In order to implement the spirit of the Opinions on Doing a Good Job in Protecting the Legitimate Rights and Interests of Courier Groups (Jiaotong Postal Issue [2021] No. 59) and other documents of the Ministry of Transport and other seven departments, effectively strengthen the protection of the rights and interests of express delivery practitioners, and effectively resolve the risk of work injuries of employers, according to the Regulations on Work Injury Insurance, the Regulations on Work Injury Insurance of Guangdong Province, and the Measures of the Department of Human Resources and Social Security of Guangdong Province on the Participation of Specific Personnel Such as Workers Exceeding the Statutory Retirement Age in Units to Participate in Work Injury Insurance (Trial Implementation) (Guangdong Social Regulation [2020] No. 55) (hereinafter referred to as the "Measures") and other relevant provisions, combined with the actual situation, recently our province issued a notice to further promote the participation of express delivery employees in the work injury insurance related work.

01 Insured subjects

Express delivery enterprises and grass-roots outlets shall participate in social insurance in accordance with law for their employees who have established labor relations; grass-roots express delivery outlets with flexible employment and large mobility shall, in a timely manner, engage in express delivery receiving, sending, sorting, transportation, delivery and inquiry services for employees who are not fully in line with the situation of establishing labor relations, and participate in the individual work injury insurance for specific personnel in accordance with the provisions of the "Measures".

Those who have participated in social insurance in accordance with regulations before the issuance of this notice shall not be transferred to a single work injury insurance.

02 How to participate in the insurance

In accordance with the principle of territorial management and voluntary insurance, the relevant insured units shall participate in a single work injury insurance and pay the work injury insurance premium for the qualified express delivery employees, and the funds required for their payment shall be borne by the insured units, and the express delivery employees shall not be required to pay the work injury insurance premiums. The individual work injury insurance premiums of express delivery employees shall be calculated and paid in accordance with the relevant provisions of the Measures.

Grass-roots express delivery outlets with social security participation unit qualifications can be handled as insured units in the form of express delivery outlets.

Enterprises whose superiors of grass-roots express delivery outlets do not have the qualifications of social security insured units can be handled as insured units.

Grass-roots express delivery outlets employing workers through third-party labor outsourcing and other means may also use the labor outsourcing enterprise method as an insured unit to centrally handle the participation of express delivery employees in the work injury insurance, but it shall be limited to those who meet the conditions of the scope of personnel specified in this notice and sign an agreement to stipulate the employment position, remuneration payment, insurance participation method, labor safety protection, etc.

Express delivery employees who have participated in the individual work injury insurance of specific personnel in accordance with the regulations, who have suffered accident injuries or occupational diseases due to their work, their work injury identification, labor ability appraisal and work injury insurance treatment guarantee paid by the work injury insurance fund shall be implemented in accordance with the relevant provisions of the Regulations on Work Injury Insurance, the Regulations on Work Injury Insurance of Guangdong Province and the Measures.

According to the relevant provisions, during the two-year probationary period from April 1, 2021, the participation of express delivery employees in a single work injury insurance shall be temporarily handled in accordance with this notice, and if the state and the province have new regulations, they shall follow their provisions.
