Bde-chen-skal-bzang-pho-brang is located southwest of gzhis-ka-rtse-grong-khyer in the Sangzhuzi District of Shigatse, 500 meters north of Tashilhunpo Monastery. Deqing Kelsang Pozhang is the summer residence of the Panchen Lama, which is known locally as the "New Palace".

It was founded in 1844 (the twenty-fourth year of the Qing Dynasty) by the Seventh Panchen Lama (bstan-pavi-nyi-ma) and rebuilt after the floods of 1954. In addition to the living room and office of the Panchen Lama, the main building contains 5 prayer halls and more than 100 Buddha statues. In particular, the fresco "Basipa Meets Kublai Khan" is the most famous. Its architectural style blends tradition and modernity, and the décor is lavish and distinctive.

(1) The Seventh Panchen Lama Erdene Danbi Nyi-ma (1781-1853), a member of the Later Tibetan Bailang Sect; he negotiated the "Statute of the Aftermath of Tibet" with the Eighth Dalai Lama and Fukang'an; from 1796 to 1850, he was ordained and ordained by the Ninth, Tenth and Eleventh Dalai Lamas; in 1842, the Qing Dynasty granted the title of "Xuanhua Suijiang" at the age of 72.

(2) Chos-kyi-rgyal-mtshan (1938-1989): A native of Wendu Township, Xunhua County, Qinghai Province. In 1943, he was identified as the reincarnation of the Ninth Panchen Lama and was welcomed to the Taal Monastery for offerings. On June 3, 1949, the National Government approved him as the 10th Panchen Erdene, and on August 10 of the same year, he "sat on the bed" and took the French name "Lobsang ChiReludup Choekyi Gyaltsen".
