the science and technology innovation board in the three provinces and one city of the Yangtze River Delta, accounting for 47% of the country. Only in the G60 science and technology innovation corridor in the Yangtze River Delta, the listed enterprises on the science and technology innovation board in 9 cities account for more than one-fifth of the country.
