It is necessary to give full play to the spillover effect of the World Championship and promote the construction of the city's skilled personnel team to a new level. To this end, Shanghai will carry out large-scale vocational skills training, list a number of new technician colleges, and support the training of 10,000 new apprentices in enterprises. Vigorously promote the recognition of socialized vocational skill levels, carry out pilot evaluation and recruitment of special technicians, and support students graduating from vocational colleges and universities to participate in vocational skill level recognition.
Improve the efficiency of labor dispute mediation
Last year, labor relations in Shanghai remained generally stable. Strengthen the control of wage arrears, and for four consecutive years, it has been rated A in the assessment of the work of guaranteeing the payment of wages to migrant workers by the state and has been praised by the leading group of the State Council. In one year, to promote the digital transformation of Shanghai People's Social Security, the "one thing" for the retirement of enterprise employees, the social security 3.0 system, and the "Shanghai public recruitment new platform" were put into operation, and nearly 24 million cases were handled at the municipal level of "One Netcom Office" throughout the year. On the basis of the past year, Shanghai will accelerate the construction of the wage and deposit supervision system, carry out in-depth three-year actions to improve the ability of "harmonious peers" in labor relations, and announce major violations of labor security to the public in a timely manner. Accelerate the promotion of labor arbitration, supervision of "one-stop acceptance" and cross-regional collective dispute mediation, explore the cultivation of labor dispute mediation organizations in industries, regions or head enterprises where workers in new employment forms are concentrated, and comprehensively improve the efficiency of mediation.
