According to Articles 28 and 29 of the Measures, municipal solid waste shall be collected, transported and treated separately, and it is prohibited to collect, transport and treat it in a mixed manner after garbage classification. According to Articles 31 and 33 of the Measures, collection and transportation units shall comply with the timely classification and collection of municipal solid waste and its classification and transportation to the specified transfer station or treatment site, and shall not be mixed and transported.
When receiving municipal solid waste, the treatment unit finds that it does not meet the classification requirements, it shall require the collection and transportation unit to make corrections; if it refuses to make corrections, it has the right to refuse to accept it and report to the competent department of urban domestic waste of the people's government at the county level where it is located.
At the same time, Article 25 of the Measures stipulates that the entity responsible for the management of the classification and release of urban domestic waste shall establish a daily management system for the classification and delivery of urban domestic waste; hand over the classified municipal domestic waste to the collection and transportation units that meet the regulations; if the provisions are violated, the competent department of urban domestic waste shall order corrections; if it refuses to make corrections, it shall be fined between 5,000 yuan and 50,000 yuan.

(2) Recyclables shall be treated for the use of renewable resources, and those that cannot be recycled may be harmlessly treated by incineration, power generation, etc.;
(3) Hazardous waste shall be treated harmlessly, and if it is hazardous waste, it shall be handed over to a qualified hazardous waste treatment enterprise for disposal;
(4) Other garbage shall be treated harmlessly by means of incineration for power generation and sanitary landfill。
Note: Article 24 of the Measures establishes a system of responsibility areas for the management of domestic garbage classification, and the management responsibilities of various types of responsibility areas are determined in accordance with the following provisions and publicized:
(1) The residential community in which the property service enterprise is employed shall be responsible; the residential community that implements self-management shall be the responsibility of the owners' committee; and the residential community that has not hired the property service enterprise and has not established a owners' committee shall be responsible for the residents' (village) committee;
(2) Office buildings, shopping malls, various types of markets, accommodation, catering and other business premises shall be the responsibility of the operation and management unit;
(3) The operation and management unit shall be responsible for subway stations, airports, stations, wharves, parking lots, bus starting and ending stations and their management scope;
(4) Railways, highways, urban roads, subways, tunnels, underground passages, rivers, lakes and other waters shall be the responsibility of the operation and management unit;
(5) Public places such as parks, squares, tourist attractions, public cultural facilities, and entertainment venues are the responsibility of the operation and management unit;
(6) The construction unit shall be responsible for the construction site of the construction project, and the construction unit shall be responsible for the construction project land that has not yet started;
(7) The management areas of organs, groups, troops, schools, hospitals, and other enterprises and public institutions shall be the responsibility of the unit.
Where management responsibilities cannot be determined in accordance with the provisions of the preceding paragraph, or where relevant units have objections to the determination of management responsibilities, they shall be determined by the local sub-district office (township people's government); where administrative regions are crossed, they shall be determined through consultation; and where consensus is not reached through consultation, it shall be determined by the joint competent department for urban solid waste at the level above.
In accordance with the provisions of this article, it is determined that the unit that bears the management responsibility is the main body responsible for the classification and management of urban domestic waste, and the local street office (township people's government) shall be publicized in the area of responsibility.
