The full text of the notice is as follows↓

In order to promote the continuous improvement of air quality in the whole region and safeguard the safety of people's lives and property, in accordance with the provisions of the Law of the People's Republic of China on the Prevention and Control of Atmospheric Pollution, the Regulations on the Prevention and Control of Air Pollution in Tianjin, the Regulations on the Promotion of Civilized Behavior in Tianjin, the Interim Measures for comprehensive law enforcement of Streets in Tianjin and other laws and regulations, the relevant matters concerning the prohibition of open burning are hereby notified as follows:

1. The entire territory of Jinghai District of Tianjin is an area where open burning is prohibited.

2. It is forbidden for any unit or individual to openly burn the following substances:

1. Straw, barren grass, fallen leaves and sacrificial objects and other substances that produce soot pollution;

2. Asphalt, linoleum, rubber, plastic, leather, garbage and other substances that produce toxic and harmful smoke and odorous gases.

3. The township and town people's governments, subdistrict offices, ziya economic development zone management committees, and urban management committees are responsible for the law enforcement of the prohibition of burning in their respective regions, as the main body of law enforcement.

4. For units and individuals that violate the provisions of this Circular and have the above-mentioned open burning behavior, in accordance with the "Law of the People's Republic of China on the Prevention and Control of Atmospheric Pollution", "Tianjin Municipal Regulations on the Prevention and Control of Atmospheric Pollution", "Tianjin Municipal Regulations on the Promotion of Civilized Behavior", etc., the township people's governments, subdistrict offices, comprehensive law enforcement departments of the Ziya Economic Development Zone Management Committee or the comprehensive administrative law enforcement detachment of urban management shall order corrections, and impose a fine of between 10,000 and 100,000 yuan on the units and between 500 and 2,000 yuan on individuals.

5. Where a fire is caused by open burning and negligence does not constitute a crime, in accordance with the provisions of Item 2 of Article 64 of the Fire Protection Law of the People's Republic of China, he shall be detained for not less than 10 days but not more than 15 days and may also be fined not more than 500 yuan; if the circumstances are less serious, he shall be given a warning or a fine of not more than 500 yuan.

6. Where open burning causes casualties or major losses to property, they shall be investigated for criminal liability for the crime of arson in accordance with the provisions of the Criminal Law of the People's Republic of China;

7. Whoever, in violation of dissuasion, deliberately burns in the open, refuses or obstructs the prohibition of burning administrative law enforcement personnel in the performance of their duties, shall, in accordance with article 50 of the "Law of the People's Republic of China on Punishment for the Administration of Public Security," impose a warning or a fine of not more than 200 yuan on acts of obstructing the staff of state organs from performing their duties in accordance with the law;

Eighth, the whole region has launched an intelligent platform for environmental protection supervision, where incineration occurs, the relevant departments will immediately start the reverse investigation mechanism based on the video surveillance data, and investigate the legal responsibility of the igniter according to law.

9. All units and individuals have the obligation to prevent fires and report fire alarms. Any unit and adult has the obligation to participate in organized fire fighting work.

10. Encourage units and individuals to complain and report open burning in the prohibited burning area.
