"Late at night on February 9, a large ship with an AIS that was not opened normally ventured in the Chongming North Branch Waterway, and the Chongming Maritime Safety Bureau made an emergency dispatch late at night to successfully intercept the sea-related transport inland vessel that did not turn on the navigation lights according to regulations and the AIS did not turn on normally.

According to maritime personnel, with the vigorous development of special governance actions such as "escorting the Mouth of the Yangtze River", the illegal behavior of "entering the river and entering the sea" in large quantities of inland vessels involved in the waters of Shanghai Port has been effectively curbed, and the navigable environment of the waters has been significantly improved. However, a very small number of inland waterway vessels are driven by interests to continue to take risks and engage in illegal acts of sea-related transportation. At 23:15 on the night of February 9, the duty officer of the command center of the Chongming Maritime Safety Bureau found through radar echoes during electronic cruise that a ship in the Chongming North Branch of the Yangtze River Estuary in Shanghai did not start AIS navigation according to regulations, and it was suspected that the inland vessel attempted to engage in sea-related transportation.

After the VHF call was fruitless, the command center of the Chongming Maritime Bureau immediately assigned the Coast Guard "0107" ship to pursue and intercept, and dispatched the emergency tugboat "Haixiang XX" in nearby waters to verify the situation. After the patrol boat rushed to the scene, the ship refused to cooperate to forcibly break through the customs, law enforcement personnel strengthened publicity and persuasion, contacted the owner through the name of the ship, and finally got in touch with the river boat, law enforcement personnel to the shipowner to publicize the relevant laws and policies, and required the shipowner to immediately notify the crew of the ship to stop the ship for inspection by maritime law enforcement personnel.

At 1:00 a.m. on February 10, with the coordination of all forces, maritime law enforcement officers successfully intercepted the sea-related inland waterway "Huashun XX" in the waters near the BZ1 Lamp Float of Chongming North Branch Waterway. Under the supervision of the patrol boat "0107" ship, the inland river boat safely dropped anchor in Chongming waters at about 3:40 a.m., awaiting follow-up investigation.

During the Spring Festival, the Chongming Maritime Safety Bureau strengthened its duty in key waters and continued to crack down on the sea-related transportation of large inland waterway vessels in a high-pressure situation, such as failure to turn on navigation lights, irregularity in ship name markings, and non-opening of AIS in accordance with regulations.
