Recently, Xiao Yaqing, convener of the inter-ministerial joint conference on energy conservation and new energy automobile industry development and minister of industry and information technology, presided over the 2022 annual work conference of the inter-ministerial joint meeting. The meeting requested that in 2022, we should vigorously promote the high-quality development of the new energy automobile industry, and study and clarify the support policies such as the continuation of the preferential tax on the purchase tax of new energy vehicles as soon as possible. This means that after the two extensions of the tax exemption period for new energy vehicles in 2017 and 2020, the implementation period of the car purchase tax exemption policy may usher in the third extension.

Reduce the cost of buying a car

It is understood that the current preferential policies for new energy vehicles mainly include purchase subsidies, exemption from purchase tax, and exemption from vehicle and vessel tax.

In 2014, the executive meeting of the State Council decided that from September 1, 2014 to the end of 2017, new energy vehicles that have been licensed to sell (including imports) in China will be exempted from vehicle purchase tax; in 2017, the Announcement on Exemption from New Energy Vehicle Purchase Tax issued by the Ministry of Finance, the State Administration of Taxation, the Ministry of Industry and Information Technology, and the Ministry of Science and Technology proposes that from January 1, 2018 to December 31, 2020, the purchase of new energy vehicles will be exempted from vehicle purchase tax; in 2020, according to the Ministry of Finance, The Announcement on the Policies Related to the Exemption of Vehicle Purchase Tax for New Energy Vehicles issued by the State Administration of Taxation and the Ministry of Industry and Information Technology extends the policy of exempting vehicle purchase tax to December 31, 2022, and exempts new energy vehicles purchased by consumers from vehicle purchase tax. The above-mentioned new energy vehicles exempted from vehicle purchase tax refer to pure electric vehicles, plug-in hybrid (including range extender) vehicles, and fuel cell vehicles.

According to the current fuel vehicle purchase tax calculation method, when consumers buy a new car at a naked car price of 200,000 yuan, the car purchase tax payable is 17,699 yuan. This means that if you spend 200,000 yuan to buy a new energy vehicle, you can save 17,699 yuan.

"The continuation of the purchase tax exemption policy will help consolidate the achievements of the development of new energy vehicles and achieve a 'nother ride'." Auto analyst Ren Wanfu told reporters. Industry insiders pointed out that although the development of new energy vehicles in the mainland has changed from policy-driven to market-driven, under the continuous drive of favorable policies, new energy vehicles will usher in a new round of growth. The continuation of the purchase tax exemption policy will continue to play a role as a major benefit after the subsidy for new energy vehicles has declined.

Hedge against price increases in new energy vehicles

Since the beginning of this year, the comprehensive cost of new energy vehicles has been rising, especially since the launch of new energy vehicle captive insurance at the end of last year, the premiums of many popular models such as Tesla and Xiaopeng Motors have risen by thousands of yuan, directly pushing up the cost of vehicle use.

At the same time, the Ministry of Finance, the Ministry of Industry and Information Technology, the Ministry of Science and Technology, and the National Development and Reform Commission recently jointly issued the "Notice on the Financial Subsidy Policy for the Promotion and Application of New Energy Vehicles in 2022", which clearly states that the subsidy standard for new energy vehicles in 2022 will be reduced by 30% on the basis of 2021, and 2022 will be the last year for the implementation of subsidies.

More discounts should be given at the usage stage

According to the statistics of the China Automobile Association, the production and sales of new energy vehicles in the mainland in 2021 will reach 3.545 million units and 3.521 million units, respectively, an increase of 1.6 times year-on-year, and the market share will reach 13.4%. The 2022 annual working conference of the Inter-ministerial Joint Conference on Energy Conservation and New Energy Vehicle Industry Development stressed that 2022 is a key year for new energy vehicles in the mainland to take advantage of the momentum and accelerate development, and to make new contributions to expanding consumption and stabilizing the industrial economy. However, as the new energy vehicle market gradually matures, the rise in comprehensive costs will limit consumers' desire to buy, and the new energy vehicle purchase tax exemption policy will not be indefinitely extended. So, how to further stimulate the consumption of new energy vehicles in the case of fewer and fewer front-end offers?

"Preferential policies in the use of links are more conducive to increasing sales of new energy vehicles, such as preferential electricity charges, parking discounts, breaking down barriers to the circulation of second-hand cars, and reducing premiums." Ren Wanfu believes that the support policy should accelerate the transfer from the pre-purchase car to the use link after the car purchase.

Recently, the National Development and Reform Commission and relevant departments researched and formulated the "Implementation Plan for Promoting Green Consumption", which proposes to vigorously promote new energy vehicles, gradually cancel the purchase restrictions of new energy vehicles in various places, and promote the implementation of support policies such as restriction exemption and right of way. It is understood that the current purchase restrictions on new energy vehicles are mainly concentrated in first-tier megacities such as Beijing, Shanghai and Guangzhou, where new energy vehicle sales are relatively high, and if the purchase restrictions are canceled, it will contribute to stimulating the consumption of new energy vehicles.

Ren Wanfu said frankly: "The number of cars in megacities is large, the road congestion is serious, and it is difficult to completely relax the purchase restrictions of new energy vehicles in the short term." In this regard, some insiders suggested that megacities can alleviate congestion to a certain extent by implementing policies such as congestion charges.
