In 2021, Anhui Province launched the comprehensive reform of the college entrance examination, how to ensure the implementation of the course selection system under the background of the new college entrance examination?

Zhao Zhenhua, director of the Provincial Department of Education, said that the comprehensive reform of the college entrance examination in our province has been officially launched in September 2021, and the ordinary college entrance examination implements the "3+1+2" model. Under the new college entrance examination model, students' daily management is in a fixed administrative class, and students can choose to study subjects according to their own development needs and interests, and go to different teaching classes. The class selection system breaks the traditional administrative class and replaces it with the administrative class and the teaching class, which puts forward higher requirements for the running conditions, teachers, and teaching management of ordinary high schools. In order to ensure the smooth implementation of the comprehensive reform of the college entrance examination, our province has formulated a series of supporting measures to guide schools in various places to further improve the work under the background of the new college entrance examination.

The first is to improve the conditions for running schools. In 2021 alone, a total of 9.48 billion yuan was invested in various parts of the province to build, renovate and expand 126 schools, add 61,000 new degrees, and focus on solving the problem of large class sizes. According to the needs of curriculum implementation, revise and improve the standards for educational technology and equipment such as teaching facilities and equipment, library materials and other educational technology and equipment in ordinary high schools, guide all schools in various places to equip special classrooms and venues, and equip them with new instruments and equipment for physical and chemical students to improve the teaching environment, so as to provide hardware conditions for course selection and shifting.

The second is to supplement the teaching staff. Further improve the recruitment system for primary and secondary school teachers, implement the main responsibility for the recruitment of primary and secondary school teachers in cities and counties, carry out dynamic adjustment of primary and secondary school staffing, and optimize the allocation of resources. In 2021, a total of 5,016 ordinary high school teachers will be recruited in the province.

The third is to strengthen work guidance. The Provincial Department of Education issued the "Guiding Opinions on Strengthening the Teaching and Management of Ordinary High School Schools" to guide schools to establish a course selection system, formulate specific shift teaching work plans and course selection guidelines according to the characteristics and advantages of school running, and orderly promote course selection and shifting. In the next step, in accordance with the unified deployment of the state, our province will formulate and implement the "14th Five-Year Plan" county-level ordinary high school development and upgrading action plan, and actively develop the provincial ordinary high school academic level examination selective examination selection guide, and further strengthen the scientific guidance for high school students to choose subjects.

Under the "double reduction" policy, how can schools improve the quality of education and teaching and ensure the learning effect of students?

The first is to improve the quality and efficiency of classroom teaching. Issued the "Guiding Opinions on Improving the Quality of Classroom Teaching in Primary and Secondary Schools", implemented 12 measures such as improving the quality of lesson preparation, unified organization of more than 4,200 outstanding teachers to record 10,028 high-quality online courses, covering all school segments, disciplines, and versions of textbooks; built 11,653 smart schools to achieve full coverage of rural primary and secondary schools, and promote the co-construction and sharing of high-quality educational resources.

The second is to innovate in operation management. Issued the "Implementation Opinions on Improving the Level of Operation Management in Compulsory Education Schools", issued teaching guidance opinions and homework specification requirements for various disciplines, developed homework design guidelines for different disciplines, and incorporated homework management into the daily supervision content of standardized school-running behavior inspection and responsible supervision. Our province pioneered the primary and secondary school homework design competition, and was selected by the Ministry of Education as a typical case of "double reduction" to be promoted nationwide.

The third is to standardize the implementation of examination management. Issued the "Implementation Opinions on Further Standardizing the Management of Examinations in Compulsory Education Schools", which stipulates that mid-term examinations shall not be held at the primary school stage, paper-and-pencil examinations shall not be held in the first and second grades of primary schools, and other grades may be organized by the school once a semester. Each grade of the junior high school is organized by the school once a semester, and the mid-term examination is organized and implemented in accordance with the regulations. Mid-term and final examinations are all graded, and the results of the examinations are not ranked or published. It is strictly forbidden to rush the teaching progress and prepare for the exam in advance.

The fourth is to enrich and expand after-school services. Focus on optimizing after-school services, guide all localities to meet the diversified needs of students with "one policy" and "one school, one case", and incorporate after-school services into the 2022 provincial government people's livelihood project. At present, the province's compulsory education schools have achieved full coverage of after-school services; more than 280,000 teachers have participated in after-school services, accounting for 92.69%; more than 4.43 million students have received after-school services, accounting for 95.81%; and all counties (cities, districts) have established funding guarantee mechanisms.

Innovative measures and typical experiences related to after-school services in compulsory education in Hefei have been promoted by the Ministry of Education.
