Notice on the declaration and recommendation of the 2022 Beijing Overseas Students Returning to China to Start a Business Startup Plan and the Pilot Work of High-level Overseas Talents Returning to China

Each settled institution:

In accordance with the relevant requirements of the Beijing Municipal Bureau of Talent Work on Carrying Out the Declaration of the 2022 Beijing Overseas Students Returning to China to Start a Business Startup Plan and the Notice on Carrying out the Pilot Work of The 2022 Beijing High-level Overseas Talents Returning to China, the relevant matters are hereby notified as follows:

I. Applicants returning to China to start a business start-up support plan application

(1) Declaration requirements

The following conditions must be met to apply for the support plan for overseas students to return to their home countries and start a business:

1. The declarant shall be the legal representative of the enterprise established;

2. Obtained a master's or doctoral degree outside the country (territory), or have more than one year of postdoctoral work experience outside the country (territory);

3. Have independent intellectual property rights, strong technological innovation, and strong market potential;

4. Familiar with relevant fields and international rules, strong management ability, overseas independent entrepreneurship experience is preferred;

5. The enterprise registration time is not earlier than January 1, 2019;

6. The amount of capital contributed by the declarant accounts for more than 50% of the registered capital of the enterprise;

7. The declarant has now returned to China full-time and has no job overseas;

8. Be honest and law-abiding, and have no criminal record.

This program will give priority to supporting start-ups in cutting-edge fields such as artificial intelligence, quantum information, integrated circuits, life and health, biological breeding, and aerospace technology. Returnees who have been funded by major talent projects of the central government and the city, the postdoctoral innovation talent support program and the China Association for Science and Technology Young Talents Entrustment Project are no longer included in the scope of this funding, and the selected personnel in previous years will no longer repeat their support.

(2) Declaration materials

The applicant shall truthfully fill in the "Application Form for the Beijing Overseas Students Returning to China to Start a Business Start-up Plan" (Annex 1) and the "Summary Form for the Declaration of the Beijing Overseas Students Returning to China to Start a Business Start-up Plan" (Annex 2).

Second, high-level overseas talents return to china to fund the pilot work

(1) Implementation priorities

This funding pilot mainly focuses on the construction of high-level talent highlands, focuses on the improvement of independent innovation capabilities and key core technology breakthroughs, serves the construction of international science and technology innovation centers and the needs of economic and social development, focuses on young scientific and technological talents with obvious innovation capabilities, and selects and supports a group of high-level innovative talents who have studied abroad and returned to China. This year, we will focus on supporting frontier fields and basic research fields such as artificial intelligence, quantum information, integrated circuits, life and health, biological breeding, and aerospace technology.

(2) Declaration requirements

The declarant must also meet the following conditions:

1. Chinese nationality;

2. Obtain a doctorate degree outside the country (territory);

3. Return to China after January 1, 2017;

4. Have now arrived full-time, resigned from overseas work or no overseas job;

5. Date of birth not earlier than January 1, 1971;

Under the same conditions, it is recommended to return to China who have served as associate professors (associate researchers) or senior management positions in well-known foreign universities, scientific research institutes, multinational companies, international organizations and other institutions, and have achieved remarkable results.

Returned talents who have received major talent project funding from the central government and the city are no longer included in the scope of this funding, and those selected in previous years will no longer repeat their support.

(3) Declaration materials

The declarant truthfully fills in the "Beijing High-level Overseas Talents Return to China Subsidy Application Form" (Annex 3) and the "Beijing High-level Overseas Talents Return Funding Declaration Summary Form" (Annex 4).

3. Declaration requirements and contact information

1. Each employer shall fill in the declaration materials truthfully. After review, the electronic version of the material will be sent to: [email protected] by 12:00 on Monday, February 14, 2022.

2. The employer is responsible for carefully reviewing the conditions and application materials of the declarant to ensure that the declarant does not have intellectual property disputes, violations of confidentiality agreements, non-compete prohibitions, part-time remuneration restrictions, etc.
